RECENT POLICY CHANGES IN THE EPG
Sr. Mtnc. Worker Bob Houchins saw cuts I-70 in Warren County. MoDOT works at night when repairs, in this case concrete repairs, are needed to high traffic volume roads.
This award-winning span in Lamar just east of I-49 was one of over 800 bridges in MoDOT’s Safe and Sound Bridge Improvement Program that was honored with AASHTO’s People’s Choice Award at the America’s Transportation Awards in Denver. Bridges like this one were repaired or replaced on budget and two years ahead of schedule in every Missouri county. MoDOT will contribute the award’s $10,000 prize to CureSearch for Children's Cancer, which funds innovative children’s cancer research.
Reconstruction of the I-64 interchange at Tower Grove is underway. BJC HealthCare and Washington Univ. in St. Louis have partnered with MoDOT to improve the flow of traffic around Kingshighway and into the medical campus.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

10/22/13: In Table 106.3.2.59.3, the naming convention for the electronic profilograph file's lane number, L, was revised.

Unit Pricing for Logo Work on MoDOT Construction Projects

10/22/13: The unit prices from MoDOT's contract with Missouri Logo are now available to MoDOT employees in EPG 903.11.3 and at the bottom of EPG 616.18.

EPG 130.1.3 VE Workplan/Project Selection

10/18/13: 10/18/13: Guidance was updated to comply with MAP-21, the federal surface transportation law. Now, NHS projects costing at least $50,000,000 and NHS bridge projects costing at least $40,000,000 require a Value Engineering (VE) study. (Previously, VE studies were required for NHS projects costing $25M and NHS bridge projects costing $20M.) Projects delivered by the Design/Build method are not required to have a VE study.

EPG 806 Pollution, Erosion and Sediment Control

10/18/13: For greater convenience, a few Maintenance forms for erosion and sediment control have been added at the top of the article.

EPG 134.5.1 Invoicing

10/18/13: The requirements for invoicing consultant contracts were slightly updated. Invoice cover letters are only to be sent to the Fincial Services Division, not the Design Division.

Relocation of Service Signs (Logo Signs) on Construction Projects

10/11/13: Guidance in line with existing practice on how to perform temporary or permanent relocation of Logo signs has been added to EPG 616.18 Construction Inspection Guidelines. This guidance is especially helpful to REs and designers.

EPG 751.22.3.8 Camber, Haunching and Girder Steps

10/11/13: Limits for prestressed girder haunching will now be reported to the nearest 1/8”.

New QRG

10/11/13: A new QRG, Equipment Verification Samples, is now available.

Work Zone Capacity, Queue and Travel Delay for Interstates, Freeways and Multi-lane Roadways

10/10/13: The Work Zone Impact Analysis Spreadsheet Directions form was updated with guidance describing Equivalent Trucks. A synopsis sheet was also added.

New Test Method

10/8/13: EPG 106.3.2.64 TM-64, Void Detection and Undersealing Verification Testing of Concrete Pavement with a Falling Weight Deflectometer is now available. The previous TM-64 was deleted in 2012.

EPG 146.2 DBE Subcontract

10/4/13: A new form, Guidance for Completing the CUF Form, was added.

EPG 136.3.8.10 Traffic Engineering Assistance Program (TEAP)

10/1/13: EPG 906 TEAP has been moved to EPG 136.3.8.10 TEAP. The modified EPG language reflects Design Division timelines and processes. One of the main process changes is that the TEAP studies will be provided through on-call consultants. (Local agencies will select a consultant from an approved list of on-call consultants to complete a TEAP study for them.) The TEAP application has also been completely revised to resemble other DE or LPA standard applications. In FY 2014, the Traffic & Highway Safety Division and the Local Programs group will partner to administer TEAP. The TEAP processes and timelines will remain the same. In FY 2015, the administration of TEAP will be through the Local Programs group.

EPG 751.22.3.8 Camber, Haunching and Girder Steps

10/1/13: A note was added to clarify the camber diagram.

EPG 907.6 Fatal Crash Reviews

9/27/13: Guidance was clarified about which conditions require fatal crash reviews.

Submitting a Bridge Survey Report

9/25/13: In EPG 748.7.3.12 Submission, the guidance was clarified about what files need to be submitted.

EPG 110.3 Rate of Pay

9/24/13: New guidance has been provided to clarify how contractors must submit documentation for the wages of apprentices. The new guidance is #7c.

Documentation of Traffic Control Devices Installations

9/20/13: Guidance in EPG 616.18 Construction Requirements was expanded to clarify how to produce documentation so as to avoid the possibility of paying for a device more than once.

Daily Work Reports

9/20/13: Guidance for diary notations about accounting on contractor equipment and personnel has been clarified and slightly expanded.

Annual Report for Automated Enforcement of Red-Light Violations

9/20/13: In EPG 950.1.1, the above form was added for reporting violations.

EPG 236.3 Administration

9/19/13: Numerous minor updates have been made to this Right of Way article. For instance, the archaic guidance of EPG 236.3.4.13's Central Office Review and Approval was removed. Two forms, Right of Way Cost Estimate Worksheet and Right of Way Cost Estimate, were also updated.

EPG 127.13.10 Noise Wall Public Meeting and Voting

9/17/13: Guidance has been added to clarify current practice.

EPG Other Aspects of Pavement Design

9/11/13: "Pavement Design for Scoping" was removed from this article it presented a set of ME tables that are now outdated. The MEPDG design tables will eventually be replaced but conflict with industry at this time.

EPG 237.9.6.8 Consultant Designed Projects

9/9/13: Consultants need to include the Certificate of Authority number in the title block.

Contract Leveling Course Guidelines Job Special Provisions

9/9/13: The CLC JSPs in EPG 402 Bituminous Surface Leveling were updated. The quality control and RAP and RAS JSPs were modified and the tack coat JSP was removed.
