RECENT POLICY CHANGES IN THE EPG | |||||||||||||||||||||||||||||||
MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry. These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals. MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Definition of "Continuous Paving" 11/18/13: In EPG Other Aspects of Pavement Design, the definition of continuous paving for alternate pavement determination is now available. U-Turns 11/15/13: Guidance about the allowance of U-turns at signals has been clarified in EPG 902.15.1 Preparation of Plans and in several locations in EPG 902.5 Traffic Control Signal Features. Also, some references to U-turn signs were added. EPG 907.1.3 Distribution of Highway Safety Funds 11/12/13: Safety money “pots” have been combined; districts should now reserve money to help counties implement County Strategic Highway Safety Plans; each district is now recommended to have a 3-5 year safety plan; and signing and striping retroreflectivity maintenance activities are now eligible for safety funding with Central Office coordination. EPG 238.1 Aerial Mapping and LiDAR Surveys 11/8/13: EPG 238.1 Photogrammetric Surveying has been re-titled and almost entirely rewritten to reflect changes from the new LiDAR technology. EPG 751.37.3.1 Axial Resistance for Individual Drilled Shafts in Rock (qu ≥ 100 ksf) 11/8/13: Equation 751.37.3.4 was clarified. This equation identifies who provides the reduction factor for Bridge Division's use. 11/6/13: In EPG 127.13.10, a ballot has been provided for statewide use in noise wall public meetings. 11/6/13: Guidance in EPG 642 now reflects MoDOT's position on ADA. Readers are encouraged to read this article closely as it could significantly impact scoping. Maintenance Land Disturbance Training, 2013 11/5/13: This new training resource for Maintenance has been added to EPG 806 Pollution, Erosion and Sediment Control. EPG 910.3.2.13 Weather Messages on Dynamic Message Signs 11/4/13: Guidance has been added for Dynamic Message signs. Most of the new guidance is for winter weather messages. TMAs and Updated TAs for Stationary and Mobile Operations 10/31/13: Updated and new TAs, available at EPG 616.23 TCFO and EPG 616.8 Typical Applications, provide guidance for operations on roadways with and without edgelines. Also, EPG 612 Impact Attenuators has been updated to provide additional guidance for stationary and mobile operations, hauling criteria and operator's training. Rock Base 10/31/13: A 12" rock base option has been provided in EPG 303 Rock Base and EPG 350 Design for Bases and Aggregate Surfaces to bring guidance into compliance with current practice on particle dimensions, material placement, placement for the final surface and the basis of payment. Federal Involvement Project List 10/29/13: In EPG 123.1.1 FHWA Oversight - National Highway System, the current guidelines for FHWA oversight were replaced with a list, per the new oversight agreement with the FHWA. EPG 751.40.4.4 End Treatment Using Thrie Beam Rail 10/28/13: This new guidance shows details on thrie beam end treatment attached to old concrete parapet curbs. Also, a new standard detailing note for this is now available at EPG 751.50 (H9.13). Pavement Markings in the Roundabout 10/28/13: Guidance in EPG 620.3.6 Word, Symbol and Arrow Pavement Markings for Roundabouts was clarified to show that fishhook arrows are to be used in the approaches to roundabouts. New QRG 10/28/13: The new Adobe Final Plans Stamp QRG is now listed in EPG 101 Standard Forms, Quick Reference Guides (QRGs). General Information Signs 10/25/13: EPG 903.9.7 Airport Sign (D4-10) was revised to show that first order signing for general aviation airports is now provided by MoDOT. International Roughness Index 10/22/13: In Table 106.3.2.59.3, the naming convention for the electronic profilograph file's lane number, L, was revised. Unit Pricing for Logo Work on MoDOT Construction Projects 10/22/13: The unit prices from MoDOT's contract with Missouri Logo are now available to MoDOT employees in EPG 903.11.3 and at the bottom of EPG 616.18. EPG 130.1.3 VE Workplan/Project Selection 10/18/13: 10/18/13: Guidance was updated to comply with MAP-21, the federal surface transportation law. Now, NHS projects costing at least $50,000,000 and NHS bridge projects costing at least $40,000,000 require a Value Engineering (VE) study. (Previously, VE studies were required for NHS projects costing $25M and NHS bridge projects costing $20M.) Projects delivered by the Design/Build method are not required to have a VE study. EPG 806 Pollution, Erosion and Sediment Control 10/18/13: For greater convenience, a few Maintenance forms for erosion and sediment control have been added at the top of the article. 10/18/13: The requirements for invoicing consultant contracts were slightly updated. Invoice cover letters are only to be sent to the Fincial Services Division, not the Design Division. Relocation of Service Signs (Logo Signs) on Construction Projects 10/11/13: Guidance in line with existing practice on how to perform temporary or permanent relocation of Logo signs has been added to EPG 616.18 Construction Inspection Guidelines. This guidance is especially helpful to REs and designers. EPG 751.22.3.8 Camber, Haunching and Girder Steps 10/11/13: Limits for prestressed girder haunching will now be reported to the nearest 1/8”. New QRG 10/11/13: A new QRG, Equipment Verification Samples, is now available. Work Zone Capacity, Queue and Travel Delay for Interstates, Freeways and Multi-lane Roadways 10/10/13: The Work Zone Impact Analysis Spreadsheet Directions form was updated with guidance describing Equivalent Trucks. A synopsis sheet was also added. New Test Method 10/8/13: EPG 106.3.2.64 TM-64, Void Detection and Undersealing Verification Testing of Concrete Pavement with a Falling Weight Deflectometer is now available. The previous TM-64 was deleted in 2012. |
