RECENT POLICY CHANGES IN THE EPG
Clarkson Construction employees rehabilitate the I-35 bridge over Southwest Blvd in Kansas City. As you can see, sometimes the workers are UNDER the bridge when you drive by. More than a dozen downtown bridges are being repaired, replaced or redecked.
Sr. Construction Inspector Chris Mills aims an infrared gun to ensure asphalt is being laid at the correct temperature. The Rte. 14/Bus. 65 project will add lanes and a traffic signal in downtown Ozark.
The second phase of the Rte. W/Lexington Ave./Kingwsay Dr. roundabout project in Cape Girardeau will begin later this month, weather permitting. Fronabarger Concreters, Inc. will construct the interior section of the roundabout.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Six days a week, crews from Fred Weber Inc., Millstone Bangert Inc. and Kolb Grading, forming the joint venture Page Constructors LLC, construct the new Rte. 364 Page Ave. Phase 3. Excavation and grading is underway at Gutermuth Rd. in Cottleville.

EPG 751.1.2.18 Soundings (Borings)

7/12/13: A new word document now provides guidance for filling out Form M-40a, Request for Final Soundings of Structures, especially about bridge and roadway classifications.

Elastomeric Bearings

7/11/13: In EPG 751.11.1.1 and EPG 751.11.2.1, guidance was clarified on the use of plain and laminated bearing pads. Bearing pad length requirements for P/S NU girders and P/S Spread Box Beams were added. Also, figures in EPG 751.22.1.4 Span and Structure Lengths were updated to reflect the clarification.

Pre-negotiation and Hourly Rate Reviews

7/11/13: Revisions in EPG 134.3 Consultant Contract Negotiation result from Audits and Investigations ceasing the pre-negotiation reviews and shifting the reviews to project managers and/or contract administrators. Fig. 134.3.1, District Checklist for Reviewing Executed Consultant Contracts, was also added to provide additional help.

Bridge Slabs

7/10/13: Guidance was expanded in EPG 751.6.2.10 Bridge Slabs and the related Standard Detailing Note B3.22 was also updated.

2014-2018 STIP

7/10/13: The link to the latest STIP is available in several articles, including EPG 121.3 The Statewide Transportation Improvement Program (STIP).

Right of Way Negotiation Guidelines and Procedures

7/8/13: When acquiring realty rights, a minimum offer has been established in EPG 236.7.2.3 Prompt Offer of Just Compensation.

EPG 134.3.6 Subconsultants

7/8/13: If a subconsultant is not pre-qualified with MoDOT, the firm shall now include their Consultant Certification of Indirect Cost Form instead of the MRC Form.

Contract Leveling Course

7/8/13: The Contract Leveling Course (CLC) Guidelines and JSPs have been updated in EPG 402 Bituminous Surface Leveling. Also, the CLC Template examples have been expanded to four scenarios involving the use of pilot cars.

EPG 751.50 A1 Notes

7/5/13: The Design Specifications, Loadings & Unit Stresses general notes have been updated to reflect new AASHTO interim dates. Some other notes have also been reorganized.

EPG 616.19 Quality Standards for Temporary Traffic Control Devices

7/1/13: This article has been expanded to provide superior guidance.

Bridge Engineering Assistance Program (BEAP)

6/25/13: EPG 754 Bridge Engineering Assistance Program (BEAP) has been moved to EPG 136.3.8.9 Bridge Engineering Assistance Program (BEAP). The content of the article was only slightly modified.

EPG 616.6.87 Temporary Rumble Strips

6/25/13: New guidance provides examples of when temporary rumble strips may be used.

Traffic Signal Signs

6/18/13: Additional guidance has been provided about the left turn signal remaining in place until the circular red indication is replaced with a red left arrow and the LEFT TURN YIELD ON GREEN sign being maintained until being converted to the flashing yellow arrow indicator.

EPG 616.6.87 Temporary Rumble Strips

6/17/13: Guidance is now available for both long term and short term rumble strips on construction projects.

EPG 237.9 Submission of Plans and Supporting Documents

6/17/13: This article has been generally clarified and updated to reflect current practices.

EPG 236.3.7.5 Distribution of Clearance Certification

6/14/13: This article has been updated to show the current RW email procedure.

6/13/13: The definitions for these terms have been slightly modified for greater consistency.

Contract Leveling Course Projects

6/12/13: The tacking rate was adjusted to a minimum of 0.08 gal/yd2 to be consistent with other standards. Maintenance operation guidance about pavement markings and eliminating pavement edge drop-offs was also clarified.

Pile Driving Set Calculator

6/12/13: In EPG 702.1.4.1 Pile Formula, the pile driving set calculator was updated by removing the hammer efficiency from the calculations. The spreadsheet formula is used to calculate the pile set to help determine when to stop driving pile.

Work Zone Traffic Control, Pilot Cars and Law Enforcement Services

6/11/13: In EPG 616.3.10, EPG 616.3.13, EPG 616.16 and EPG 616.18, additional guidance was provided about signing for side roads when a pilot car is being used in a one-lane two-way operation, the use of bump signs in work zones and the expectations and type of law enforcement used in work zones.

Table 903.7.51 Approved Missouri Scenic Byways

6/10/13: The table of approved Mo Scenic Byways has been updated with the addition of three new byways.

Addressing Prevailing Wages and Subcontracts for Professional Services

6/4/13: Guidance about how to administer contract work performed by "Professional Services" was clarified in both EPG 108.1 Subletting of Contract and EPG 110.3 Prevailing Wages and Records.

EPG 751.6.2 Computation of Estimated Quantities

5/16/13: Guidance for computing slab quantity for bridge plans has been added. Guidance for non-destructive testing to require checking only welds of terminal sections of cover plates in tension areas was amended.

Redefining Equations' Variable

5/16/13: The variable, ts, has been redefined to stand for the thickness of the full depth concrete slab in equations in both EPG 751.2.4.1 Live Load Moment Distribution and EPG 751.2.4.3 Live Load Shear Distribution.
