RECENT POLICY CHANGES IN THE EPG
Crews have begun installation of new steel for the westbound I-70 Blanchette Missouri River Bridge.
Director Kevin Keith presents St. Robert Maintenance Crew Leader Arlis Humphrey with the Meritorious Safety Award for putting his own safety at risk to rescue an intoxicated, unresponsive man lying in the middle of Bus. 44 in Waynesville. The award is the highest safety award presented by MoDOT and the Commission. "I am just thankful that I saw him before anyone else did," said Humphrey. "I honestly believe he would have been run over if I hadn't been traveling there at that point in time."

Customers review plans and offer comments on three proposed alternatives: no-build, geometric improvements and interchange consolidations.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Producer Quality Management

2/14/13: EPG 1001.2 Producer Quality Management, EPG 1033 Precast Drainage Units and EPG Category:1052 Mechanically Stabilized Earth Wall (MSE) and Sound Wall System Components were revised to allow Producer Quality Management, a new method of accepting precast products where the producer assumes a greater role in assuring quality and MoDOT verifies the producer’s quality processes.

Electronic Bidding

2/14/13: EPG 102 was revised to require all bids to be submitted electronically regardless of the amount of the project. Exceptions can be made on a case-by-case basis to allow paper bids.

Field Laboratories

2/14/13: EPG 601 Field Laboratories was expanded to provide additional guidance for field laboratories and bring guidance into compliance with FHWA requirements.

Acceptance of Seed

2/14/13: EPG 805 Seeding was revised to allow acceptance of seed based on certification. Inspectors stamping each bag of seed for acceptance is unnecessary according to Dept. of Agriculture.

Second Tier Subcontracting

2/14/13: EPG 109.5 and EPG 109.13 were clarified to show how a force account will be administered and how payment will be made to the Prime contractor and subcontractors.

Updated Construction and Materials Forms

2/13/13: Three forms in EPG 101 Standard Forms, Pre-Construction Conference Letter - Federal No Trainees, Pre-Construction Conference Letter - Federal and Pre-Construction Conference Letter - State, were updated to include Quality Management guidance.

Updated QRG

2/13/13: The Terminal Services/Remote Desktop Connection QRG has been updated to coordinate with the server upgrade associated with the SiteManager upgrade.

EPG 754 Bridge Engineering Assistance Program (BEAP)

2/8/13: The current BEAP Consultant List (Appendix 1) has been updated.

2/8/13: Five QRGs, Change Orders - Zero Dollar, Change Orders, Change Orders – Mobilization and Contract Bond, Change Orders – Time Adjustment and Change Orders – Value Engineering, were updated to coordinate with version 3.13 of SiteManager.

EPG 110.3.1 Wage Interviews

2/5/13: Since the SM Policy & Procedure Manual is no longer used, new guidance now gives direction on how wage rate interviews should be documented in SM.

Job Order Contracting (JOC)

2/5/14: In EPG 147.3.5 Term Extension of Job Order Contracts, a minor clarification for contract extensions. Also, EPG 147.3.9 Change Order Approval Levels for Job Order Contracts is new guidance for the change order approval process.

Term Extensions of Job Order Contracts

2/4/13: In EPG 147.3.5 Term Extension of Job Order Contracts, some deadlines were adjusted and guidance was provided on how to increase the performance contract bond. Also, the Job Order Contracts JSPs were updated.

LPA Project Sponsor Eligibility

2/4/13: In EPG 136.1.2.2 Project Sponsor Eligibility, the definition of an eligible sponsor for federal aid transportation projects was clarified.

Consultant Prequalification Requirements

2/1/13: Consultants must be prequalified to be utilized as a consultant for a MoDOT or federally funded LPA project. In EPG 134.1.3 Consultant Qualification and EPG 134.2.2.5 Solicitation and Selection Step 5 – Selection of Consultant, the criteria for prequalifying a consultant for MoDOT and LPA work was clarified.

EPG 110.3 Prevailing Wages and Records

1/28/13: Guidance, especially the "Payroll Checklist for Every Payroll", was revised to allow contractor payrolls to be electronically submitted to MoDOT.

1/24/13: New drip bar guidance, EPG 751.14.5.9.1 Drip Bar Guidance, and details, EPG 751.14.5.9.2 Drip Bar Details, are now available.

Maintenance Environmental Policies for Sewage Disposal Systems
