RECENT POLICY CHANGES IN THE EPG | |||||||||||||||||||||||||||||||
MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry. These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals. MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Design Exception Information Form 6/4/14: This form has been updated to reflect the 13 criteria recently added to EPG 131.1 Design Exception Process. EPG 236.16 Outdoor Advertising 5/30/14: This article has been generally re-written and updated to reflect legislative changes. Readers should be sure to thoroughly familiarize themselves with the article. EPG 236.7.2.6 E. Acquisition of Outdoor Advertising Billboards 5/30/14: Guidance for Outdoor Advertising Structures Considered Real Estate was clarified. New guidance for Sign Agreement Reset Program - Partial Waiver and Reset Agreement has been produced. Also, a new form, Form 236.7.2.6 Written Notice of the Intended Acquisition for Outdoor Advertising, is now available. EPG 236.6.3.1 19.D.2 Billboard Valuation Definitions Billboard Valuation 5/30/14: Definitions are now available for "Conforming Out of Standard" structure status and the "Reset Option". Also, the Appraisal Review and Approval of Just Compensation (Form 236.6.4.3) was updated. EPG 130.1.5.2 Non-Traditional Studies, Value Focused Risk Assessment 5/29/14: New guidance is available for an additional use of the Risk Assessment as a value analysis effort. EPG 606.1.3.3 Bullnose Guardrail System 5/29/14: Guidance for the use of bullnose guardrail has been clarified. 5/27/14: This new subarticle was a district Innovations Challenge winner in 2012-13. Traffic pacing facilitates short duration overhead work operations by pacing traffic at a slow speed for a predetermined distance upstream of the work area, rather than being completely stopped. District Final Design Checklist, Form D-12 5/21/14: The latest version of this form is now available. The route, county and job no. info is now more easily entered. 5/20/14: This new article presents a new method created to quantify the amount of PPA added to asphalt binders by the producer. EPG 617.1 Temporary Traffic Barriers 5/14/14: Guidance has been clarified so that there will be consistency in payment for relocating barrier wall and impact attenuators. EPG 903.3.8 Perforated Square Steel Tube Posts 5/13/14: Readers are now directed to the PSST Sepcial Sheet to provide improved guidance for PSST anchors. Quality Management SiteManager Reporting – MoDOT Staff Only 5/13/14: EPG 105.23 Quality Management has been expanded with new QM SiteManager guidance for MoDOT staff. EPG 236.3.3.2 Right of Way Cost Estimates and EPG 236.3.3.3 Preparation of Right of Way Cost Estimate Forms 5/7/14: The Acquisition Complete Cost Estimate Worksheet, Form 236.3.3.3B, is no longer used. The former Form 236.3.3.3C, Right of Way Cost Estimate, has been retitled as Form 236.3.3.3B. The new Form 236.3.3.3B from FMS is more accurate, efficient and eliminates the need for completing the final cost estimate. EPG 643.3.15 Bridge Attachment Policy and Procedures for Utilities 5/7/14: The types of utilities permitted on bridges was clarified. 5/2/14: Guidance was clarified to state that contractors on MoDOT projects are required to pay the appropriate state or federal prevailing hourly wage rate. EPG 147.3.5 Term Extension of Job Order Contracts 4/30/14: Guidance for the process of revising the job order contract bonds was further clarified. The RE must include a memo stating the reason for the bond review, contract ID and contact info. EPG 751.40.4.3 Replacement of Existing Rail with Thrie Beam Rail 4/29/14: This article's guidance was clarified by replacing the text with a table. EPG 147.3.5 Term Extension of Job Order Contracts 4/25/14: Guidance for the process of revising the job order contract bonds was clarified. Modulus of Rupture and Minimum Tensile Steel Reinforcement 4/22/14: The modulus of rupture information and minimum tensile steel reinforcement information was revised to meet the latest AASHTO LRFD bridge design specifications. Numerous articles were affected including EPG 751.8.1.1 Material Properties, EPG 751.8.2.6.1 Strength Limit Design, EPG 751.10.1.5 Interior Section Design and EPG 751.31.2.3 General Design Assumptions. 4/22/14: The intent on when barrier wall placement is allowed was clarified. 4/22/14: The guidance for drilled shafts lateral movements requirements and drilled shafts diameter for axial and settlement computations was clarified in several locations in this article. Bridge Memorandum and Design Layout 4/18/14: Guidance was clarified in EPG 751.1.2.17 Bridge Memorandums, 751.1.2.30 Finishing Up Design Layout and EPG 751.1.3.2 Documentation. EPG 643.2.1.43 Buy America for Utilities 4/15/14: This new subarticle has been approved by the FHWA and reflects new federal laws. Cost Estimate Guide for rural preliminary design 4/14/14: EPG 104.7 Estimates now presents the lastest version of this document. Highway Sign Material 4/7/14: EPG 1042 Highway Sign Material was greatly simplified because there is no longer an approval process. Also, in EPG 1042.1 Laboratory Testing Guidelines for Sec 1042, inspection and sampling guidance for reflective sheeting was removed since samples are no longer submitted to the lab for testing. |
