This article establishes procedures and requirements for inspecting and sampling thermoplastic traffic paint and paint materials used for traffic marking. The requirements are set forth in the bid requests issued by MoDOT.
1120.1 Apparatus
All sample containers and equipment used in sampling paint and paint materials shall be clean, dry and free of all contaminants. The apparatus required shall consist of:
a) Appropriate size and type of sample containers as given in EPG 106.3.1 Sampling.
b) Appropriate thief or sampling device to obtain a representative sample.
c) Labeling materials.
1120.2 Procedure
1120.2.1 Yellow and White Traffic Paint
Samples shall be taken by or under the directsupervision the inspector using all possible caution, skill and judgment ensure that a representative sample is obtained. When sampling traffic paint and traffic paint constituents, precautions shall be taken to assure that the samples are representative of the material being supplied. All sample containers shall be marked with type of material, lot number, and the inspector's identification number. It is essential that sample containers of constituents be marked with the chemical names as called for in the bid request. A random sample shall be obtained from each lot, batch, days' pack or other unit of production. In cases where several small lots are uniformly mixed in a larger mixer or tank, the mixed material shall be considered as one lot. Whenever possible, samples shall be obtained from original, unopened containers for all types of paint constituents. When no markings distinguishing between units of production appear, samples of constituents shall be taken from different containers or storage units in the ratio of two samples for each 10,000 lb (4500 kg) or portion thereof and shall be blended in equal quantities to form a composite sample. In the sampling and inspection of pigment and vehicle constituents for the manufacture of traffic paint, assurance is to be obtained that all of the correct material components are sampled and submitted to the Laboratory. The inspector's attention is directed to the bid requirements on packaging. A sample tag shall accompany each sample of material submitted to the Laboratory and an AASHTOWARE Project (AWP) record shall be made to include all the pertinent information, such as: kind of paint or constituent, batch or lot number, purchase order number, inspector, source, quantity, destination, and manufacturer's name and address.
1120.2.1.1 Vehicle Constituents
The inspector shall thoroughly mix the contents of the container to be sampled; or in the case of tanks, assure himself the material has been mixed to uniformity; and transfer the sample to a suitable sample container as described in EPG 106.3.1 Sampling. The sample container should be filled with the material leaving approximately 1 in. (25 mm) for expansion, sealed, marked, and submitted to the Laboratory. Care shall be exercised to secure the friction top with fastening clips or other devices to prevent spillage or leakage of contents during shipment. The various shipping regulations shall be observed when preparing samples for shipment.
1120.2.1.2 Pigments
The package or storage container shall be opened by the inspector and a sample taken at random from the contents. The sample shall be placed in a suitable container as described in EPG 106.3.1 Sampling.
1120.2.1.3 Mixed Traffic Paint
Inspection shall be performed in accordance with following:
(a) Sample containers shall be one-quart (1 liter) friction top cans.
(b) When samples are taken during the filling operation, a composite sample shall be obtained by combining several samples obtained at the beginning, middle and near the end during the entire filling operation.
(c) Paint in holding tanks shall be mixed to uniformity and immediately sampled.
(d) When it is necessary to sample filled containers, extreme care must be exercised to make certain that the pigment is thoroughly and uniformly mixed with the vehicle. When 55-gallon (208 liter) drums are being sampled, mechanical mixing is necessary.
(e) The inspector shall make certain that the drums are of the proper type and are filled, sealed, and marked in accordance with the requirements of the bid request.
1120.2.2 Yellow and White Thermoplastic Pavement Marking Materials
Samples shall be taken as prescribed in EPG 1048.2.2.3 Sampling and Testing and will generally consist of one pre-packaged unit per lot.
1120.3 Laboratory Testing Guidelines
This article establishes procedures for Laboratory testing and reporting samples of thermoplastic and paint materials used for traffic marking. The requirements are set forth in the bid requests issued by MoDOT.
1120.3.1 Procedure
Original test data and calculations for mixed traffic paint shall be recorded in Laboratory workbooks. Test results shall then be recorded through AWP.
1120.3.1.1 White and Yellow Thermoplastic Pavement Marking Material
Thermoplastic pavement marking material shall be tested in accordance with the testing procedures referenced in Sec 1048.20.3.
1120.3.1.2 White and Yellow Acrylic Waterborne and Acrylic Copolymer Traffic Marking Paint
White and yellow acrylic waterborne and acrylic copolymer traffic marking paint shall be tested in accordance with the testing procedures referenced in the applicable General Services Specification (MGS).
1120.3.1.3 White and Yellow Acrylic Copolymer Intersection Marking Paint
White and yellow acrylic copolymer intersection marking paint shall be tested in accordance with the testing procedures referenced in the applicable General Services Specification (MGS).
1120.3.2 Sample Record
Guidelines for using AASHTOWARE AWP are located in AWP MA Sample Record, General and shall indicate acceptance, qualified acceptance, or rejection. Appropriate remarks, as described in EPG 106.20 Reporting, are to be included in the remarks to clarify conditions of acceptance or rejection. Test results shall be reported on the appropriate templates under the Tests tab.
