RECENT POLICY CHANGES IN THE EPG

By the time you read this, the approximately 150 head of cattle running loose along Rte. M in Newton County will have already been herded off of MoDOT right of way. Nonetheless, enjoy this picture because it will probably be a long time before another chance to place a pic like this into the EPG comes along!

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

The Gear Box Shaft Bit Attachment, submitted by Sr. Maintnc. Workers Lewis Trepanier and Juan Guillen and Sr. Materials Tech. Zach Honse, is a specially built drill bit that reverses a spreader gear box without using a pipe wrench, thus preventing gear box shaft damage. The Gear Box Shaft Bit Attachment will be presented at the 2015 Innovations Challenge Showcase, April 27 and 28, at the Springfield Convention Center. All entries will be judged on efficiency, value (cost & quality), safety and organizational and environmental impact.

Prevailing Wages and Records, Rate of Pay

3/9/15: The general rule was clarified to completely check (100% of the payroll) at least half of all payroll submittals on each project as a sufficient frequency to screen for errors.

EPG 127.29 Storm Water

3/4/15: This entire article has been re-written to meet current practice.

Pavement Marking

2/25/15: The various revisions to EPG 620 Pavement Marking, EPG 620.1 General, EPG 620.2 Pavement and Curb Markings, EPG 620.10 Operational Procedures and Safety, EPG 620.11 Guidelines for Using Water-Borne Traffic Paint, EPG 620.12 Construction Inspection for Sec 620 and EPG 620.13 Measurement of Retroreflectivity by Handheld Retroreflectometers eliminated the Memorial Day striping goal, the use of double dropped wet reflective elements, and grooving on construction projects if a durable pavement marking product is not being used. On divided major routes, 20 mils of waterborne paint will be applied on both edge lines and centerline skips with 12 lbs/gallon of Type L glass beads. Also, routes with pavement markings in good condition in the spring will be omitted from that year’s striping program.

EPG 628 High Friction Surface Treatment (HFST)

2/25/15: HFST is a cost-effective way to increase the safety of road segments where vehicles frequently depart the traveled way due to polishing of the existing pavement aggregate or by way of slightly substandard geometry. MoDOT has piloted this technology with excellent results and this new article will place it into more mainstream usage.

EPG 910.5 ITS Improvements Procurement

2/25/15: This new article provides guidance on federalizing ITS purchases whether they are standalone or a part of a construction project.

Minimum Lift Thickness

2/25/15: In EPG 450 Bituminous Pavement Design and EPG 402.1.2 Mix and Quantities, the minimum lift thickness for SP095 and BP-2 was clarified to be 1½ inches. Also, guidance emphasizing the importance of following the minimum thickness criteria was added.

2/23/15: In EPG 101 Standard Forms, both Digital Signature for Adobe Pro 10 (Contractors) and Sample Record General Information were updated.

EPG 751.50 Standard Detailing Notes

2/19/15: This new note, J1.26, clarifies the usage of permanent shims for small block MSE walls to maintain horizontal and vertical controls.

2/19/15: In EPG 101 Standard Forms, the QRG Land Disturbance Project Information was updated because land disturbance info must now be tracked per project requiring a change in the way this info is entered in SiteManager.

EPG 236.10.7.3 Alternative Locations

2/19/15: This article was clarified by removing the non-statutory requirement to mail a public hearing notification 21 days prior to the hearing.

EPG 751.5.2.1.2.1 General Elevation View

2/18/15: Guidance has been clarified for the general elevation details of bridge plans.

2/13/15: In EPG 101 Standard Forms, the QRG Change Orders – Mobilization and Contract Bond was updated to reflect how to process the no-cost change order.

2/10/15: In EPG 101 Standard Forms, the new QRG CRE2O provides basic instruction for MoDOT employees on how to use the CRE2O system.

2/6/15: The procedure for reporting data was upated to maintain consistency with current standard practice.

Advanced Work Zone Training for Contractors

2/5/15: A list has been provided to help MoDOT CM inspectors recognize contractors that have had proper Advance Work Zone training.

EPG 110.3 Prevailing Wages and Records

2/2/15: Guidance for Item #5 was clarified on how to properly handle employee addresses and SSNs to comply with state law.

EPG 127.1 Request for Environmental Services

2/2/15: Guidance in this article has been brought into conformance with the new RES form.

Mixture Production Aggregate Properties

1/22/15: Consensus tests will be performed on material sampled from the cold feed of both drum-mix and batch plants.

EPG 751.50 Standard Detailing Notes

1/15/15: Numerous notes (B3.2, H2b2.10, H2c1.20, H2c1.25, H4.8, H7.3, H10.5) were clarified. Note H4.2.2 was updated to reference the correct anchor bolt.

Impact Fee Documentation

1/8/15: The yellow box in EPG 121.3 The Statewide Transportation Improvement Program was updated to clarify guidance about documenting impact fee calculations and impact fee waivers.

1/7/15: In EPG 101 Standard Forms, the QRG Change Orders – Mobilization and Contract Bond was updated because our new agreement with FHWA eliminates the need to send any Level 1 or 2 change orders to FHWA for review. 

EPG 109.12 Change Orders

1/6/15: Guidance was revised to conform with the new change order approval criteria that reduces the number of change orders reviewed by FHWA and will improve the efficiency of the review process.
