RECENT POLICY CHANGES IN THE EPG

Workers construct barrier walls in tight conditions as general contractor, Pyramid Contractors Inc., and their subcontractor, Comanche Construction Co., complete the Rte. 169 Bin Wall Replacement Project six weeks ahead of schedule. Veterans unveil the new highway sign designating Rte. 94 in Callaway County as AMVETS Memorial Highway. The designation honoring American veterans runs from the intersection of U.S. 54 to one mile east of Rte. D near Portland. MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry. These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals. Missouri Welcome Center Affiliates Sign 11/1/12: Guidance for where this sign is allowed was expanded in EPG 903.10.6 Missouri Welcome Center Affiliates. Emergency Reference Markers 11/1/12: Guidance was added to EPG 903.9.4 Emergency Reference Markers for sign use on non-interstate freeways and expressways and sign use for overlapping routes. Truck-Mounted Attenuator Training 10/31/12: EPG 612.4 Truck-Mounted Attenuator Training now presents the latest guidance. The main addition to the article was info about equipment/materials stored in the bed of the host vehicle. EPG 236.17 Junkyards 10/29/12: This article has been generally revised for greater clarification. Equipment/Materials Stored in Bed of Host Vehicle 10/29/12: In EPG 612.1 Truck- and Trailer-Mounted Attenuators, guidance was added about hauling material in the back of a vehicle with a TMA. Consultant Contract Negotiation, Basis of Payment 10/25/12: In EPG 134.3.5 Basis of Payment, the mileage reimbursable rate was changed from the IRS rate to GSA's current POV Mileage Reimbursable Rate. Replacing, Maintaining or Modifying the Placement of a Warning Sign 10/23/12: A statement was added reiterating useful Table 903.6.6 Guidelines for Advance Placement of Warning Sign information for the districts. Request for Transfer of Inspected Materials 10/22/12: This form has been updated in EPG 101 Standard Forms, Materials Related. TA-10a, Flagger Assistance Devices (AFAD) with Red and Amber Signal System 10/18/12: TA-10a was updated to correctly show that the maximum distance between AFADs is 1/2 mile. Job Order Contracts 10/18/12: This QRG has had a major revision. Acceptance Sampling and Testing Procedures 10/18/12: The Federal Aid Sampling and Testing (FAST) table was split. The "Stabilized Permeable Base" information was moved to EPG 302.2.1.1 and the "Modified Subgrade" information was moved to EPG 205.2.2.3.7. This revision is a result of switching from project-based to system-based Independent Assurance and of going to a QC/QA sampling and testing approach on MoDOT roads. FAST guidance in EPG 123.3.3 was also revised. EPG 134.3.4 Audit Pre-Negotiation Review 10/16/12: A helpful clarification was added to copy Pre-Audit information to Design and/or Bridge Liaisons. Moving Superstructure Slab Bars 10/15/12: In EPG 751.10.1.7 and EPG 751.10.2.2 added details and in EPG 751.50 E3 added notes indicating slab bars that may be moved for construction purposes and showing bar clearance to top mat of slab steel info not given before. Revisions will make tying barrier bars simpler. Consultant Performance Appraisals 10/12/12: In EPG 134.5.4 Consultant Performance Appraisals and EPG 136.4.3.3 Consultant Performance Appraisals, guidance was clarified for both MoDOT and LPA personnel on how to document consultant evaluations. EPG 1039.2.4.2 Sampling of Epoxy Polymer Concrete 10/12/12: Guidance for the sampling frequency has been revised to bring it in line with current practices. Engineering Professional Services - Rating/Scoring the Consultants 10/11/12: In EPG 134.2.2.5 Selection of Consultant, Rating/Scoring the Consultants, the guidance about listing the consultants was clarified. Project-Specific Information for the SWPPP 10/11/12: Project offices will be responsible for completing Form 806.8.2, Project-Specific SWPPP Information for all jobs with one or more acres of total land disturbance. Steel Plates in the Roadway 10/10/12: Guidance on the use and installation of steel plates on high-speed roadways is now available at EPG 616.6.46, EPG 616.23.3 Typical Applications and EPG 770.7.2 Concrete Deck Maintenance. Turned-Down Guardrail Ends 10/10/12: Turned-down guardrail ends have been determined to be rarely appropriate and the practice is now prohibited. Guidance has been removed from EPG 616.1.3.6 Bridge Ends. Anchor Bolt Wells 10/10/12: Guidance in EPG 712.1.3 Bearing (During Construction), EPG 751.11.3.5 Anchor Bolts and EPG 751.50 G1.15 notes and note H3.1 now allow the use of permanently placed galvanized corrugated steel pipe as forms for anchor bolt wells. If this method not used and drilling is required, the reinforcement is not to be cut. EPG 131.2 Proprietary Items and Public Interest Findings 10/4/12: The process of submitting requests for approval of proprietary items has been streamlined. Submit requests to codeproprietary@modot.mo.gov for consideration. While this applies to both STIP and LPA projects, LPA projects must be submitted through the appropriate MoDOT staff (not directly from the LPA). Upon approval, an e-mail with a link to the approved request's digital image will be issued. Standard Detailing Notes for Overcoating Existing Steel 10/4/12: Two notes pertaining to limits of paint overlap requirements were added. EPG 907.6 Fatal Crash Reviews 10/3/12: This new article provides guidance for the reviews that districts are required to perform on every fatal crash that has occurred on our state system.
