RECENT POLICY CHANGES IN THE EPG
The new ramp from Pleasant Valley Rd. to SB I-35 (on the right) in Clay Co. is now open. The old interchange is outdated and substandard. The new ramp has been moved to the outside to allow for safer merging onto I-35 and less weaving of traffic. Traffic signals have also been installed at the intersection. The new ramp is part of a larger effort to improve I-35 from Pleasant Valley Rd. to Vivion Rd.
Contractor crews replace the bridge on Route 158, near Harviell in Butler County, with a box culvert.
Sr. Maintc. Worker Chris Plaster (left) and Maintc. Worker Austin Davis of the Regional Bridge Crew help repair the Rte. 160 bridge west of Lamar. Because of deterioration, a 20-ton load limit was posted for the bridge in July. Once repairs are complete, the plan is to raise the load limit by Labor Day.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 30 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Series I Protective Coating

8/28/15: Guidance in EPG 751.14.5.8 Protective Coating Requirements and EPG 751.50 Standard Detailing Notes A4. Protective Coatings was revised to conform to Sec 1081, clarifying when to use System I.

Alternate Paving Minimal Thickness

8/27/15: Guidance was clarified to indicate the minimal thickness of pavement must be 7" for a Life Cycle Cost Adjustment to be applied.

EPG 129.4 Coordination with other Agencies

8/25/15: Guidance was clarified about the list of agencies with whom to coordinate the environmental process.

EPG 105.15 Acceptance

8/25/15: Guidance about contractor's surety has been clarified since contractor surety has not been necessary for some time.

8/19/15: This new subarticle updates EPG guidance to current practice for concrete design.

EPG 806.7.6 Pollution, Erosion and Sediment Control Basis of Payment

8/17/15: To maintain compliance with the Consent Decree's requirements, erosion control change order guidance has been provided.

Erosion Control Change Orders

8/11/15: Guidance was updated in EPG 109.12 Change Orders because the EPA is now mandating the Stormwater Compliance and Environmental Specialist be able to execute change orders up to $100,000 for erosion control items.

ET-Plus Policy

8/7/15: In EPG 606.1.3.1 3R/4R Projects, guidance now requires ET-Plus end treatment devices to be replaced during construction or repair, including anytime existing adjacent guardrail is raised or the end treatment modified.

Concrete Coring

8/6/15: In several locations in EPG 751 LRFD Bridge Design Guidelines, references to concrete coring of drilled shafts were removed because it is no longer specified on a set of bridge plans for integrity testing of drilled shafts. During construction, concrete coring may still be called for by the engineer when there is a dispute with the sonic logging testing.

7/31/15: In EPG 234.2.1.1 Ramp and Preliminary Plan Criteria, the 700 ft. dimension between ramp termini previously shown in this diagram was revised to 800 ft. to reflect recent USDOT/FHWA guidance.

7/24/15: Guidance has been provided for loading documents into RWPA.

Work Zone Questions for the Core Team

7/23/15: This new list has been produced to aid PMs and the core team to develop the WZ JSP and to identify early on the WZ impacts. It is available in EPG 616.14.3.2.4 Project Core Team.

PCC and Superpave Smoothness

7/22/15: Guidance about PCC and Superpave concerning smoothness in EPG 403.1.17 Quality Control, EPG 403.1.21 Basis of Payment and EPG 502.1.8 Surface Test was revised to comply with Sec 610. 

Engineering Policy Group Ballot Cycles

7/17/15: The ballot cycle dates have been updated.

New RW Form

7/15/15: The new Property Owner Opinion Survey will help property owners show how MoDOT representatives performed their job of acquiring property rights and, perhaps, indicate possible future improvements.

Fatal Crash Reviews

7/15/15: Fatal crash reviews are now an optional regional council process. EPG 907.6 Fatal Crash Reviews has been removed.

Composite Design for Steel Superstructures

7/9/15: In EPG 751.10.2.1 Precast Prestressed Concrete Panel Forms - Design and especially in EPG 751.14.4 Composite Design, guidance and details about making steel girders and beams composite were added.

Construction Inspection Guidance for Temporary Stream Crossings

7/9/15: Guidance was updated to bring it into compliance with Sec 303.2.

Pavement Marking Guidelines

7/8/15: The types of paint available to contractors has been clarified in this table. A diagram, "Pavement Marking Material Decision Tree for Design Projects", was also added.

EPG 109.12 Change Orders

7/7/15: Under MoDOT's agreement with FHWA, Level 2 change orders will also be sent to FHWA for review. 

Custody of QA Cores

7/1/15: In EPG 403.1.19 Acceptance of Material and EPG 502.2 Material Inspection, guidance has been updated to show that tamper-proof bags will be used when the MoDOT project inspector could not maintain full-time possession.

EPG 143.2 Practical Design Concepts to Consider

6/30/15: This new guidance leads designers to consider typical items during project design to produce a practical application of radical cost control.

EPG 106.3.2.86 TM-86 Preparation of Samples for Surface Sealer Wet Track Abrasion

6/30/15: This is a new MoDOT Test Method.

Seal Coats and Contracting Level Coats

6/26/15: The CLC and Seal Coat guidelines and JSP packages were updated. Guidance in EPG 409.1 Design now provides contractor flexibility and increases the potential usage of seal coats.
