171.2.1 Buildings
B&G(A1) Annual Building Inspection
An inspection of all weigh stations, rest area buildings and maintenance buildings and their respective grounds shall be conducted annually by each district for general condition and needed repairs. A copy of the standard Building Inspection Form shall be filled out at the time of the inspection for each building inspected. Copies of the report shall be sent to the following:
- Appropriate district field supervisory personnel responsible for making or supervising the repairs.
- District office files.
- Highway patrol local troop (weigh station inspections report only).
Reasons for policy:
- To ensure building maintenance is up to date
- To protect MoDOT property values

Revision Dates:
B&G(A2) Unauthorized Use of State Property
No privately owned vehicles shall be parked inside maintenance buildings. No repair work will be done on privately owned vehicles on MoDOT maintenance lots.
Reason for policy:
- State Statute prohibits use of state property for other than official purposes.

Revision Dates:
B&G(A3) Membership in Fire Protection Districts
In areas where department property, buildings and equipment are not protected by fire fighting units, the pre-arrangement or prepayment of fees for fire protection is not authorized. If fire fighting units are called to extinguish fires in these areas, they may be paid for services rendered.
Reason for policy:
- Prepayment of fees is a form of insurance and MoDOT is self-insured.

B&G(A4) Building Appearance
When MoDOT considers acquiring new property or improving existing property and structures, the appearance of such actions shall be an integral part of the decision-making process, to ensure we are maintaining good public relations with our neighbors both present and future.
Items to consider would include but not be limited to:
Present and future neighborhood orientation Local zoning Property and building orientation Screening Grading Use of landscape berms Use of plants Size of structures Building materials Location of storage areas

B&G(A5) Flammable Material Storage Building
A building specifically built to store flammable materials shall be built at each maintenance facility. These buildings should be located as far as possible from existing maintenance buildings. MoDOT forces will build these buildings after securing local quotes for materials.

- Safety concerns

B&G(B1) Well Drilling

B&G(B2) ADA Parking
ADA parking facilities should be provided at department buildings where the general public interacts with department staff. ADA parking facilities shall be designed and constructed to meet current ADA Standards. At facilities where interaction with the general public is not intended, signs should be erected stating:
- STATE PROPERTY
- AUTHORIZED PERSONNEL ONLY
- FOR INFORMATION CALL 888-ASK-MODOT
to prohibit the general public from entering these facilities.

- Comply with Americans with Disabilities Act

171.2.3 Equipment
B&G(C1) Propane Tank Requirements
Liquid propane gas (LPG) storage tanks are authorized where needed for building heat or for filling distributor cylinders. LPG storage tanks may be purchased or rented. Tanks used for building heating shall have the shut off valve available for immediate access in the event of a building fire. Dome lids shall not be locked down. All tanks shall be protected to minimize the possibilities of tampering.
In addition, the following items shall be observed for all LPG tanks:
- Paint tanks to prevent rust and for appearance.
- Space tanks a minimum of 20 ft. from other above ground fuel tanks or buildings.
- Use schedule 80 pipe or other hose approved or listed for LPG usage. Hoses and lines must be replaced when worn or damaged.
- Utilize a hydrostatic relief valve to protect the filler hose.
- Set tanks on a solid, fireproof foundation. Wooden blocks are not allowed.
- Galvanized pipe fittings are not allowed.
- Heater hose clamps or "Band It" clamps are not allowed.
- Combustible material must be cleared from within 10 ft. of the tank.
- Plug any unused vapor service valves.
- Utilize construction collars or caps on 100 lb. cylinders to protect the valves.
- Utilize Flammable-No Smoking signs or decals as necessary.
- Have the distributor or building fire extinguisher readily available while filling cylinders from a stationary tank.
- Do not locate tanks beneath any overhead electric lines.

171.2.4 Highway Patrol

B&G(D2) Weigh Station Obligations
During and after construction of weigh station facilities, certain obligations are assumed by MoDOT and by the Missouri State Highway Patrol (MSHP). Proposed changes in these obligations should go through the MSHP Headquarters Office then to the Central Office for approval.
MoDOT will:
- Maintain all utility supply lines
- Telephone - from pedestal or demark block to inside building
- Water - from meter/pressure tank to building shut-off valve; outside water, hydrants and supply lines
- Electrical - from meter to distribution panel in building
- Natural Gas - from meter/regulator to furnace
- Liquefied Petroleum (LP) - from tank to furnace
- Replace private well, pump, pressure tank, water conditioner and water heater when required
- Maintain plumbing and sewage system in and below building floor and outside of building
- Replace restroom and break room plumbing fixtures, faucets and flush valves when no longer repairable
- Replace heating/air conditioning unit, attic fan, water fountains, hand dryers and restroom exhaust fans when no longer repairable

B&G(D3) Portable Scale Turnouts
MoDOT shall install and maintain portable scale turnouts at approved locations over the state. Additional turnouts must be approved by the Support Center which will furnish technical design and construction assistance. Non-routine requests for additional turnouts should go through Highway Patrol General Headquarters Office then through the Central Office for approval.
Reason for policy:
- Provide assistance to the State Highway Patrol in enforcing truck weight and dimension standards.

B&G(D4) Highway Patrol Zone Offices
MoDOT shall provide Patrol Zone Offices at maintenance buildings where budgeted and requested by the Missouri State Highway Patrol, General Headquarters Office. This includes existing as well as new buildings. Offices will be built at MoDOT expense and will be nominally 12 ft. x 14 ft. as a minimum. This is administered by General Services.
