RECENT POLICY CHANGES IN THE EPG

Clarkson Construction Co. crews pour concrete at sunrise on the Manchester Bridge project. There are 457,000 lbs. of reinforcing steel in the deck and barrier walls and about 1,500 cubic yards of concrete to be poured in the deck and diaphragms alone. By the end of 2015, the $65 million project will replace the I-70 bridges over Manchester Trafficway, the Blue River and the adjacent rail yard as well as the historic through-tied arch Rte. 40 bridge over the Blue River. KCI Construction continues Stage 3 work to construct the interior abutments and girders on the land bridge of the Park Over the Highway project near the Gateway Arch in St. Louis. The land bridge is to be completed by December and all construction on the project is to be completed by October 2015. The public showed up at the Upper Elementary School in Rogersville to view the construction timeline and improvements for Project Freeway that will convert Rte. 60 to a freeway around Rogersville. MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry. These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals. MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. EPG 134.5.4 Consultant Performance Appraisals 9/8/14: Guidance was updated to reflect the new Online Evaluation of the consultant’s performance. EPG 151 Administrative Rule Creation or Modification Process 9/5/14: This new article outlines the process to create or modify administrative rules. It especially applies to divisional leaders and is based upon new Missouri legislation. Pilot Vehicle Brochure 9/3/14: In EPG 616.5.3.7 Pilot Vehicle information about the Pilot Vehicle brochure has been added. EPG 127.25.2.1 Hazardous Material Spills (Roadway) by Others 9/2/14: Existing policy was clarified as well as the District Hazardous Material Coordinator info was updated. EPG 606.1.3.1 3R/4R Projects 8/29/14: Guidance about the considerations for guardrails in 1R, 2R, 3R and 4R work was clarified. EPG 701 Drilled Shafts 8/29/14: Guidance was added to clarify why CSL pipes must be filled with water and plugger or capped, as required by Sec 701.4.17.2.1. EPG 643.2.1.13 Federal Cost Participation for Reimbursable Utility Relocations 8/29/14: This new subarticle further clarifies and gives additional info for this topic. As a result of this new info, the wording used in Master Reimbursable Utility Agreements (MRUA) has been slightly revised to reference Engineering Policy Guide 643.2.1.44 (instead of 643.2.1.43). "Phased" Section 106 Process 8/28/14: EPG 135.2 The Section 106 Process for MoDOT Projects was revised to reflect a new agreement with FHWA and others allowing MoDOT to use a “phased” approach to achieve Section 106 compliance. Outdoor Advertising 8/26/14: Clarifying guidance about grandfathering an extension was added to EPG 236.16.11 Cutout and Extension Process. Engineering Judgment 8/26/14: A paragraph was added to EPG 900.1.9 Engineering Study and Engineering Judgment's "Guidance" and a sentence removed from EPG 900.1.13 Definitions' "A. Standard" to reflect that FHWA now permits MoDOT to use engineering judgment to modify "shall" conditions. Standard Detailing Notes 8/25/14: Note I1.67 was updated for greater clarity. The Professional Land Surveyor's Signature and Seal on Legal Descriptions 8/21/14: Guidance for the PLS signature and seal was clarified in EPG 238.2.17 Professional Land Surveyor Review as well as EPG 236.4.6.2 Methods of Legally Describing the Fee or Portion Thereof. Box Culvert Quantity Program 8/20/14: This program is now presented in EPG 751.8 LRFD Concrete Box Culverts. EPG 751.1.2.6.3.3 Roadway Fill 8/18/14: Guidance for the minimum fill over box culverts under roadway has been added. EPG 903.10.1 Sizes of General Service Signs 8/13/14: General Service Signs have been discontinued. They shall be left in place until they reach the end of their service life. Land Disturbance Training 2014 and Land Disturbance Tablet Training 2014 8/13/14: In EPG 806.8 Storm Water Pollution Prevention Plan (SWPPP), the Land Disturbance Training 2014, a summarized refresher presentation, was updated. Also, a video, Land Disturbance Tablet Training 2014, is now available for ipad and tablet users. EPG 750.7.11.1 Minimum Fill Heights 8/12/14: Guidance has been added for minimum fill heights over box culverts. Also, guidance for minimum fill heights over pipes was updated. Standard Detailing Notes 8/8/14: Note A1.1 was updated for LRFD Seismic Design. EPG 751.5.3 Hydraulics 8/8/14: Guidance and flood data tables were updated to be consistent with practical design. EPG 622.2.1 Construction Inspection for Diamond Grinding of Existing Portland Cement Concrete Pavement 8/7/14: MoDOT and MDNR have agreed to a sixth precaution involving dispersal of diamond grinding residue. EPG 236.5.14 Release of Temporary Easements and Retention Clauses 8/6/14: A fourth method is now available to release temporary easements or retention clauses. Sidewalks 8/5/14: A new paragraph at the bottom of Maintenance Responsibility clarifies existing policy. Guidance in EPG 642.1.1 Sidewalk Location and Width was revised to reflect the 4 ft. minimum width allowed after approval through the Design Exception process. Updated QRGs 8/4/14: Two QRGs, Emergency Contacts and Line Item Adjustments, have been updated in EPG 101 Standard Forms. EPG 902.15 Designing a Traffic Signal 8/1/14: The Signal Design Worksheets spreadsheet is now available. Standard Detailing Note 7/29/14: The new note, A5.6, will be used for all concrete superstructures where precast panels are used. EPG 903.4.12 Overhead Sign and Truss Inspection/Inventory 7/29/14: This revison reflects the decision to move sign truss inspection responsibility to Bridge. There is no approved inspection frequency at this time.
