RECENT POLICY CHANGES IN THE EPG
KCI Construction crews have begun Stage 2 of the Park Over the Highway project. They have demolished the old Walnut St. Bridge and are constructing a new, wider bridge as well as improvements to Walnut St. from Memorial St. to Broadway Ave.
Maintc. Crew Leader Brian Bottcher and Sr. Maintc. Workers JC Frame, Tim Williams, Brad Bowles and George Woody repair edge ruts on Rte. 13 south of Bethany during a brief break in the winter weather.
Late winter weather has brought some flooding, such as on Rte. E in Adair County.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

During halftime of a Montgomery County Boys' Varsity Basketball game, Principal Jim Hixson, Cathy Dailey and the Montgomery County High School students were presented with a bronze banner and a $100 check for 92.94% seat belt use during the Battle of the Belt competition. Montgomery County H.S. was one of ten northeast Missouri schools to win statewide and regional honors in the competition this year. American Family Insurance Agent Jackie Brower presented the statewide banner award to the Montgomery County High School student body.

Updated QRGs

2/27/14: Change Orders was updated to clarify instruction for adding contingency items due to JSP or spec changes. Change Orders – Mobilization and Contract Bond was also updated to address how to handle mobilization and contract bond for contracts with multiple projects. 

EPG 616.27 Fleet Lighting

2/27/14: Current fleet lighting and aerial equipment lighting guidelines are now available in this new article.

EPG 751.6.1 Index of Quantities

2/26/14: New guidance is now available to clarify accuracy and rounding of estimated quantities.

Engineering Professional Services Contract Distribution

2/25/14: It is no longer required to send executed contracts to the Audits and Investigation Division.

Invoicing of Engineering Professional Services

2/24/14: EPG 134.5.1 Invoicing guidance was expanded.

Two-tube Rail

2/21/14: New guidance has been provided for two-tube bridge rail. This type of bridge rail was used in the Safe and Sound bridge program and is now available for regular use.

EPG 131.1 Design Exception Process

2/19/14: This article was generally rewritten to improve the review and approval process as well as clarify roles and responsibilities by obtaining concurrence during the early stage of the process.

Edgeline Rumble Strips

2/19/14: EPG 626.1 was revised to offer new options for urban areas: to offset the rumble strips and to limit their use.

Mandatory Reasonableness Factors for Sound Walls

2/19/14: EPG 127.13.9 was revised to reflect that the warrant for the inclusion of sound walls on a project will now use an area (sq. ft.) threshold. This area remains static regardless of market conditions.

Two New Consultant Contract Checklists

2/18/14: The Fig. 134.2.2 Processing Standard Consultant Contracts Checklist and Fig. 134.2.4 Processing On-Call/MOU Consultant Contracts Checklist are now available in EPG 134 Engineering Professional Services.

EPG 751.12 Protective Barriers

2/10/14: This article, previously EPG 751.12 Protective Barricades, was retitled to more accurately reflect its subject.

New QRG

2/4/14: Moving Files from SharePoint to CIA details how the project office is to move quality management documentation from the external SharePoint to the appropriate folder on V:\Contract Information Archive.

Subcontracts QRG

1/31/14: This QRG has been clarified.

EPG 127.13.9 Reasonableness

1/30/14: Mandatory Reasonableness Factor #3 was clarified to state that "Noise abatement measures must provide...a minimum of 7 dBA for 67 percent of benefitted first-row receptors."

EPG 751.10 General Superstructure

1/29/14: In order to provide a taller joint filler on various P/S girders to reduce costly girder steps: P/C P/S panel deck cantilever reinforcement details was added in EPG 751.10.1.7.2; Deck joint guidance was expanded in EPG 751.10.1.12; and joint filler dimensions were revised in EPG 751.10.2.1.

Standard Detailing Note C2a.3

1/29/14: This note was revised so that "to the nearest inch" is now underlined.

EPG 134.4 Contract Approval, Execution and Distribution

1/27/14: A note was added to remind project managers and contract administrators to get funds obligated prior to issuing a Notice to Proceed.

Bridge Memorandums

1/24/14: Bridge Memo guidance has been expanded and clarified in both EPG 751.1.2.17 Bridge Memorandums and EPG 751.1.3.1 Overview.

Concrete Mix Design Creation QRG

1/22/14: This QRG was updated to reflect previous spec and organization changes.

EPG 134.2.4 Consultant Solicitation and Selection Process – Standard Solicitation Method for On-Call/Hourly Rate Contracts

1/21/14: Guidance for the MOU process has been updated to reflect that all MOUs are now federally funded.

EPG 806.8 Storm Water Pollution Prevention Plan (SWPPP)

1/13/14: Best management practices (BMPs) have been both altered and removed. MoDOT will no longer utilize the nomenclature "Type I" and "Type II" ditch checks, but will utilize "Rock Ditch Check" and "Alternate Ditch Check". Please familiarize yourself with the newly revised SWPPP guidance.

EPG 950 Automated Traffic Enforcement

1/10/14: There have been numerous clarifications in this article as well as the addition of new guidance for established practices (such as EPG 950.2.2 Automated Speed Enforcement by a Law Enforcement Officer).

MAP-21's Transportation Alternatives Program (TAP)

1/9/14: New LPA guidance, EPG 136.3.18 Transportation Alternatives Program (TAP), is now available. TAP includes the pre-MAP-21 programs of Transportation Enhancements, Recreational Trails, Safe Routes to School and Scenic Byways.

Driving Pile to Rock

1/7/14: Driving pile to rock criteria has been clarified. Much of EPG 702 Load-Bearing Piles has been re-written to reflect the requirement of pile point reinforcement on all piles driven to bear on rock and the elimination of the 75% hammer efficiency requirement for single acting diesel hammers. EPG 751.36.2 Steel Pile was also revised to reflect this established practice.

IRI Data Entry

1/7/14: Additional guidance is now available for IRI data entry in EPG 106.3.2.59.3.1 Segment Smoothness.
