RECENT POLICY CHANGES IN THE EPG
Veterans, who have kept and continue to keep us the land of the free, march and the Musial family rides over the new Stan Musial Veterans Memorial Bridge. As a part of the celebration, the public was also invited to walk and run over the new bridge. The $229.5 million bridge, one of 37 projects that make up the $695 million New Mississippi River Bridge project, is now open to traffic.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

1/30/14: Mandatory Reasonableness Factor #3 was clarified to state that "Noise abatement measures must provide...a minimum of 7 dBA for 67 percent of benefitted first-row receptors."

EPG 751.10 General Superstructure

1/29/14: In order to provide a taller joint filler on various P/S girders to reduce costly girder steps: P/C P/S panel deck cantilever reinforcement details was added in EPG 751.10.1.7.2; Deck joint guidance was expanded in EPG 751.10.1.12; and joint filler dimensions were revised in EPG 751.10.2.1.

Standard Detailing Note C2a.3

1/29/14: This note was revised so that "to the nearest inch" is now underlined.

EPG 134.4 Contract Approval, Execution and Distribution

1/27/14: A note was added to remind project managers and contract administrators to get funds obligated prior to issuing a Notice to Proceed.

Bridge Memorandums

1/24/14: Bridge Memo guidance has been expanded and clarified in both EPG 751.1.2.17 Bridge Memorandums and EPG 751.1.3.1 Overview.

Concrete Mix Design Creation QRG

1/22/14: This QRG was updated to reflect previous spec and organization changes.

EPG 134.2.4 Consultant Solicitation and Selection Process – Standard Solicitation Method for On-Call/Hourly Rate Contracts

1/21/14: Guidance for the MOU process has been updated to reflect that all MOUs are now federally funded.

EPG 806.8 Storm Water Pollution Prevention Plan (SWPPP)

1/13/14: Best management practices (BMPs) have been both altered and removed. MoDOT will no longer utilize the nomenclature "Type I" and "Type II" ditch checks, but will utilize "Rock Ditch Check" and "Alternate Ditch Check". Please familiarize yourself with the newly revised SWPPP guidance.

EPG 950 Automated Traffic Enforcement

1/10/14: There have been numerous clarifications in this article as well as the addition of new guidance for established practices (such as EPG 950.2.2 Automated Speed Enforcement by a Law Enforcement Officer).

MAP-21's Transportation Alternatives Program (TAP)

1/9/14: New LPA guidance, EPG 136.3.18 Transportation Alternatives Program (TAP), is now available. TAP includes the pre-MAP-21 programs of Transportation Enhancements, Recreational Trails, Safe Routes to School and Scenic Byways.

Driving Pile to Rock

1/7/14: Driving pile to rock criteria has been clarified. Much of EPG 702 Load-Bearing Piles has been re-written to reflect the requirement of pile point reinforcement on all piles driven to bear on rock and the elimination of the 75% hammer efficiency requirement for single acting diesel hammers. EPG 751.36.2 Steel Pile was also revised to reflect this established practice.

IRI Data Entry

1/7/14: Additional guidance is now available for IRI data entry in EPG 106.3.2.59.3.1 Segment Smoothness.

LEFT TURN YIELD ON FLASHING ARROW Sign

1/7/14: Guidance in EPG 903.5.30 Traffic Signal Signs has been updated to show this sign is no longer a special sign but is now identified as R10-27a.

Waterjetting

1/3/14: New waterjetting guidance to reflect established practice has been added to EPG 751.36.

Flourescent Yellow-Green Signs

1/3/14: In Table 903.2.20.2 Common Uses of Sign Background Colors, flourescent yellow-green was removed as a color choice from pedestrian and bicycle warning signs. MoDOT reserves yellow-green for school signs only to make school signs stand out.

Cast In Place Standard Detailing Notes

1/3/14: In A1.2, a note was added for CIP steel pipe pile design stresses. In G5 and G6, CIP pile and as-built foundation notes were updated.

EPG 751.1.3.3 Railing Type, Height and Guidelines for Curb Blockouts

12/31/13: EPG 751.1.3.3 was re-titled and re-written to reflect current practice. A handy new table, Common Bridge Rails is also now provided.

Job Order Contracting (JOC)

12/26/13: A new JOC that combines the use of guardrail and guard cable has been added.

Bridge Numbering Guidelines with Examples

12/20/13: Guidance about the bridge numbering system has been revised to match current practice.

Table 903.7 Guide Sign Sizes

12/17/13: Numerous sign dimensions have been revised in this table.

EPG 751.1.4.2 Types of Walls
