133.3.1 Personnel from other Functional Units

Districts may use any safety sensitive personnel designated by the district engineer in emergency situations and as indicated by the particular emergency. A commercial drivers license (CDL) is required for snow and ice control work.

Reason for policy: To ensure MoDOT has sufficient trained personnel to work on snow and ice removal.

133.3.2 Snow and Ice Operations Training

MoDOT personnel and emergency employees shall be trained before being allowed to work on their own. The following shall constitute the minimum amount of training. The training shall be conducted in two parts. The first part shall be held before bad weather is anticipated and consists of a review of our snow and ice removal policy and procedures and training on the operation of our snow and ice removal equipment. For the less experienced employees and emergency employees, the second part of the training is to be conducted during the first winter storm and should be at least 8 hours in length. During the first 4 hours, the trainee shall ride with an experienced employee observing proper operating techniques. During the second 4 hours of the shift, the trainee shall operate the equipment with the experienced operator riding along as the observer. Equipment training shall include but not be limited to truck, plow, spreader and loader. All necessary employment forms must be completed.

133.3.3 Emergency Equipment Operators

MoDOT has authorized the use of emergency help during snow and ice storms. The decision to use emergency help is at the discretion of the district. Hiring of emergency snow removal help and drug and alcohol testing shall be in accordance with the Personnel Policy Manual. A CDL is required for snow and ice control work.

133.3.4 Working Hours for Snow and Ice Control

133.3.5 Shifts for Snow and Ice Control

Refer to Personnel Policy Manual, Policy Number 3000, Working Hours and Overtime.

Reasons for policy: Shifts are used to establish set work times for employees, to determine overtime situations as well as to establish reimbursement for meals.

133.3.6 On Call for Snow and Ice Control

Being on call shall require each individual employee to notify his or her supervisor of a phone number where the employee can be reached.

Reasons for policy: 29 CFR 785.17 (Federal Regulations), hours to be worked, District Engineer's letter of October 7, 1991 (seasonal reminders) and to ensure the availability of personnel.

133.3.7 Reimbursement for Meals
