RECENT POLICY CHANGES IN THE EPG
MoDOT and its joint venture partner, Page Constructors, celebrated the opening of the first half of the new Rte. 364/Page Phase 3 project with a 5K run, public viewing of the new road and a ribbon cutting. More than 200 runners take part in the One Shot and Done 5K run.
Sen. Kurt Schaeffer, Boone County Commissioner Dan Atwill, Columbia City Manager Mike Matthes and District Engineer David Silvester cut the ribbon on the Rte. 740 (Stadium Blvd.) expansion project in Columbia. This project is central Missouri’s first diverging diamond interchange.
Sr. Construction Inspector Steve Markham conducts a salary survey with a contractor at a bridge project on Rte. 13 south of Clinton.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

The Lebanon High School Class of 1964 celebrated its 50th anniversary by honoring James R. Ledbetter, a medical corpsman with the Navy who lost his life in the line of duty on March 12, 1968 in Vietnam. The Rte. 5 bridge over I-44 in Lebanon now permanently bears his name.

EPG 110.3 Prevailing Wages and Records

10/15/14: Since the MO Dept. of Labor certified payroll form is no longer used by MoDOT, a sentence referencing it was removed.

EPG 751.50 Standard Detailing Notes H3c. Type N PTFE

10/1/14: Two new notes, H3.24 and H3.31, are now available for use on plan sheets.

EPG 139.8.2.6 Design-Build Proposal Selection and Project Award

9/24/14: Guidance about the Commission's project design approval for Design-Build projects was clarified.

EPG 170 Maintenance Activity Planning Guidelines

9/23/14: The Maintenance Activity Planning Guidelines have been revised to accommodate changes in MoDOT operations and to provide consistency among districts.

EPG 806.8 Storm Water Pollution Prevention Plan (SWPPP)

9/23/14: In recent years, there have been a number of changes in best management practices to comply with the Clean Water Act. Regulatory agencies have also greatly increased their level of scrutiny in this area. This article was generally revised to allow MoDOT to remain good stewards of the environment by providing guidance on the proper methods and equipment with which to prevent storm water pollution.

Design of Seal Coats

9/23/14: Seal coat projects have been bid by combining asphalt emulsion and aggregate pay items. This article was revised to provide guidance for seal coat application types and to establish separate pay items for emulsion and aggregate.

Utility Agreement Maximum

9/23/14: In EPG 643.2.1.33 Lump Sum Estimates and EPG 643.2.2.1.3 Types of Cost Estimates for Agreements, the limit was raised on lump sum agreements for utilities, eliminating need for keeping and auditing detailed cost records. Lump sum agreements are now to be submitted with a clearly defined scope and cost estimate.

Optional Pavement Design for Minor Roads

9/23/14: This new table allows a pavement thickness determination that should offset cost of early maintenance repairs.

VECP/PDVECP Approval/Rejection Process

9/23/14: The VECP/PDVECP had an evaluation process but provided no recourse for contractor if submittal is rejected. EPG 104.13.2 Value Engineering Proposal Support was added so that a request can be submitted to Construction & Materials.

Impact Fee

9/11/14: General guidance was recently added about the assessment of an impact fee to fund future maintenance and operation of system expansion projects completely funded by other entities. The info is located in a yellow box at the top of EPG 121.3 The Statewide Transportation Improvement Program (STIP).

Personal Protective Equipment (PPE)

9/9/14: Guidance in EPG 616.4.3 Worker Safety Considerations, EPG 616.5.2 High-Visibility Safety Apparel, EPG 616.18 Construction Inspection Guidelines for Sec 616 and EPG 616.20 Flagger Training was brought into line with current PPE requirements.

EPG 134.5.4 Consultant Performance Appraisals

9/8/14: Guidance was updated to reflect the new Online Evaluation of the consultant’s performance.

EPG 151 Administrative Rule Creation or Modification Process

9/5/14: This new article outlines the process to create or modify administrative rules. It especially applies to divisional leaders and is based upon new Missouri legislation.

Pilot Vehicle Brochure

9/3/14: In EPG 616.5.3.7 Pilot Vehicle information about the Pilot Vehicle brochure has been added.

EPG 127.25.2.1 Hazardous Material Spills (Roadway) by Others

9/2/14: Existing policy was clarified as well as the District Hazardous Material Coordinator info was updated.

EPG 606.1.3.1 3R/4R Projects

8/29/14: Guidance about the considerations for guardrails in 1R, 2R, 3R and 4R work was clarified.

EPG 701 Drilled Shafts

8/29/14: Guidance was added to clarify why CSL pipes must be filled with water and plugger or capped, as required by Sec 701.4.17.2.1.

EPG 643.2.1.13 Federal Cost Participation for Reimbursable Utility Relocations

8/29/14: This new subarticle further clarifies and gives additional info for this topic. As a result of this new info, the wording used in Master Reimbursable Utility Agreements (MRUA) has been slightly revised to reference Engineering Policy Guide 643.2.1.44 (instead of 643.2.1.43).

"Phased" Section 106 Process

8/28/14: EPG 135.2 The Section 106 Process for MoDOT Projects was revised to reflect a new agreement with FHWA and others allowing MoDOT to use a “phased” approach to achieve Section 106 compliance.

Outdoor Advertising

8/26/14: Clarifying guidance about grandfathering an extension was added to EPG 236.16.11 Cutout and Extension Process.

Engineering Judgment

8/26/14: A paragraph was added to EPG 900.1.9 Engineering Study and Engineering Judgment's "Guidance" and a sentence removed from EPG 900.1.13 Definitions' "A. Standard" to reflect that FHWA now permits MoDOT to use engineering judgment to modify "shall" conditions.

8/25/14: Note I1.67 was updated for greater clarity.

The Professional Land Surveyor's Signature and Seal on Legal Descriptions

8/21/14: Guidance for the PLS signature and seal was clarified in EPG 238.2.17 Professional Land Surveyor Review as well as EPG 236.4.6.2 Methods of Legally Describing the Fee or Portion Thereof.

Box Culvert Quantity Program

8/20/14: This program is now presented in EPG 751.8 LRFD Concrete Box Culverts.
