902.12.1 Application of Rectangular Rapid Flashing Beacons (MUTCD Section 4L.01)
Option. A pedestrian-activated and/or bicyclist-activated rectangular rapid flashing beacon (RRFB) may be used to provide supplemental emphasis to pedestrian, school, and trail warning signs at marked crosswalks across uncontrolled approaches.
Standard. An RRFB shall only be installed to function as a Warning Beacon (see EPG 902.18.3). Except as otherwise provided in this Article, all other provisions of the MUTCD applicable to Warning Beacons shall apply to RRFBs.
An RRFB shall only be used to supplement a post-mounted W11-2 (Pedestrian), S1-1 (School), or W11-15 (Trail) crossing warning sign with a diagonal downward arrow (W16-7P) plaque, or an overhead-mounted W11-2, S1-1, or W11-15 crossing warning sign, located at or immediately adjacent to a marked crosswalk.
Except for crosswalks across the approach to or egress from a roundabout, or crosswalks across free-flow turn lanes separated by a channelizing island, an RRFB shall not be used for crosswalks across approaches controlled by YIELD signs, STOP signs, traffic control signals, or pedestrian hybrid beacons.
Option. An additional RRFB may be installed on that approach in advance of the crosswalk, as a Warning Beacon to supplement a W11-2 (Pedestrian), S1-1 (School), or W11-15 (Trail) crossing warning sign with an AHEAD (W16-9P) or distance (W16-2P or W16-2aP) plaque.
Standard. If an additional RRFB is installed on the approach in advance of the crosswalk, it shall be supplemental to and not a replacement for the RRFB at the crosswalk itself.
Option. RRFBs requested by outside parties may be considered for installation by the District.
Standard. If the District agrees to the request by the outside party but prior to the installation of an RRFB, a TR63 Installation of Rectangular Rapid Flashing Beacons contract shall be executed.
The contract shall establish responsibility for future ownership, maintenance, electrical operating costs, and operation programming.
All costs shall be the responsibility of the outside party. This includes but is not limited to installation and initial electrical operating costs.
Plans for installation shall be the responsibility of the outside party and shall conform to the latest standards and specifications of MoDOT.
Once the contract is executed, a permit to work on MoDOT’s right-of-way shall be obtained by the outside party. Once issued, the outside party can proceed to install the RRFBs. Upon completion of installation, MoDOT personnel shall verify correct installation prior to release of the permit and acceptance of the RRFBs.
Guidance. Upon completion of the RRFB installation and transfer of ownership from the outside party to the Commission, MoDOT should provide all future maintenance of the RRFB.

902.18.7 Procedures for Advance Beacon Installations by Outside Parties
Standard. Advance beacons such as school warning, school speed limit, and emergency vehicle warning beacons are installed under contract. The district will obtain appropriate signed contracts and will follow execution guidelines in EPG 153.21. These contracts deal with the installation and transfer of ownership of the installation from the outside party to the Commission.
Support. The following standard contracts are available:
- TR8 - Installation of Roadside Flashers for School Operation
- TR26 - Installation of Roadside Flashers for Emergency Vehicle Operation
- TR37 - Installation of Flashers on Bus Stop Signs
- TR53 - Installation of Roadside Flashers for City County Operation
- TR63 – Installation of Rectangular Rapid Flashing Beacons

Once the contract is executed, a permit to work on MoDOT’s right-of-way shall be obtained by the outside party. Once issued, the outside party may proceed to install the beacons. A contractor or the outside party shall complete the installation; however, a licensed electrician shall supervise the installation. The outside party needs to coordinate with MoDOT prior to installation of the beacon to have MoDOT personnel verify hardware and equipment is acceptable for use on the state highway system. Upon completion of installation, MoDOT personnel shall verify correct installation prior to release of the permit and acceptance of the beacon.
General layouts for an intersection control beacon are illustrated in Figure 902.18.2.
Beacons shall be active only during those times when the conditions of the signing are applicable or when the enhancement of the signed message is needed. The times of operation, timing, and method of operation are approved by MoDOT.
Flashing beacons shall only be installed on school speed limit signing or advance signing with exception of RRFB signing (see EPG 902.12 for additional information).
Only one beacon assembly shall be permitted per approach with exception of RRFBs (see EPG 902.12 for additional information).
Guidance. Upon completion of the beacon installation and transfer of ownership from the outside party to the Commission, MoDOT should provide all future maintenance of the beacons.
