Dusk-to-dawn lighting usually consists of one luminaire at each location with the cost of installation, electrical energy and maintenance being paid for by the customer at a fixed monthly rate. The district office may approve all applications for this type of lighting. Approval or disapproval of the proposed installation is to be in accordance with the following.

901.14.1 Luminaires
Lumen output of the lamp shall not be less than 3500 nor more than 9500 lumens. Mounting height shall not be less than 20 ft. nor more than 30 ft. above the surface of the roadway.
901.14.2 Support Poles
A. An existing pole on state right of way that is within 5 ft. of the right of way line may be used to support the luminaire and bracket arm provided the bracket arm extends away from the highway proper and the luminaire is suspended completely outside highway right of way.
B. Existing poles on state right of way that are more than 5 ft. from the right of way line shall not be used unless the applicant is a school or church wishing to light a public entrance. In this case, the luminaire and bracket arm may be attached to such a pole as provided in EPG 901.14.4.
C. Any new pole erected for the purpose of providing dusk-to-dawn or other similar lighting must be placed off of state right of way except where the applicant is a school or church. In this case, pole placement may be permitted on state right of way within 2 ft. of the right of way line.
D. An existing pole or new pole erected off state right of way may be used to support a luminaire and bracket arm provided the luminaire does not overhang state right of way.

901.14.3 Luminaire Positioning for School or Church
With reference to EPG 901.14.2, if the applicant is a school or church, the luminaire may be extended toward its entrance and/or may extend toward the roadway, provided the luminaire is not closer than 12 ft. from the edge of the roadway.

A permit must be issued prior to the work being done if the installation is approved under EPG 901.14.2, Parts A, B, or C; and under Part D if the luminaire and bracket is to overhang the right of way.
901.14.5 Miscellaneous
Intersection or continuous roadway lighting does not belong in this category and should be handled under the policies governing roadway lighting.
Driveway lighting such as flood lights or delineator type lights shall not be allowed on the right of way since they hamper routine maintenance of the right of way, block the utility corridor and may be abandoned, leaving a hazard to others working in the area.
