RECENT POLICY CHANGES IN THE EPG
Sr. Electrician Mike Laks replaces signal lights at the intersection of Warren Barrett Dr. and U.S. 61 in Hannibal.
Inter. Maint. Worker Jason Bonner operates a backhoe to repair drainage pipe damage on Rte. 413 in Reeds Spring during recent flooding.
As a part of the Poplar Street Ramp project in St. Louis, MoDOT has reopened the ramp from WB I-64 to SB I-55/WB I-44 as well as all the lanes on the WB Poplar Street Bridge.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

The Park Over the Highway (CityArchRiver 2015) Project continues to progress over I-44. Work on the project will last through fall 2015.

Work Zone Questions for the Core Team

7/23/15: This new list has been produced to aid PMs and the core team to develop the WZ JSP and to identify early on the WZ impacts. It is available in EPG 616.14.3.2.4 Project Core Team.

PCC and Superpave Smoothness

7/22/15: Guidance about PCC and Superpave concerning smoothness in EPG 403.1.17 Quality Control, EPG 403.1.21 Basis of Payment and EPG 502.1.8 Surface Test was revised to comply with Sec 610. 

Engineering Policy Group Ballot Cycles

7/17/15: The ballot cycle dates have been updated.

New RW Form

7/15/15: The new Property Owner Opinion Survey will help property owners show how MoDOT representatives performed their job of acquiring property rights and, perhaps, indicate possible future improvements.

Fatal Crash Reviews

7/15/15: Fatal crash reviews are now an optional regional council process. EPG 907.6 Fatal Crash Reviews has been removed.

Composite Design for Steel Superstructures

7/9/15: In EPG 751.10.2.1 Precast Prestressed Concrete Panel Forms - Design and especially in EPG 751.14.4 Composite Design, guidance and details about making steel girders and beams composite were added.

Construction Inspection Guidance for Temporary Stream Crossings

7/9/15: Guidance was updated to bring it into compliance with Sec 303.2.

Pavement Marking Guidelines

7/8/15: The types of paint available to contractors has been clarified in this table. A diagram, "Pavement Marking Material Decision Tree for Design Projects", was also added.

EPG 109.12 Change Orders

7/7/15: Under MoDOT's agreement with FHWA, Level 2 change orders will also be sent to FHWA for review. 

Custody of QA Cores

7/1/15: In EPG 403.1.19 Acceptance of Material and EPG 502.2 Material Inspection, guidance has been updated to show that tamper-proof bags will be used when the MoDOT project inspector could not maintain full-time possession.

EPG 143.2 Practical Design Concepts to Consider

6/30/15: This new guidance leads designers to consider typical items during project design to produce a practical application of radical cost control.

EPG 106.3.2.86 TM-86 Preparation of Samples for Surface Sealer Wet Track Abrasion

6/30/15: This is a new MoDOT Test Method.

Seal Coats and Contracting Level Coats

6/26/15: The CLC and Seal Coat guidelines and JSP packages were updated. Guidance in EPG 409.1 Design now provides contractor flexibility and increases the potential usage of seal coats.

Guardrail Height

6/25/15: Guardrail adjustment height requirements has been clarified. The minimum height after adjusting/replacing blocks is 27 ¾ inches.

Bridge Approach Slab

6/22/15: In EPG 503 Bridge Approach Slabs, EPG 611.1.1 Design, EPG 748.7 Bridge Deck and Bridge End Drainage, EPG 751.1 Preliminary Design and EPG 806 Bridge End Drainage, two new designs of bridge approach slabs were implemented. The new designs reduce construction costs while maintaining current performance. Significant clarifications and drawing maintenance are also included in this change.

EPG 751.22.3.13 Intermediate Diaphragms

6/22/15: Guidance has been brought into compliance with the standard drawings.

EPG 152 Contactor Bonding Responsibilities

6/19/15: This new article provides guidance about bid, performance and payment bonds and how surety companies are involved with these bonds on road and bridge contracts.

J. MSE Wall Notes (Notes for Bridge Standard Drawings)

6/17/15: These general notes were revised to clarify wedge requirements for the area behind soil reinforced zone. Also, design options were given to designers to achieve more economical results.

EPG 749 Hydrologic Analysis

6/16/15: Guidance for USGS Regression Equations and IDF Curves has been updated in numerous locations in this article. A procedure for determining stream flows at confluences was also added.

Adjusting Low Guardrail

6/16/15: This new guidance reflects the innovation challenge- and VECP-submitted practice of raising wooden blocks as a method of adjusting guardrail height.

Box Culvert Concrete Type

6/12/15: In EPG 750.7.4.6 Concrete Type, guidance has been added for the updated Class B-1 Concrete pay item.

Off-Systems Guide Schedule for Federal-Aid Acceptance Sampling and Testing (FAST)

6/12/15: This table has been updated with the latest information.

EPG 907.3 Travel Safe Zones

6/11/15: This article was clarified and expanded, including a step-by-step description of the Travel Safe Zone process, was added to better explain where and why TSZs are needed.

Concrete Bridge Deck Sealers

6/10/15: Several EPG 771 Bridge Preventative Maintenance Guidelines articles have been removed or revised. The new listing for the concrete bridge deck sealer articles is available at EPG 771.15 Concrete Bridge Deck Sealer Selection Matrix.
