RECENT POLICY CHANGES IN THE EPG

See how things changed from 1996 to 2014 by viewing the video of the construction of all three phases of Rte. 364/Page Avenue Extension. The new Rtes. MM/B bridge over I-44 at Mile Marker 70 west of Springfield is now open to traffic. The bridge was closed for several months to allow L. Krupp Construction crews to remove the old bridge, replacing it with a wider, higher structure. Contractor crews continue to install road signs and perform general cleanup work around the $1.8 million project. MoDOT tested bridges at the 11th Annual Bridge Building Competition. The competition challenges SE Missouri high school juniors and seniors to design and construct the most efficient model bridge using thread, glue and 15 pieces of balsa wood. Among the many awards were those for three students who built the lightest bridges that carried the greatest loads: 1st - Tessa Mangels, Oak Ridge High School 2nd - Gabe Shrout, Oak Ridge High School 3rd - Andrew DeRousse, Ste. Genevieve High School MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry. These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals. MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest. MoDOT and local officials ceremonially break ground for the Rte. 100 (Manchester Rd.) Great Streets Project. The $15.5 million contract, awarded to L Krupp Construction, will resurface Rte. 100 as well as provide median access changes, sidewalk improvements and enhancements such as wayfinding signage, illuminated street name signs and landscaping. EPG 747 Bridge Reports and Layouts 12/9/14: EPG 748.7 Bridge Reports and Layouts was moved to EPG 747. (The remaining EPG 748 articles were renumbered as needed.) EPG 747's guidance was updated as required. The Bridge Survey Report Form was revised to reflect its use for all structures instead of only stream crossings. A Bridge Survey Checklist was also developed for district use. EPG 751.50 Standard Detailing Notes A1 and A2 12/8/14: Notes A1 and A2 were simplified. Note A2.12 was deleted since it is no longer needed. EPG 748.6 High Water Surface Elevation 12/5/14: The term "Design High Water" was revised to "Design Flood Elevation" or "Normal High Water" and the term "High Water" revised to "Base Flood Elevation". EPG 170 Maintenance Activity Planning Guidelines 12/3/14: Updated the Work Scheduling Guide and Index of Printable Planning Guides. References to scrub seal and linseed oil treatments were removed. R328 Bridge Jt. Maintc. and R329 Bridge Cleaning & Flushing codes were added. Job Order Contracting (JOC) 12/3/14: All of the JOC JSPs have been updated. Among the revisions, prices have been updated and some guard cable options have been added. EPG 751.5 Structural Detailing Guidelines 12/1/14: EPG 751.5 has been generally rewritten and retitled "Structural Detailing Guidelines". EPG 751.10.1.10 Slab Offsets for Curved Bridges 12/1/14: Guidance was updated and "Profile Grade & Vertical Curve Data" was retitled as "Slab Offsets for Curved Bridges". EPG 751.1 Preliminary Design 12/1/14: This article was updated to current practice. Moved "Vertical and Horizontal Clearance" from EPG 748.7 to EPG 751.1.2.5 and renumbered subsequent articles. Inspection of Bituminous Mixing Plants 11/25/14: In EPG 460.3.11 Reclaimed Asphalt Pavement (RAP), guidance was updated to replace outdated test method AASHTO TP58 with AASHTO T 327. New QRG 11/20/14: A new QRG, Land Disturbance Project Information, has been added to EPG 101 Standard Forms. Change Order Codes 11/18/14: The definition of "Routine Adjustment" was revised in the Change Order Codes. Standard Detailing Note for Epoxy Coated Reinforcing Steel 11/18/14: A note pertaining to C1.15 was deleted and Note C1.16 was deleted because the requirement for adding epoxy coated test bars to the bar bill for bridges has been rescinded. Contract Leveling Course 11/18/14: The Contract Leveling Course (CLC) Guidelines and JSPs have been updated in EPG 402 Bituminous Surface Leveling. Primarily, the Modifications to Surface Level Mix Mixtures Containing RAP and RAS JSP and the Safety Plan JSP are no longer required. Outdoor Advertising Permitting 11/14/14: Guidance was added in EPG 236.16.15.2 Indemnification to reflect that applicants for a vegetation permit must now inspect the property. Bidding Documents 11/7/14: In EPG 102 Bidding Requirements and Conditions, references to Indox were removed. District Final Plans Checklist, Form D-12 11/7/14: In EPG 237.9.1 Final Design Plans Submittal, the Form D-12 was updated. Also, the Letter of Transmittal is no longer used. Outdoor Advertising Personnel 11/6/14: EPG 236.16.2 Organization & Personnel has been updated to show the new boundaries of the six areas of Missouri served by the Outdoor Advertising Area Specialists. Field Welder Qualification 10/31/14: EPG 712 Structural Steel Construction, especially EPG 712.1.4 Welding, EPG 712.1.5 High Strength Bolts and EPG 712.2.3.2 PAL Manufacturer Facilities Sampling, were updated to reflect current field welder qualification practices. Much of EPG 903.24.1 Procedure was deleted to removed archaic welder qualification info. Also, the Welder Qualification Form in EPG 101 was removed as it is no longer required. Pavement Marking Acceptance Table 10/22/14: This table, used to determine the quality and remaining life of new and existing pavement markings, has been updated and clarified. "Additional Information" Box Provides Quick References for Guardrail, Guard Cable and More 10/22/14: The box at the top of EPG 606 Guardrail and Guard Cable has been expanded to include pdf files presenting useful info about roadside hardware. EPG 903.6.11 Chevron Alignment Signs 10/17/14: By Dec. 31, 2019, Chevron Alignment signs are to be installed on curves with AADTs greater than 1000 that also have an advisory speed that is 15 mph or more below the road’s posted speed. EPG 134.2.4 Consultant Solicitation and Selection Process – Standard Solicitation Method for On-Call/Hourly Rate Contracts Cost Plus Fixed Fee Contracts 10/16/14: Verbiage about Hourly Rates was removed since they no longer apply to On-Call contracts. EPG 110.3 Prevailing Wages and Records 10/16/14: Guidance was added about subcontractors signing the prevailing wage affidavit. EPG 139 Design - Build 10/15/14: Additional guidance for existing practices is now available for this article, especially a Procurement Document Writing Guide. EPG 110.3 Prevailing Wages and Records 10/15/14: Since the MO Dept. of Labor certified payroll form is no longer used by MoDOT, a sentence referencing it was removed.
