NEW ENGINEERING POLICY GUIDE
RECENT POLICY CHANGES IN THE EPG
MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. The same innovative concepts such as practical design and design-build that were used to deliver those commitments, have made MoDOT a leader in the transportation industry. These forward thinking, innovative concepts were continued with the decision to incorporate all MoDOT's engineering manuals under a single cover.

MoDOT is proud to present the new ENGINEERING POLICY GUIDE. This document is the result of a yearlong effort to combine the Right of Way, Design, Bridge, Construction, Traffic and Maintenance Manuals; providing a single reference for all engineering guidance.

Flags and Advance Warning Rail System (AWRS)

6/17/09: The guidance for flags and Advance Warning Rail System (AWRS) has been clarified in 616.2 Work Zone Signing and Applications and 616.23 Traffic Control for Field Operations. Fig. 616 was updated to show the correct flag applications.

Seal Coats

6/16/09: Revised to reflect Standard Specification 409 revisions that require chip seals to have a dark appearance. Also Grade C aggregate quality is to be used for all shoulder applications.

Culvert End Treatment

6/15/09: The minimum size requirement for Safety Slope End Sections has been increased, allowing increased use of Flared End Sections and Beveled End Treatment.

Stay-In-Place Forms

6/15/09: Note B.32 in bridge Standard Detailing Notes was clarified to allow welding of stay-in-place forms by non-certified welders.

Guidance for ARRA Project Contract Plans

5/18/09: Guidance for ARRA Projects has been provided.

New Guidance for Consultants' Electronic Format Plans

5/15/09: New details to help consultants deliver plans in an electronic format are presented primarily at 237.9.6.8 Consultant Designed Projects, but also at 237.9.1 Final Design Plans Submittal.

754 Bridge Engineering Assistance Program (BEAP)

5/13/009: The Bridge Engineering Assistance Program (BEAP) policies are now presented in EPG 754. Only the location of the BEAP policies has changed, not the policies themselves.

Value Engineering Proposals

5/6/09: A newly revised process for consideration of Value Engineering Proposals, including Value Engineering Change Proposals (VECP) and Practical Design Value Engineering Change Proposals (PDVECP) is now available. Detailed information is located in 104.13 Construction Inspection Guidance for Sec 104 and 130 Value Engineering.

TA-28 Lane Closure on Alternate Passing Lanes

5/5/09: The new TA-28 for Alternate Passing Lanes is similar to 616.23.3.27 (TA-27) Lane Closure Using Two-Way Left Turn Lane on Undivided Highways, but is used on high speed application instead of a turning lane

616.16.1 Guidelines for Providing Law Enforcement Services

5/5/09: Guidance has been provided to better estimate law enforcement costs in the STIP as well as timelines for securing law enforcement services.

Traffic Noise Policy

4/29/09: The prominence of guidance for the abatement of traffic noise impacts (i.e. sound walls) has been enhanced. This material is now located in 127.13.4 Traffic Noise Policy.

Conveyance of Abandoned Roadway Agreement RW32

4/15/09: A new form agreement has been developed which is to be used when the Commission desires to relinquish a section of roadway that was previously abandoned by the Commission but the roadway was neither conveyed to another party, obliterated, nor permanently barricaded (see 236.14.1.6).

District Final Design Plans Checklist (D-12)

4/15/09: This checklist has been substantially revised based on Design Division and district comments.

Compressive Strength Test Cylinders

03/27/09: Revisions were made to 501 Concrete and 1029 Fabricating Prestressed Concrete Members for Bridges to acknowledge the use of smaller compressive strength test cylinders in accordance with AASHTO Test Method T 23.

Safe and Sound Guidance - Right of Way Acquisition

03/23/09: Specific guidance has been added (see 236.3.11 Safe and Sound Guidance) to assist MoDOT staff in the acquisition of property for the Safe and Sound Bridge Improvement Program. This guidance is effective immediately.
