RECENT POLICY CHANGES IN THE EPG
Saffo Contractors employees perform prep work for maintenance of the Missouri River Bridge at Jefferson City. For about 4months, the westbound bridge will be closed for painting and repairs.
Robertson Contractors employees slip form the barrier wall at the new Rte. 51 Little White Water Creek Bridge near Patton.
Fronabarger Concreters employees replace the old tracks of the St. Louis Iron Mountain and Southern Railway crossing of MO Rtes. 25, 34 and 72 and U.S. 61 in Jackson. Work began to produce the new, much smoother crossing at 6 PM on Saturday and was completed by 4 PM the next day which avoided having the busy intersection closed through the week.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 30 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Contract Leveling Course (CLC) and Seal Coat

5/3/16: The Contract Leveling Course and Seal Coat guidelines as well as their respective JSP packages were updated.

Evaluation of and Compensation for Non-Contiguous Entrance Shifts

4/29/16: Guidance in both EPG 941.2 Entrance Requests Within Controlled Access Right of Way and EPG 236.5.28.3 Compensation for Changes in Access for non-contiguous entrance shifts was updated to reflect current practices.

Prequalification of Bridge Consultants

4/29/16: The prequalification of bridge consultants in EPG 134.1.3 Consultant Qualification was clarified. All bridge plans are required to be signed and sealed by a professional engineer from a firm that is prequalified for bridge work.

Digital Signature for Adobe Reader DC or Pro DC

4/25/16: This new QRG is now available in EPG 101 Standard Forms.

Rock Blanket

4/22/16: In EPG 751.1.2.18.2 Content and EPG I1. General, guidance was clarified that the top of rock blanket shall be flush to the ground line when redecks or rock blanket elevations aren’t shown on bridge plans and where decreasing the bridge opening is unacceptable.

DGN Merger

4/22/16: Guidance in EPG 236.13.13 Plan Submittal and Filing now shows how Design staff will provide DGN files to ROW staff to be uploaded in Spatial Editor.

Required Notices and Posters at the Jobsite

3/30/16: The listings of required notices and posters in EPG 110.2 were updated to align with the checklist.

Reclaimed Asphalt

3/29/16: EPG 403.1.2 Reclaimed Asphalt was re-written to reflect current practice.

Tack Coat

3/18/16: EPG 407 Tack Coat and EPG 106.4.2.6 Bituminous Distributors were updated to achieve proper application and coverage of tack coat material to improve the bond strength between pavement layers and produce a longer pavement service life.

EPG 236.5 Property Management

3/18/16: The ROW Director may now waive the requirement for legislative action for property sold above $100,000, rather than $25,000.

Signing and Striping Operations

3/17/16: Guidance in EPG 144.2 Signing Operations Changes and EPG 144.3 Striping Operations Changes now reflects current policy.

EPG 113.5 Contractor Claim and Dispute Resolution

3/9/16: This new guidance assists the Resident Engineer with the resolution of disputes.

Professional Services Committee Request Forms

3/4/15: In EPG 134.2.2.2, guidance was added to note a signature line for a division director has been added to the PSC request forms.

Typical Applications (TAs)

2/29/16: The TAs are now available in EPG 616.8 Typical Applications.

CRE2O QA Asphalt Guide

2/29/16: This new QRG is now available in EPG 101 Standard Forms.

Job Mix Formula

2/29/16: The revisions in EPG 403.1.4 Job Mix Formula and EPG 403.2.2 Mix Design Procedure to job mix formula info pertaining to aspahlt source will allow district Materials personnel to make speedier source switches.

EPG 1052.2.3.6 Compressive Strength Test

2/29/16: AASHTO R 60 is now to be utilized when sampling concrete for MSE and sound wall system components.

EPG 616.6 Temporary Traffic Control Zone Devices

2/29/16: Numerous revisions to EPG 616.6 include providing guidance for portable, post-mounted, vehicle-mounted and barrier-mounted signs. In EPG 616.6.61 Arrow Boards, guidance was added for sequential arrow and alternating diamond caution modes.

EPG 616.3 Temporary Traffic Control Elements

2/29/16: Updated the buffer/work area channelizing spacings in Table 616.3.5 and the recommended lengths of longitudinal buffer spaces in Table 616.3.6.

EPG 153 Agreements and Contracts

2/25/16: This new article provides details on each step and other important information needed to properly execute agreements. EPG 235.2.3 Municipal Agreements and County Agreements now provides specific instructions for municipal and county agreements not covered in EPG 153.

EPG 141.1.5 Approval Process

2/25/16: Revised to provide clearer guidance on the approval process for the Cost Share/Economic Development Program.

Bituminous Base and Pavement Gradation and Quality Assurance Testing

2/25/16: In EPG 401.2.4 Gradation Control,the density testing requirements were revised. In EPG 401.2.8 Quality Assurance, the quality assurance requirements for specific tests and requirements for a failed test were revised.

EPG 413.3.4 Membrane Application Rate

2/25/16: This new guidance establishes an application rate for UBAWS membrane based upon the surface to which the product is applied.

Flaggers

2/25/16: EPG 616.22 Advanced Work Zone Training and other articles now state that MoDOT employees working in the capacity of a Work Zone Specialist will be re-certified every 4 years.

Sizing and Spacing of Storm Water Inlets and Bridge Deck Slab Drains

2/25/16: Design gutter spreads in EPG 640.1.2 Design Controls were updated to more closely match AASHTO recommendations and bridge gutter spread requirements. Similarly, in EPG 751.10.3.1 the design frequency and duration and the design spread were updated.
