RECENT POLICY CHANGES IN THE EPG
The Material Load Indicator, submitted by Sr. Maintc. Workers Gregory Buckner and Jason Norris of the Winona Maintnc. Facility, won the first Director's Safety Award Traveling Trophy at the Innovations Challenge Showcase. The sensor, mounted inside the spreader bed, indicates when material inside the bed is low. When the spreader bed is 2/3 empty the sensor activates a light to warn the driver. When the material feeds past the sensor, a light is triggered that is visible from inside the cab of the truck.
Sr. Electricians Randall Vandelicht (kneeling) and Tudor Rafa perform preventative maintenance on a signal box at the Missouri Blvd./Rte. 54 interchange in Jefferson City.
Contractor crews hoist a girder into place as part of the Battlefield Road/Rte. 65 interchange reconstruction project in Springfield. When completed this fall, the project will feature a new higher, slightly wider bridge over Rte. 65 with a diverging diamond traffic pattern.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

EPG 907.7 Highway Safety Manual

4/23/15: This new article reflects current policy regarding the Highway Safety Manual.

ADA Checklist

4/22/15: The latest version of the ADA Checklist is now available at EPG 642.1 Sidewalk Design Criteria.

EPG 146.3.1 DBE Subcontract – Performing Work Onsite

4/20/15: New guidance is available for materials supplier DBEs who are not performing any labor on the project. Instructions have been provided for completing and saving CUF verification forms strictly related to materials suppliers.

EPG 150 Quality Management

4/15/15: Archaic guidance was deleted to conform with changes made to the July 2014 Quality Management JSP.  Also, MoDOT now provides a Corrective Action Request form for contractors to use.

EPG 750.7.3 Environmental Requirements

4/9/16: Along with new verbiage for clarification, a table, Summary of COE Regional Condition Requirements, has been added.

EPG 821 Herbicides and Roadsides

4/9/15: In EPG 821.11 Calibration, new guidance for Backpack Sprayer Calibrations has been added. Also, MoDOT herbicides for 2015 are listed in EPG 821.25 Products.

Outdoor Advertising

4/8/15: In EPG 236.16.10.1 Adding Controlled Routes, routes reclassified as NHS should now be inventoried within 90 days of notification.

R315 Scrub Seals

4/8/15: In EPG 170 Maintenance Activity Planning Guidelines, guidance for scrub seals has been added to R315 Pavement Preventative Maintenance (LM).

EPG 751.1.2.19 Soundings (Borings)

4/1/15: Guidance was updated to current practice and info from other articles was consolidated here. The M-40a, M-40b and the Request for Soil Properties forms were replaced with one form: Request for Final Soundings of Structures Form. A new document for using this new form provides guidance for obtaining Northings and Eastings, guidance for identifying classifications of routes and bridges and includes example sounding layouts.

Consultant Contract Administration Supplemental Agreements

3/31/15: EPG 134.5.2 Supplemental Agreements was clarified to reflect that Supplemental Agreements are signed by the Division Director or delegated staff. Thus it is unnecessary to process these through the Professional Services Committee. 

EPG 751.5.1.4 Contract Addendums and Construction Changes

3/27/15: Guidance about dates and plans changes for addendums was clarified.

Payroll Logs

3/27/15: This revision eliminated the unnecessary numbering of payrolls received from contractors. MoDOT now identifies payrolls by date range.

Required Field Test Tables

3/26/15: The Inspection and Testing Plan (ITP) gives sampling requirements and Excel to Oracle sheets for reporting material. Thus the now-outdated Required Field Test tables were removed from EPG 1002.1 Procedure, EPG 1003.1 Procedure, EPG 1004.1 Procedure, EPG 1005.1 Procedure, EPG 1006.1 Procedure, EPG 1007.1 Procedure and EPG 1009.1 Procedure.

EPG 751.5.1.6 Example Bridge Plan Sheets

3/23/15: Three new bridge plan sheet files have been added to replace outdated example plans.

Aesthetic Considerations for Bridges

3/18/15: Signs and other markings depicting a city, community, or geographical name, seal, or nickname on the bridge abutment or MSE wall have been added to the listing of construction elements commonly treated for aesthetics.

Updated QRGs

3/17/15: In EPG 101 Standard Forms, Cognos Access for SM, Subcontracts and Terminal Services/Remote Desktop Connection were updated.

Law Enforcement in the Work Zone JSP

3/17/15: The use of the non-standard Law Enforcement in the Work Zone JSP was clarified in EPG 616.16 Law Enforcement Services.

EPG 751.50 Standard Detailing Notes

3/16/15: Note E2.22, used when pile point reinforcement is required, has been clarified.

Prevailing Wages and Records, Rate of Pay

3/9/15: The general rule was clarified to completely check (100% of the payroll) at least half of all payroll submittals on each project as a sufficient frequency to screen for errors.

EPG 238.2.13.1 Preservation of Existing Recorded Boundary Marker and EPG 238.2.13.2 Temporary Easements

3/6/15: This new land surveying guidance ensures that districts comply with state laws governing the destruction of boundary markers.

EPG 903.6.40 Vehicular Traffic Warning Signs and EPG 903.6.50 SHARE THE ROAD Supplemental Plaque

3/5/15: Guidance has been updated on how the SHARE THE ROAD sign is used in conjunction with HORSE DRAWN VEHICLE and BICYCLE signs.

EPG 127.29 Storm Water

3/4/15: This entire article has been re-written to meet current practice.

Pavement Marking

2/25/15: The various revisions to EPG 620 Pavement Marking, EPG 620.1 General, EPG 620.2 Pavement and Curb Markings, EPG 620.10 Operational Procedures and Safety, EPG 620.11 Guidelines for Using Water-Borne Traffic Paint, EPG 620.12 Construction Inspection for Sec 620 and EPG 620.13 Measurement of Retroreflectivity by Handheld Retroreflectometers eliminated the Memorial Day striping goal, the use of double dropped wet reflective elements, and grooving on construction projects if a durable pavement marking product is not being used. On divided major routes, 20 mils of waterborne paint will be applied on both edge lines and centerline skips with 12 lbs/gallon of Type L glass beads. Also, routes with pavement markings in good condition in the spring will be omitted from that year’s striping program.

EPG 628 High Friction Surface Treatment (HFST)

2/25/15: HFST is a cost-effective way to increase the safety of road segments where vehicles frequently depart the traveled way due to polishing of the existing pavement aggregate or by way of slightly substandard geometry. MoDOT has piloted this technology with excellent results and this new article will place it into more mainstream usage.

EPG 910.5 ITS Improvements Procurement

2/25/15: This new article provides guidance on federalizing ITS purchases whether they are standalone or a part of a construction project.
