The Commission accepts bids for projects under conditions established by Sec. 102 of the Missouri Standard Specifications for Highway Construction. Sec. 102.5 establishes the contractor's personal responsibility for knowledge of job conditions and familiarity with plans and specifications. The resident engineer should be aware of the contents of these sections even though not directly involved in bidding procedures.
