RECENT POLICY CHANGES IN THE EPG
Viewed from Illinois, the two Mississippi River Bridge towers reach half of their eventual 400 ft. height. After completing the towers in late spring, crews will start placing the cables and the framework for the driving surface. The entire project, including several new interchanges, is on track to be complete in early 2014. Live cameras of the project are available for viewing.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Value Engineering

2/21/12: EPG 130 Value Engineering was generally updated and clarified.

EPG 402 Bituminous Surface Leveling and EPG 409 Seal Coat

2/21/12: In EPG 402, the Contract Leveling Course guidelines and templates have been updated. In EPG 409, the Contract Seal Coat guidelines, JSP and templates have been updated.

Laboratory Testing for Bituminous Material

2/17/12: Guidance was updated to comply with currently accepted AASHTO practices and numbering system.

Projects Using the "Point of Presence" Sign

2/15/12: The approved list of descriptions for projects using the "Point of Presence" sign was updated.

EPG 751.40 Widening and Repair (Non-LRFD)

2/15/12: EPG 751.40 Widening and Repair was retitled EPG 751.40 Widening and Repair (Non-LRFD). Bridge clarified the title to avoid any confusion about its contents.

Girder/Beam Chairs

2/14/12: Guidance for girder/beam chairs has been clarified.

Prestressed Concrete I Girders

2/14/12: Guidance for using open concrete diaphragms has been added to EPG 751.22.3.9, EPG 751.22.3.11 and EPG 751.22.3.12.

EPG 233.2.19 Median Acceleration Lanes

2/7/12: Only notification to the Traffic and Highway Safety Division is now necessary for median acceleration lanes.

Standard Detailing Notes for Paint

2/2/12: The paint notes have been revised in EPG 751.50 A4 Protective Coatings and EPG 751.6.2 Computation of Estimated Quantities.

"Drive Smart" and "Point of Presence" Signs

2/1/12: Guidance in EPG 616.2.4 has been revised to accommodate the fact that these signs are no longer furnished by the Commission.

EPG 233.2.19 Median Acceleration Lanes

2/1/12: The process for obtaining concurrence for the use of a median acceleration lanes was clarified.

Special Design Reinforced Concrete Pipes

1/31/12: Guidance for the submittal process for special design pipe for MoDOT personnel, contractors and manufacturer has been clarified in EPG 726.1.2, EPG 750.7.6, EPG 750.7.10.3.2 and EPG 1026.3.

Electronic Design Data and Contract Plans

1/31/12: EPG 237.9, EPG 237.13 and especially EPG 237.14 have been revised to require the submittal of a 3-dimensional model and other digital files with every contract. These files are necessary to accommodate construction technology such as automated machine guidance for earthwork, paving and intelligent compaction.

EPG 902.5.5.2.6 Adaptive Control

1/30/12: Additional information has been provided for installation of adaptive traffic signal systems.

EPG 806.8 Storm Water Pollution Prevention Plan (SWPPP)

1/27/12: This article has been generally clarified. Batch plants are not covered under the MoDOT land disturbance permit and require separate permitting through MDNR. Also, excess material disposal (waste disposal) areas require the same environmental and historical preservation clearances as borrow sites.

Stormwater Management Plan and the Municipal Separate Storm Sewer Systems Permit Program

1/27/12: Information for "SWMP" and "MS4" has been added to EPG Environemental Studies.

EPG 321.2 Geotechnical Guidelines

1/24/12: The MoDOT 50 Blow method has been replaced with the Split Spoon Test in Shale.

Alternate and Optional Pavement

1/19/12: Design has re-titled "Alternate Pavement" and clarified its guidance.

Roughness Coefficients

1/19/12: In EPG 749.5.3.2, the roughness coefficients for the Kerby-Hathaway Equation for Overland Flow were updated to match the runoff program.

2009 MUTCD

1/18/12: Traffic has revised all of the EPG 620 articles, EPG 900, all of the EPG 902 articles and all of the EPG 903 articles to bring policy into substantial compliance with the 2009 MUTCD. EPG 643.4 and EPG 910.3 Dynamic Message Signs were also expanded. This is a general rewrite of policy. Several articles are new, some former articles have been removed and many articles have been retitled.

EPG 413.3.2 Laboratory Procedure

1/12/12: Construction and Materials has updated guidance to reflect two newly adopted AASHTO test methods (T 327 and T 330).

EPG 106.20.11 Internal Material Records

1/12/12: Contract and diary info are to be archived for 11 years.

EPG 751.1.2.2 Wing Lenths

1/11/12: Guidance has been clarified for situations when unequal wing lengths are acceptable.

BEAP Consultant List

1/10/12: The BEAP Consultant List was updated in EPG 754 Bridge Engineering Assistance Program.

Clear Zone Definition

1/9/12: In EPG 902.12 Glossary, the definition of "clear zone" was clarified to more accurately reflect the AASHTO definition.

EPG 751.2.4 Load Distributions

1/5/12: Guidance for load distribution has been updated, based on AASHTO LRFD criteria.
