RECENT POLICY CHANGES IN THE EPG

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Viewed from Illinois, the two Mississippi River Bridge towers reach half of their eventual 400 ft. height. After completing the towers in late spring, crews will start placing the cables and the framework for the driving surface. The entire project, including several new interchanges, is on track to be complete in early 2014. Live cameras of the project are available for viewing.

Special Design Reinforced Concrete Pipes

EPG 902.5.5.2.6 Adaptive Control

1/30/12: Additional information has been provided for installation of adaptive traffic signal systems.

EPG 806.8 Storm Water Pollution Prevention Plan (SWPPP)

1/27/12: This article has been generally clarified. Batch plants are not covered under the MoDOT land disturbance permit and require separate permitting through MDNR. Also, excess material disposal (waste disposal) areas require the same environmental and historical preservation clearances as borrow sites.

Stormwater Management Plan and the Municipal Separate Storm Sewer Systems Permit Program

1/27/12: Information for "SWMP" and "MS4" has been added to EPG Environemental Studies.

EPG 321.2 Geotechnical Guidelines

1/24/12: The MoDOT 50 Blow method has been replaced with the Split Spoon Test in Shale.

Alternate and Optional Pavement

1/19/12: Design has re-titled "Alternate Pavement" and clarified its guidance.

Roughness Coefficients

1/19/12: In EPG 749.5.3.2, the roughness coefficients for the Kerby-Hathaway Equation for Overland Flow were updated to match the runoff program.

2009 MUTCD

1/18/12: Traffic has revised all of the EPG 620 articles, EPG 900, all of the EPG 902 articles and all of the EPG 903 articles to bring policy into substantial compliance with the 2009 MUTCD. EPG 643.4 and EPG 910.3 Dynamic Message Signs were also expanded. This is a general rewrite of policy. Several articles are new, some former articles have been removed and many articles have been retitled.

EPG 413.3.2 Laboratory Procedure

1/12/12: Construction and Materials has updated guidance to reflect two newly adopted AASHTO test methods (T 327 and T 330).

EPG 106.20.11 Internal Material Records

1/12/12: Contract and diary info are to be archived for 11 years.

EPG 751.1.2.2 Wing Lenths

1/11/12: Guidance has been clarified for situations when unequal wing lengths are acceptable.

BEAP Consultant List

1/10/12: The BEAP Consultant List was updated in EPG 754 Bridge Engineering Assistance Program.

Clear Zone Definition

1/9/12: In EPG 902.12 Glossary, the definition of "clear zone" was clarified to more accurately reflect the AASHTO definition.

EPG 751.2.4 Load Distributions

1/5/12: Guidance for load distribution has been updated, based on AASHTO LRFD criteria.

EPG 123.1.1 FHWA Oversight for the National Highway System

1/4/12: The guidance for FHWA oversight parameters was clarified.

EPG 751.22.3.15 Dowel Bars

1/3/12: Bridge has added guidance to clarify the design of anchor rods.

Two New QRGs

12/22/11: Two new QRGs, Sampling Checklist and PAL Plant Inspection and Record, were added to EPG 101.

Consideration of Blast Loading

12/13/11: To coincide with the release of AASHTO Guildelines on Blast Loading, Bridge has provided additional guidance to consider blast loading as another load in both EPG 751.1.2.33 and EPG 751.2.2.5.

Northwest District Continuous Operations Routes

12/6/11: The continuous operations routes in the NW District have been updated in EPG 133.4.1 and EPG 144.1.

Billboard Clause

12/5/11: Guidance about the Billboard Clause was removed from EPG 236.5.21 The Conveyance Document.

EPG 751.50 A5 Miscellaneous Std Detailing Notes

12/5/11: General Note A5.5's definition is already included in the standard specifications and was removed to free additional space on our plans.

EPG 751.40.4.3 Replacement of Existing Curb with Thrie Beam Rail

12/2/11: Numerous minor revisions bring EPG guidance into compliance with the standard plans for thrie beam in both EPG 751.40.4.3 and EPG 751.50 Standard Detailing Notes.

Steel Superstructure Details

11/23/11: Guidance in EPG 751.14.5 Details was revised for greater consistency. EPG 751.14.5.10 was added to illustrate consistency in application.
