RECENT POLICY CHANGES IN THE EPG
Walsh-Alberici joint venture employees pour part of the driving surface for the new I-64 Daniel Boone Bridge over the Missouri River.
Over I-635, crews slowly mill off the High Dr. bridge's old deck before repairing and smoothing the surface.
Now that the Stan Musial Veterans Memorial Bridge is open, work is very much underway on the Poplar Street Ramp project. Once this ramp is demolished, construction will continue with 1) a two-lane ramp from PSB to existing eastbound I-44. (One lane will lead to Walnut St. and the other lane will lead to eastbound I-44.) 2) a two-lane ramp from the PSB to southbound I-55 and 3) a two-lane ramp from northbound I-55 to the PSB.
Crews install the bridge fence on the Boyle Ave. bridge as a part of the I-64/Tower Grove Ave. interchange reconstruction.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Contractor Performance Evaluation

7/2/14: EPG 102.2 Contractor Performance Rating System now presents the latest version of the Contractor Performance Evaluation Example Form.

PPE Posters

7/2/14: New PPE requirements are in effect for all MoDOT workers on MoDOT right of way with slightly different requirements for daytime workers, daytime flaggers, nighttime workers and nighttime flaggers. The most significant change is for nighttime flaggers (who shall wear highly visible and reflective hard hats). Contractors are also being held to the same standards as MoDOT employees.

EPG 104.13.2 Value Engineering Proposals, Concept Proposal

7/1/14: Guidance has been expanded to clarify for the resident engineers and any contractors of the minimum expectations for VECP and PDVECP submittal information.

Contractor's Affidavit Regarding Settlement of Claims (C-242)

7/1/14: New guidance has been provided, reflecting existing C-242 practice, that answers what the RE should do when contacted by suppliers or subcontractors claiming they have not been paid by the prime contractor.

New Request for Environmental Services (RES) Form

6/30/14: The new RES Form and the associated instructions for the RES Form are now available.

EPG 127.29 Storm Water

6/26/14: This article has been expanded to clarify existing policy.

EPG 110.3 Prevailing Wages and Records, Owner-Operator

6/25/14: Guidance was clarified about what is required before an RE can approve this owner-operator arrangement.

EPG 703.2.8 Concrete Placement

6/23/14: Guidance about pouring backwalls and the associated construction joints conforming with the roadway crown was clarified.

EPG 703.2.9 Curing

6/23/14: Additional guidance about laying sprinkler hoses and sprayers before the concrete on bridge decks has properly set has been provided.

EPG 751.50 Standard Detailing Notes, H. Superstructure Notes

6/20/14: In H10. Barrier Curbs and H11. Miscellaneous, the rustication requirements were removed and outdated or incorrect guidance on permissible alternate barrier curb reinforcing shapes were revised.

EPG 748.7.3 Preparation of Bridge Survey Report

6/17/14: The requirement for districts to calculate drainage area for bridge surveys was removed in EPG 748.7.3.1 Procedure. Also EPG 748.7.3.9.4 GEO File (Stream Crossings) was added.

EPG 110.3.1 Wage Interviews

6/17/14: The wage rate interview requirements were clarified to meet federal constraints. The primary change combines all the frequency rates into one rate (except for JOCs, which are being added). 

Bridge Survey Information

6/17/14: EPG 238.3.37.10 Centerline and Offset Profiles, EPG 238.3.37.11 Streambed Profiles, EPG 238.3.37.12 Valley Sections, EPG 238.3.37.13 Typical Channel Sections and EPG 238.3.37.14 Existing Bridges were updated to match survey needs for geo files.

EPG 751.50 Standard Detailing Notes

6/16/14: Additional guidance has been provided for both A1.2 and H1.3 standard detailing notes.

Updated QRG

6/16/14: Subcontracts has been updated in EPG 101 Standard Forms.

New article, EPG 150 Quality Management

6/13/14: EPG 105.23 Quality Management was updated and moved to EPG 150 Quality Management. This new article establishes file organization for Quality Management projects and increases efficiencies for users searching for files. New EPG 137.7 Close Out Procedure for Quality Management supports the new EPG 150 guidance.

EPG 748 Hydraulics and Drainage

6/11/14: Various changes to EPG 748 articles include:
EPG 748.2 Roadway Design Criteria was reorganized and re-titled for greater clarity. Terminology was clarified.
EPG 748.3 Freeboard was re-titled and reorganized article for clarity. Provided definitions and guidance to determine limits of freeboard for bridges on steep grades or vertical curve.
in EPG 748.4 Headwater and Backwater, the maximum headwater depth is now to be based on a ratio of the headwaters to the diameter of the culvert;
in EPG 748.5 Matching Existing Structures environmental requirements for culverts were added. Clarified that hydraulic performance is not actually matched in most cases, but is used as the design criteria for the new structure; and
EPG 748.6 High Water Surface Elevation was re-titled and definitions were added.

EPG Category:750 Hydraulic Analysis

6/11/14: Various changes to EPG 750 articles include:
in EPG 750.1 Open Channels, updated channel liner info to match new edition of HEC-15;
in EPG 750.2 Culverts, added hydraulic analysis criteria and updated culvert entrance loss table per FHWA HDS-5;
in EPG 750.3 Bridges, updated “Roadway Overtopping Design” to “Roadway Design Frequency” to match changes in EPG 748.2 and added definition for existing conditions;
EPG 750.4 Storm Sewers was updated to correspond to latest edition of HEC-22;
EPG 750.6 Erosion Control and Energy Dissipation was updated to correspond to latest edition of HEC-15; and
guidance in EPG 750.7 Non-Hydraulic Considerations was updated to reflect std plans changes, new table for standard box culvert sizes, new guardrail criteria based on bridge std library sheets and TRB Paper No. 03-4421, also guidance updated to correspond with HDS-5 and added environmental requirements info.

EPG 751.1.2.6 Box Culverts

6/11/14: This subarticle was reorganized to make info easier to access. Guardrail attachment guidance was also updated.

EPG 131.2 Proprietary Items and Public Interest Findings

6/9/14: This article has been revised to better reflect the documentational requirements of CFR 635.411.

Full Wage Rate Order

6/9/14: In EPG 110.1 Wage Rates, additional guidance is now available for acceptable locations of the full wage order. Also, a description of a spreadsheet of wages in lieu of the full wage order has been provided.

EPG 751.1.3.6 Asphalt Wearing Surface

6/6/14: New guidance is available for the current bridge asphalt overlay seal coat policy.

Concrete Plant Inspection

6/5/14: In EPG 106.4 Plant Inspections and EPG 501.1.5 Measurement of Material, guidance was revised to clarify the QC/QA roles for concrete plant inspections.  This is part of the broader quality management (QM) initiative that MoDOT has been implementing over the past two years.
