The Missouri Code of State Regulations governs the Contractor Performance Rating to determine responsibility. While this is not mentioned in the specifications, changes in specifications and areas of emphasis warrant periodic changes to the evaluation process.

102.2.1 Evaluation

The period of performance for evaluation is by the calendar year, January 1 through December 31. Contractors are eligible if they have achieved a work completion date on a contract during the timeframe under evaluation. Projects considered for nomination of an award will have achieved satisfactory compliance with contract terms as a minimum requirement.

102.2.2 Evaluation Determination

Nominations for award will undergo a review process performed internally. Recipients will be contacted by the Construction and Materials Division if they were selected as an award winner.

102.2.3 Contractor Recognition

Selected recipients will be recognized with an award presented at the Annual MoDOT / Associated General Contractor (AGC) Meeting routinely held each fall.

102.2.4 Contractor Referrals

If I receive a referral request on a contractor from another state DOT or another contracting agency, what should I do?

As a courtesy we like to help other agencies as they are doing their research to pre-qualify a contractor or consultant. Therefore, you can respond to these inquiries. However, it is important that you keep your responses specific to the information requested and not offer opinion or endorsements. Examples of information MoDOT provides are what project they worked on, what dates, type of work performed, etc. Do not offer any personal opinions such as “They did really good work” or “I think they are awesome and would love to work with them again!”. You should answer the questions asked but not volunteer any additional information other than what was requested. If something looks unusual or suspicious consult with Construction and Materials Division before responding.

102.2.5 Contractor Endorsements

MoDOT employees should not give endorsements or advertise for a contractor or supplier. This could be construed as favoritism and a conflict of interest.
