RECENT POLICY CHANGES IN THE EPG
Walsh-Alberici Joint Venture Team employees pour concrete for the driving surface of the I-64 Daniel Boone Bridge over the Missouri River. MoDOT requires a dissipating curing compound to be applied to the freshly poured concrete deck to keep moisture from evaporating due to wind over the river. To ensure adequate coverage, the use of a red/pink dye is added to the cure. From the photo, it is clear that there is great coverage with the compound.
The popularity and effectiveness of the info displayed on the Dynamic Message Signs continues to increase.
The barrier between future soil and the concrete of the Park Over the Highway land bridge near the Gateway Arch in St. Louis is now plainly visible. The barrier is composed of unrolled mats composed of material similar to the polyurethane lining often used in the beds of pickups. This bridge is to be completed by December and all construction on the project is to be completed by October 2015.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Change Order Codes

11/18/14: The definition of "Routine Adjustment" was revised in the Change Order Codes.

Standard Detailing Note for Epoxy Coated Reinforcing Steel

11/18/14: Note C1.15 was revised and Note C1.16 was deleted because the requirement for adding epoxy coated test bars to the bar bill for bridges has been rescinded.

Contract Leveling Course

11/18/14: The Contract Leveling Course (CLC) Guidelines and JSPs have been updated in EPG 402 Bituminous Surface Leveling. Primarily, the Modifications to Surface Level Mix Mixtures Containing RAP and RAS JSP and the Safety Plan JSP are no longer required.

Outdoor Advertising Permitting

11/14/14: Guidance was added in EPG 236.16.15.2 Indemnification to reflect that applicants for a vegetation permit must now inspect the property.

Bidding Documents

11/7/14: In EPG 102 Bidding Requirements and Conditions, references to Indox were removed.

District Final Plans Checklist, Form D-12

11/7/14: In EPG 237.9.1 Final Design Plans Submittal, the Form D-12 was updated. Also, the Letter of Transmittal is no longer used.

Outdoor Advertising Personnel

11/6/14: EPG 236.16.2 Organization & Personnel has been updated to show the new boundaries of the six areas of Missouri served by the Outdoor Advertising Area Specialists.

Field Welder Qualification

10/31/14: EPG 712 Structural Steel Construction, especially EPG 712.1.4 Welding, EPG 712.1.5 High Strength Bolts and EPG 712.2.3.2 PAL Manufacturer Facilities Sampling, were updated to reflect current field welder qualification practices. Much of EPG 903.24.1 Procedure was deleted to removed archaic welder qualification info. Also, the Welder Qualification Form in EPG 101 was removed as it is no longer required.

Pavement Marking Acceptance Table

10/22/14: This table, used to determine the quality and remaining life of new and existing pavement markings, has been updated and clarified.

"Additional Information" Box Provides Quick References for Guardrail, Guard Cable and More

10/22/14: The box at the top of EPG 606 Guardrail and Guard Cable has been expanded to include pdf files presenting useful info about roadside hardware.

EPG 903.6.11 Chevron Alignment Signs

10/17/14: By Dec. 31, 2019, Chevron Alignment signs are to be installed on curves with AADTs greater than 1000 that also have an advisory speed that is 15 mph or more below the road’s posted speed.

EPG 134.2.4 Consultant Solicitation and Selection Process – Standard Solicitation Method for On-Call/Hourly Rate Contracts Cost Plus Fixed Fee Contracts

10/16/14: Verbiage about Hourly Rates was removed since they no longer apply to On-Call contracts.

EPG 110.3 Prevailing Wages and Records

10/16/14: Guidance was added about subcontractors signing the prevailing wage affidavit.

10/15/14: Additional guidance for existing practices is now available for this article, especially a Procurement Document Writing Guide.

10/15/14: Since the MO Dept. of Labor certified payroll form is no longer used by MoDOT, a sentence referencing it was removed.

EPG 751.50 Standard Detailing Notes H3c. Type N PTFE

10/1/14: Two new notes, H3.24 and H3.31, are now available for use on plan sheets.

EPG 139.8.2.6 Design-Build Proposal Selection and Project Award

9/24/14: Guidance about the Commission's project design approval for Design-Build projects was clarified.

EPG 170 Maintenance Activity Planning Guidelines

9/23/14: The Maintenance Activity Planning Guidelines have been revised to accommodate changes in MoDOT operations and to provide consistency among districts.

EPG 806.8 Storm Water Pollution Prevention Plan (SWPPP)

9/23/14: In recent years, there have been a number of changes in best management practices to comply with the Clean Water Act. Regulatory agencies have also greatly increased their level of scrutiny in this area. This article was generally revised to allow MoDOT to remain good stewards of the environment by providing guidance on the proper methods and equipment with which to prevent storm water pollution.

Design of Seal Coats

9/23/14: Seal coat projects have been bid by combining asphalt emulsion and aggregate pay items. This article was revised to provide guidance for seal coat application types and to establish separate pay items for emulsion and aggregate.

Utility Agreement Maximum

9/23/14: In EPG 643.2.1.33 Lump Sum Estimates and EPG 643.2.2.1.3 Types of Cost Estimates for Agreements, the limit was raised on lump sum agreements for utilities, eliminating need for keeping and auditing detailed cost records. Lump sum agreements are now to be submitted with a clearly defined scope and cost estimate.

Optional Pavement Design for Minor Roads

9/23/14: This new table allows a pavement thickness determination that should offset cost of early maintenance repairs.

VECP/PDVECP Approval/Rejection Process

9/23/14: The VECP/PDVECP had an evaluation process but provided no recourse for contractor if submittal is rejected. EPG 104.13.2 Value Engineering Proposal Support was added so that a request can be submitted to Construction & Materials.

Impact Fee

9/11/14: General guidance was recently added about the assessment of an impact fee to fund future maintenance and operation of system expansion projects completely funded by other entities. The info is located in a yellow box at the top of EPG 121.3 The Statewide Transportation Improvement Program (STIP).

Personal Protective Equipment (PPE)

9/9/14: Guidance in EPG 616.4.3 Worker Safety Considerations, EPG 616.5.2 High-Visibility Safety Apparel, EPG 616.18 Construction Inspection Guidelines for Sec 616 and EPG 616.20 Flagger Training was brought into line with current PPE requirements.
