RECENT POLICY CHANGES IN THE EPG

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Pedestrians and bicyclists may now cross the Missouri River in the Kansas City area. The Heart of America Bridge now provides a 10 ft. wide, barrier-protected multi-use path.

Disadvantaged Business Enterprise (DBE) Policy

11/23/10: EPG 146 is now available for DBE policy.

EPG 613.1.2 Class A Partial Depth Pavement Repairs

11/18/10: In Districts 1 and 4, Class B (instead of Class A) or full depth pavement repair should be considered due to the region's poor quality aggregate.

EPG 616.28 Traffic Control for Waterways

10/28/10: Traffic control for waterways guidance is now available.

10/6/10: Guidance for this sign was updated and clarified in EPG 616.2.2 and EPG 616.23.2.5.7.

10/6/10: This is a new test method, TM-83.

EPG 1026.2.1 Manufacturer Approval

10/6/10: Acceptance of precast drainage units (precast concrete box culverts) has been expanded to include National Precast Concrete Assn. (NPCA).

LPA Updates

10/5/10: In EPG 136.1.2.1 Procedures, the time allowed to bring an LPA project from allocation to award was shortened; EPG 136.6.2 was revised to ensure compliance with the Brooks Act, etc. since failure to comply with procedures may result in loss of funding; new retainage guidanace was added in EPG 136.9.9.5; and materials testing requirements in EPG 136.11.9 Materials Testing were updated.

Storm Water Pollution Prevention Plan (SWPPP) Updated

9/28/10: Guidance from current MoDOT training was added to the SWPPP. EPG 806.8.1 and EPG 806.8.4.2.5 were revised while EPG 806.8.4.4 and EPG 806.8.13 were added.

EPG 402 Bituminous Surface Leveling

9/24/10: In the PDFs of Contract Leveling Course Plan Templates (the "CLC Templates") near the top of EPG 402, Sheet 2 of 3 Traffic Control was updated to be in line with current guidance. JSP guidance was also updated.

Contract Leveling Course Guidance

9/21/10: The Contract Leveling Course Guidelines have been updated for FY 2011. Updated guidance for the associated JSP is also now available in EPG 402.

EPG 135 The Section 106 Process

9/8/10: EPG 135 now has Section 106 guidance for LPAs as well as for MoDOT projects.

Bulletin Boards and Required Notices and Job Posters

9/1/10: A binder may now also be used for mobile operations, although the standard bulletin board is always required for required notices and posters.
