RECENT POLICY CHANGES IN THE EPG
(L to R) Distr. Design Engineer Natalie Roark, Sr. Engineer Professional Jerry Nilges, Transpn. Proj. Designer Ryan Libbert and MO State Sen. Mike Kehoe attended the ribbon cutting for the relocation and widening to four lanes of 6.6 miles of U.S. 50. The $25.5 million project, from U.S. 63 to County Rd. 604 west of Linn, improves safety and traffic flow and also includes construction of a new Maries River bridge. This innovative bridge has a support structure and girders of a state-of the-art concrete mix that is stronger and costs less than traditional materials. Under current funding models, roadway projects such as this will not be commonplace in the future.
A solemn ceremony at KC District HQs remembered the 131 MoDOT employees who died in service to Missouri through the years.
MoDOT and local officials broke ground for a new I-49/Rte. 291 diverging diamond project in Harrisonville. Rte. 291 will be widened to 5 lanes and Cantrell Rd., Commercial St. and Rock Haven Rd. will be improved. The project will greatly improve the traffic flow and safety. Missouri leads the nation on using this progressive interchange design.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

The public is invited to ride their bike, walk or run on the first section of Rte. 364/Page Phase 3 before it opens to traffic. The new Rte. 364 will be open to the public between I-64 and Rte. K on Saturday, October 4 from 11 AM to 3 PM. Access to the road will be free, but people are asked to bring canned food donations for Operation Food Search to be used in the St. Charles County area.

EPG 151 Administrative Rule Creation or Modification Process

9/5/14: This new article outlines the process to create or modify administrative rules. It especially applies to divisional leaders and is based upon new Missouri legislation.

9/3/14: In EPG 616.5.3.7 Pilot Vehicle information about the Pilot Vehicle brochure has been added.

EPG 127.25.2.1 Hazardous Material Spills (Roadway) by Others

9/2/14: Existing policy was clarified as well as the District Hazardous Material Coordinator info was updated.

EPG 606.1.3.1 3R/4R Projects

8/29/14: Guidance about the considerations for guardrails in 1R, 2R, 3R and 4R work was clarified.

EPG 701 Drilled Shafts

8/29/14: Guidance was added to clarify why CSL pipes must be filled with water and plugger or capped, as required by Sec 701.4.17.2.1.

EPG 643.2.1.13 Federal Cost Participation for Reimbursable Utility Relocations

8/29/14: This new subarticle further clarifies and gives additional info for this topic. As a result of this new info, the wording used in Master Reimbursable Utility Agreements (MRUA) has been slightly revised to reference Engineering Policy Guide 643.2.1.44 (instead of 643.2.1.43).

"Phased" Section 106 Process

8/28/14: EPG 135.2 The Section 106 Process for MoDOT Projects was revised to reflect a new agreement with FHWA and others allowing MoDOT to use a “phased” approach to achieve Section 106 compliance.

8/26/14: Clarifying guidance about grandfathering an extension was added to EPG 236.16.11 Cutout and Extension Process.

Engineering Judgment

8/26/14: A paragraph was added to EPG 900.1.9 Engineering Study and Engineering Judgment's "Guidance" and a sentence removed from EPG 900.1.13 Definitions' "A. Standard" to reflect that FHWA now permits MoDOT to use engineering judgment to modify "shall" conditions.

8/13/14: In EPG 806.8 Storm Water Pollution Prevention Plan (SWPPP), the Land Disturbance Training 2014, a summarized refresher presentation, was updated. Also, a video, Land Disturbance Tablet Training 2014, is now available for ipad and tablet users.
