RECENT POLICY CHANGES IN THE EPG
MoDOT has awarded a $600,000 contract to Boone Construction Co. of Columbia to stabilize a rock bluff along U.S. 63 near the Boone/Callaway County line. A series of steps will be cut into the bluff and the lane is expected to be closed for about a week.
Crews are making great progress installing the steel for the westbound I-70 Blanchette Bridge replacement.
MoDOT is 100 years old. Sharon Monroe, Sr. Exec. Asst. to the Director, and Richard Tiemeyer, Chief Counsel, were selected (by a process that will not be elaborated upon) to cut the cake as Central Office briefly took out time to celebrate.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Typical Signing Applications For Pavement Transition

3/20/13: Figs. 903.17.21 and 903.17.22 were updated by replacing the upstream "Keep Right" sign with an optional "Do Not Pass" sign. This was done to comply with the MUTCD Section 2B.32 requirement that no "Keep Right" sign be placed where the driver passes to the left of the sign.

Maintenance Activities for Pollution, Erosion and Sediment Control

3/14/13: The guidance in EPG 806.4 Maintenance Activities has been updated and clarified.

Distribution of Highway Safety Funds

3/12/13: Traffic Division has expanded the guidance for distribution of Highway Safety Improvement Program and “Open Container” transfer funds.

EPG 907.6 Fatal Crash Reviews

3/12/13: This article was updated to reflect the new survey for 2013 Fatal Crashes.

Pipe Shipping Report Forms

3/7/13: The CMP, RCP, Precast Drainage Units and Precast Box Culvert Shipping Report Form (GS-17, Form 2) and PVC & HDPE Pipe Shipping Report Form (GS-17 Form 1) were updated in several articles.

Reference Guide SBC

3/7/13: This document, used to lay out and plan reporting details of concrete single box culverts using standard plans, was updated in EPG 751.8 LRFD Concrete Box Culverts.

High Risk Rural Road

3/7/13: EPG 132.2 Missouri's Blueprint to Save More Lives and EPG 907.1 Safety Program Guidelines, Criteria for Safety Project Funding were updated to define a High Risk Rural Road, thus meeting a MAP-21 requirement.

EPG 1056 Concrete Tinting and Staining Material

3/6/13: This article was retitled "Concrete Tinting and Staining Material" to comply with Sec 1056's title. The guidance was not updated.

EPG 134.2.4 Consultant Solicitation and Selection Process – Standard Solicitation Method for On-Call/Hourly Rate Contracts

3/5/13: After the MOU is determined to utilize state or federal funds, the PM/CA is no longer required to distribute copies of the executed agreement to the Audits and Investigations Division.

EPG 100.2.4 Division Operations

3/5/13: Form C-13 will now be sent by the District Final Plans and Reports Processor to the Financial Services Division. Financial Services will then send the info to FHA. Financial Services processes all payments and the original forms are kept at the district construction level.

Bridge Standard Detailing Notes

2/28/13: A new note, I1.67, was added for field welding new stiffeners or new connection connection plates to existing steel.

Contract Approval, Execution and Distribution and Consultant Supplemental Agreements Administration

2/28/13: EPG 134 Engineering Professional Services guidance for distributing electronic and hard copy contracts and supplemental agreements was updated.

Requirements for Column and Drilled Shaft Longitudinal and Drilled Shaft Transverse Reinforcements

2/27/13: Guidance in EPG 751.31.2.3 General Design Assumptions and EPG 751.37.6.2 through EPG 751.6.5 was clarified for these requirements.

Developing MoDOT's Safety Culture

2/19/13: Safety begins.jpg In this new video, Asst. Chief Engineer Don Hillis discusses MoDOT’s safety culture and highlights the safety messages I’m Safe, What I Do is Safe, Where I am is Safe, My Customers Are Safe, So We Go Home Safe. Other new videos include Snow and Ice Removal Process and Patching Roads.

Producer Quality Management

2/14/13: EPG 1001.2 Producer Quality Management, EPG 1033 Precast Drainage Units and EPG 1052 Mechanically Stabilized Earth Wall (MSE) and Sound Wall System Components were revised to allow Producer Quality Management, a new method of accepting precast products where the producer assumes a greater role in assuring quality and MoDOT verifies the producer’s quality processes.

Electronic Bidding

2/14/13: EPG 102 was revised to require all bids to be submitted electronically regardless of the amount of the project. Exceptions can be made on a case-by-case basis to allow paper bids.

Field Laboratories

2/14/13: EPG 601 Field Laboratories was expanded to provide additional guidance for field laboratories and bring guidance into compliance with FHWA requirements.

Acceptance of Seed

2/14/13: EPG 805 Seeding was revised to allow acceptance of seed based on certification. Inspectors stamping each bag of seed for acceptance is unnecessary according to Dept. of Agriculture.

Second Tier Subcontracting

2/14/13: EPG 109.5 and EPG 109.13 were clarified to show how a force account will be administered and how payment will be made to the prime contractor and subcontractors.
