136.14.1 Local Programs

Local Programs provides federal funding to cities and counties for their transportation improvements. Please refer to EPG 136 Local Public Agency Policy for guidance to utilize federal funding made available to local agencies through the programs listed below.

136.14.1.1 Transportation Enhancements (TE)

Transportation Enhancements District Contacts

This program provides funding through a competitive selection process for transportation related activities other than routine highway and bridge construction. For program details and project examples, click on the desired district, listed to the right, to access the TE Guide.

136.14.1.2 Off-System Bridge Replacement and Rehabilitation (BRO)

This program provides funding to counties for replacement or rehabilitation of deficient bridges.

136.14.1.3 On-System Bridge Replacement and Rehabilitation (BRM)

This program provides funding through a competitive selection process for replacement or rehabilitation of deficient bridges.

136.14.1.4 Congestion Mitigation and Air Quality (CMAQ)

This program provides funding for projects that improve air quality within Environmental Protection Agency designated areas.

136.14.1.5 Surface Transportation Program (STP)

Large Urban

This program provides funding for transportation facilities within the Transportation Management Areas of Kansas City, Springfield and St. Louis.

Small Urban

This program provides funding for transportation facilities within urban areas with an urban cluster population greater than 5,000.

136.14.5 Recent Changes to LPA Policy

2/3/11: Updated Fig. 136.6.1 Contract in EPG 136.6 Consultant Contracts.

1/13/11: Numerous changes to EPG 136.2 from a recent FHWA audit include a new checklist and requires certification by the engineer of record. Also, it is now to be assumed that if rehabilitation costs are at least 68% of the replacement costs, the new replacement structure will provide a better value.

1/12/11: In EPG 136.4 Environmental and Cultural Requirements, a few links were updated and a link to Section 106 Survey Form was added.

1/7/11: In EPG 136.10.11 Bidder Qualification Language, the bid advertisement guidance was clarified.

1/7/11: In EPG 136.9.11 Plans, Specifications and Estimate (PS&E) Submittal, clarification about how many sets of plans the sponsor must submit.

1/7/11: In EPG 136.3.2 Highway Bridge Program (HBP) Project Selection, clarification about rehabilitation vs replacement. If the rehabilitation cost is at least 68% of the replacement costs, it can be assumed that replacing the structure will provide a better value than rehabilitation.

1/5/11: EPG 136.9.8 Work By Local Forces was clarified and a link was established to 23 CFR Subpart B, Section 635.201-205.

1/5/11: In EPG 136.6.4 Basis of Payment, guidance was updated on the retainage of Engineering Services Contracts.

12/16/10: In EPG 136.10, Fig. 136.10.1 Checklist for Bid Proposal was updated.

12/14/10: Additional guidance provided for progress invoices in the first paragraph of EPG 136.12.1 Progress Invoices.

12/1/10: Updated links to FHWA's Form 1273 in EPG 136.5 and EPG 136.11.18. In EPG 136.14.4, reworded the link to FHWA's Construction website. (Previously, it had been labeled as "Required Federal Aid Provisions".)

11/30/10: In EPG 136.6, Fig 136.6.1 Contract was updated to provide clear guidance to list subconsultants and the services they provide in the body of the contract.

11/12/10: In EPG 136.14.3.1, updated link to FHWA Form 1273.

11/12/10: EPG 136.10.8 was revised to bring it into compliance with federal obligation request verbiage.

10/14/10: In EPG 136.6, updated Fig 136.6.2 Consultant Selection Criteria.

10/5/10: In EPG 136.1.2.1 Procedures, the time allowed to bring an LPA project from allocation to award was shortened; EPG 136.6.2 was revised to ensure compliance with the Brooks Act, etc. since failure to comply with procedures may result in loss of funding; new retainage guidanace was added in EPG 136.9.9.5; and materials testing requirements in 136.11.9 Materials Testing were updated.

9/29/10: Updated District 3's Transportation Enhancements document in the Missouri map at EPG 136.14.1.1.

9/28/10: The former #18 (that allowed retainage) was removed to bring EPG 136.6.6 Contract Submittal into compliance with existing MoDOT policy. #19 was renumbered as #18.

9/28/10: In EPG 136.9.7 Estimates and EPG 136.10.11 Bidder Qualification Language, revised the listing of items to be subtotaled.

9/27/10: In EPG 136.10.1, the Form 1273 link was updated. Also, in the first paragraph of EPG 136.12.1 Progress Invoices, verbiage about progress payments for preliminary engineering was removed.

9/27/10: A minor clarification was made to the second-to-the-last paragraph in EPG 136.12.1.

9/7/10: In EPG 136.2.6, the final inspection is to be performed by a team leader certified inspector. Also, the term "noncontroversial" was clarified.

8/31/10: A new fourth paragraph near the very bottom of EPG 136.6.2 was added to accommodate state and federal laws.

8/24/10: Updated second-to-the-last paragraph of EPG 136.11.4 to include guidance for documentation to meet FHWA rules.

8/23/10: Updated District 1's Transportation Enhancements document in the Missouri map at EPG 136.14.1.1.

8/11/10: Fifth paragraph of EPG 136.10.11 Bidder Qualification Language clarified to require all LPA projects to be advertised on MoDOT's website.
