903.2.21 Combined Maximum and Minimum Speed Limits Sign (R2-4a) (MUTCD Section 2B.24)

Support. The Combined Maximum and Minimum Speed Limits (R2-4a) signs convey to drivers the minimum travel speed allowed on Missouri’s interstate highways, prohibiting any form of transportation incapable of maintaining that minimum speed.
Standard. The Combined Maximum and Minimum Speed Limits (R2-4a) signs shall only be installed on interstate routes.
The Combined Maximum and Minimum Speed Limits (R2-4a) signs shall be installed as the first speed limit sign seen by drivers as they enter the state on interstate routes.
Guidance. The Combined Maximum and Minimum Speed Limits (R2-4a) signs should be installed downstream of on-ramps of the closest interchange where the interstate crosses a county line, replacing the typical R2-1 Speed Limit Sign.
Other than the application of Combined Maximum and Minimum Speed Limits (R2-4a) signs specified above, all other speed limit signs on interstate highways should be the R2-1 Speed Limit Sign.
Option. Where engineering judgment determines that slow speeds on an interstate might impede the normal and reasonable movement of traffic, the R2-4a may be installed at additional locations to indicate the minimum legal speed.
