RECENT POLICY CHANGES IN THE EPG
The new diverging diamond interchange at U.S. 65 and Battlefield Rd. in Springfield recently opened to traffic.
Crews will soon be reopening all lanes of northbound I-29 over Rte. D near Kansas City Int’l Airport. Over the past several months crews have been working on a large bridge rehabilitation project along the I-29 corridor. Here, crews are removing temporary barriers and painting stripes on the new pavement.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 30 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Multimodal Div. Sr. Construction Inspector Tamara Pitts joined Missouri Air National Guard Major General Stephen Danner for the recent groundbreaking for the new $5.8 million runway at the Rosecrans Memorial Airport in St. Joseph. The Missouri Air National Guard uses Rosecrans Memorial Airport for training on the C-130 Transport plane.

EPG 238.2.18.6 Recording the Location Survey Plan

10/22/15: The process to complete location survey plan was revised. A reminder mechanism was created to help avoid delays to recording the location survey plans.

EPG 236.4.6.3 Types of Realty Acquired and Clauses to be Used in Property Descriptions

10/16/15: Guidance for permanent utility easement clauses has been changed to allow the conveyance of utility easements to the utility prior to completion of the project.

Travel Safe Zones

10/15/15: In EPG 907.3.3 Procedure, the Travel Safe Zone procedure was clarified.

10/15/15: In EPG 106.3.2.54.7 Field Testing, guidance for the preparation of field test mixture samples was brought into conformance with AASHTO T287.

EPG 760.4.2 Notification Requirements

10/14/15: Guidance now reflects that information now collected is only what is currently needed by Motor Carriers and Bridge Divisions and clarifies when the info should be submitted. Also, the Bridge Clearance Report form was updated.

EPG 821.25 Products

10/14/15: Milestone and Perspective information has been revised as a part of the national attention on Monarch butterflies and the general lack of pollinators.

EPG 236.3.3 Right of Way Plan Review

10/13/15: Guidance has been updated to eliminate the need to send a copy of the RW estimate when an A-date is requested. It also eliminates sending a copy of the approved RW plans with the requested A-date.

EPG 236.3.5.2 Expenditure Accounting

9/22/15: The requirements to process payments for temporary or permanent easements was clarified.

EPG 136.3.8.10 Bridge Engineering Assistance Program (BEAP)

9/22/15: Guidance has been updated to conform with new BEAP contract.

Mobilization Cost Estimates

9/18/15: Guidance has been added to EPG 618 Mobilization to help districts with project estimates.

EPG 941.5 Request by a City to Construct a “WELCOME TO” Monument

9/14/15: Guidance has been provided for the revised approval process for the "WELCOME TO" Monument.

Standard Detailing Notes on Bridge Standard Drawings for Prestressed Panels

9/10/15: New references to prestressed truncated end deck panels have been added.

EPG 617.1.1 Temporary Concrete Traffic Barrier – Type F

9/9/15: Guidance for Temporary Concrete Traffic Barrier Standard Drawings now reflects recent crash studies. Of particular note, the Midwest State's Regional Pooled Fund Research Program Report TRP-03-113-03 (revised) recommends the design deflection limit for free standing (unpinned) temporary traffic barrier be set at 2 feet. This would reduce instances in which temporary traffic barrier would require pinning.

EPG 606.1.3.2 Approved Crashworthy End Terminals

9/9/15: Previously, a contractor would typically choose the cheapest end treatment from the approved list and provide that unit whether it was the best solution or not. For that reason, end treatments are now further subdivided to more closely match the hardware to its intended use, performance, reusability and cost of repair.

Determination of the International Roughness Index

9/9/15: Guidance now codifies the intent that no filters may be used to distort the true road profile measurement with an inertial profiler.

Airport Requirements

9/9/15: Guidance in EPG 235.8 Airports now details the requirements for Obstruction Evaluation/Airport Airspace Analysis that ensure that FAA filing requirements are met when MoDOT operations impact FAA airspace.

EPG 133.4 Snow and Ice Control Operations

9/8/15: Guidance for non-continuous operations routes and plowing was clarified. It has never been intended to meet objectives on the non-continuous treatment routes "as soon as possible". Rather, operations on these routes may be suspended overnight and at times when progress is not being made.

EPG 751.50 Standard Detailing Notes

9/8/15: Clarified numerous notes and revised the Bridge Approach Slab Notes to match the recent release of new Bridge Approach Slab std. drawings.

Series I Protective Coating

8/28/15: Guidance in EPG 751.14.5.8 Protective Coating Requirements and EPG 751.50 Standard Detailing Notes A4. Protective Coatings was revised to conform to Sec 1081, clarifying when to use System I.

Alternate Paving Minimal Thickness

8/27/15: Guidance was clarified to indicate the minimal thickness of pavement must be 7" for a Life Cycle Cost Adjustment to be applied.

EPG 129.4 Coordination with other Agencies

8/25/15: Guidance was clarified about the list of agencies with whom to coordinate the environmental process.

EPG 105.15 Acceptance

8/25/15: Guidance about contractor's surety has been clarified since contractor surety has not been necessary for some time.
