RECENT POLICY CHANGES IN THE EPG
Dignitaries including Gov. Nixon, MoDOT Commission Chair Gregg Smith, MoDOT Director Patrick McKenna, MoDOT Chief Financial Officer Roberta Broeker and St. Louis Distr. Engineer Gregory Horn make the dirt fly in the groundbreaking for the new Rte. 47 Missouri River Bridge in Washington.
American Bridge crews make progress working on the new U.S. 69 bridge over the Missouri River between Riverside, MO and Kansas.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 30 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

EPG 110.3 Prevailing Wages and Records

8/19/16: New guidance is available to address final plans paperwork requirements for contractors.

EPG 134.3.4 Basis of Payment

8/12/16: The different bases of payments for consultant contracts were clarified.

EPG 134.2.4 Consultant Solicitation and Selection Process – Standard Solicitation Method for On-Call Cost Plus Fixed Fee Contracts

8/12/16: Text stating that MOUs are "..for the quick delivery of small projects that are limited in scope" was removed. Also, the MOU Checklist was clarified to better align with guidance.

EPG 237.9 Submission of Plans and Supporting Documents

7/29/16: This article has been generally revised to provide current guidance for the submission of plans and supporting documents for eProjects.

EPG 236.3.4.3 Acquisition Authority and Project Funding for Design-Build Projects

7/26/16: The Design Build Project A-Date process was updated.

EPG 236.3.7.5 Distribution of Clearance Certification

7/26/16: Additional guidance has been provided on the distribution of ROW Clearance Certifications.

EPG 134.1.5 Suspension/Debarment

7/5/16: The $100,000 contract threshold was removed from the certification requirements for suspension and debarment to make guidance consistent with consultant contract language.

EPG 616.6.12 Work Zone and Higher Fines Signs and Plaques and EPG 616.12.1 WORK ZONE FINE Sign

7/1/16: PASS WITH CARE signs no longer need to have a work zone plaque mounted above them.

EPG 751.1.3.4 Railing Type, Height and Guidelines for Curb Blockouts

6/28/16: Guidance was clarified that bridge rails on single lane bridges may be used in place if the grade is not raised.

EPG 450.9 Safety Edge and EPG 550.1 Safety Edge

6/28/16: Guidance involving an outdated JSP was revised.

EPG 751.9 LFD Seismic

6/28/16: The outdated Table 751.9.2.4.1 Soil Property Correlations (which presented values to be used as rough values in absence of experimentally determined values) was removed.

Lap Length for Circular Stirrup/Tie Bars

6/22/16: Provided concrete column, drilled shaft/socket stirrups/ties and longitudinal reinforcement lap length requirements that meet AASHTO LRFD in EPG 751.31.3.2 Column and EPG 751.37.6.1 Reinforcement Design.

"Welcome To" Signs

6/17/16: Guidance for "Welcome To" signs was clarified in EPG 903.4.1 Overhead Sign Installations, EPG 903.9.13 Welcome To Signs for Cities, EPG 941.5 Request by a City to Construct a “Welcome To” Monument and EPG 241.4 Applications.

EPG 620.2.16 Stop and Yield Lines

6/15/16: Guidance for yield line triangles was clarified.

EPG 236.16.4 Types of Outdoor Advertising

6/10/16: Guidance was clarified for religious, service, veteran and fraternal organizations' signs.

New Typical Application

6/2/16: TA-8a, Closure of Existing Bridges or Non-Traversable Roads is now available in EPG 616.8.1 Listing of Typical Applications.

Midwest Guardrail System (MGS) and MASH Guardrail Requirements

5/31/16: EPG 606.1 Guardrail was largely re-written to incorporate new MGS, MASH and end terminal guardrail requirements as well as updating the closure of streets, roads, bridges and non-traversable roads. Related updates also impacted EPG 120.5.2 Guardrail, EPG 143.2.4 Roadside Hardware, EPG 171.11 Roadside Appurtenances, EPG Minor Routes Shouldering Project Guidelines.

EPG 751.5.9.2.7 Development and Lap Splices

5/31/16: Revisions address significant code changes for development and splicing of reinforcement from the 2015 Interim Revisions to the AASHTO LRFD Bridge Design Specifications. Additional significant revisions are in EPG 751.12.2 Safety Barrier Bridge Curbs (NJ Shape) and EPG 751.37.6.4 Transverse Reinforcement.

Performance-Based Material Inspection

5/31/16: In EPG 1040.2 Procedure, EPG 1043.2 Procedure and EPG 1044.2 Procedure, guidance for performance based material inspection was revised to be similar to that for reinforcing steel or pre-cast concrete.

EPG 903.9.13 Welcome To Signs for Cities

5/31/16: A waiver may now be provided for the Welcome To sign.

EPG 108.16.1 Project Critical Dates

5/31/16: Deleted "Open to Traffic Date", which is now deemed unnecessary.

EPG 127.25.1.1.1 Asbestos and Bridge Maintenance

5/31/16: This new guidance ensures environmental compliance with asbestos is maintained on bridges during maintenance.

EPG 127.2.11 Construction Inspection Guidance

5/31/16: Guidance was updated to show the necessary actions which should occur when human remains or significant artifacts are encountered during construction.

EPG 751.31.3.2 Column Reinforcement

5/24/16: Guidance now provides concrete column and drilled shaft/socket stirrups lap length requirements that meet AASHTO LRFD.

Zipper Merge

5/23/16: New guidance for the Zipper Merge, including info pertaining to its new JSP, is now available in EPG 616.13.6.3 Work Zone Intelligent Transportation Systems.
