When an existing structure that is to be replaced has provided adequate hydraulic performance, a design exception to use the hydraulic performance of the existing structure as the hydraulic performance criteria for the new structure is encouraged. Thorough documentation of the adequate historical performance shall be included with the design exception.

Meeting environmental requirements for new culverts is still required.
