RECENT POLICY CHANGES IN THE EPG
Int. Maintc. Worker Randy Ewing (with shovel) is part of the crew replacing 70 ft. of deteriorated pavement south of Oak Grove.
Sr. Maintc. Worker David Winship (right, foreground) was salting roads in SW Clay County in December when he spotted smoke rising from a ravine. He jumped out, ran closer, heard a woman screaming and noticed her vehicle was on its side, filling with smoke. Winship used a pocket knife to cut the convertible top open and he, with another driver, pulled the woman to safety. Chief Engr. Ed Hassinger introduces Winship to Gov. Nixon just prior to the governor awarding him a commemorative plaque for Winship's heroism.

Sr. Maintc. Workers Chris Coon and Bill Lutgen (not shown) designed the Drag Chain Oiler to apply lubricant/sealer to drag chains on cinder beds. It easily and safely applies the correct amount of lubricant/sealer for end-of-winter maintenance. To use the oiler, simply position the oiler, aim the wands at the chains, and turn it on. The Drag Chain Oiler significantly cuts replacement and repair costs and keeps more of the material on the chains and off the ground. Another of the Tool & Equipment Statewide category winners at the Innovations Challenge Showcase, it can also be used by every MoDOT maintenance building.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

The snow plow stand was one of four Tool & Equipment Statewide category winners at the Innovations Challenge Showcase. The stand requires $80 in material and 4 hours to construct and makes attaching and detaching snow plows safer, quicker and simpler. It helps reduce employee injuries by eliminating prying or pushing the plow.

EPG 147.3.5 Term Extension of Job Order Contracts

4/30/14: Guidance for the process of revising the job order contract bonds was further clarified. The RE must include a memo stating the reason for the bond review, contract ID and contact info.

EPG 751.40.4.3 Replacement of Existing Rail with Thrie Beam Rail

4/29/14: This article's guidance was clarified by replacing the text with a table.

Modulus of Rupture and Minimum Tensile Steel Reinforcement

4/22/14: The modulus of rupture information and minimum tensile steel reinforcement information was revised to meet the latest AASHTO LRFD bridge design specifications. Numerous articles were affected including EPG 751.8.1.1 Material Properties, EPG 751.8.2.6.1 Strength Limit Design, EPG 751.10.1.5 Interior Section Design and EPG 751.31.2.3 General Design Assumptions.

4/22/14: The intent on when barrier wall placement is allowed was clarified.

EPG 751.37 Drilled Shafts

4/22/14: The guidance for drilled shafts lateral movements requirements and drilled shafts diameter for axial and settlement computations was clarified in several locations in this article.

Highway Sign Material

4/7/14: EPG 1042 Highway Sign Material was greatly simplified because there is no longer an approval process. Also, in EPG 1042.1 Laboratory Testing Guidelines for Sec 1042, inspection and sampling guidance for reflective sheeting was removed since samples are no longer submitted to the lab for testing.

Maintenance Policy and Operations Administration Agreements

4/7/14: EPG 171.1.1 Agreements was revised by replacing three contracts with two.

Required Notices and Posters

4/3/14: In EPG 110.2 Required Notices and Posters, the jobsite poster checklist and a few other posters were updated.

EPG 106.3.2.59 TM-59, Determination of the International Roughness Index

4/1/14: The data processing guidance and screen shots were revised to reflect the latest version of ProVAL. 

EPG Off-Systems Guide Schedule for Federal-Aid Acceptance Sampling and Testing (FAST)

4/1/14: The concrete testing frequency guidance for PCC pavement was slightly revised to permit more frequent testing for smaller projects. Also, the description of Concrete Masonry was slightly expanded for greater clarity.

ADA Checklist

3/31/14: In the ADA Checklist, two items were clarified and two more items were removed to better align with Access Board’s PROWAG info. PROWAG references were also added to assist users in finding further information on the US Access Bd. website.

EPG 106.3.2.74 TM-74, Pullout Tests on Epoxy Bonding Agents for Resin Anchor Systems

3/28/14: This revision allows the use of different embedment lengths for bars/rods other than a #5 bar.  The latter is included since larger bar sizes require longer embedment length. 

EPG 139 Design-Build Re-Written

3/28/14: EPG 139 Design-Build has been generally re-written to provide additional guidance for existing practices.

New Article, EPG 149 Project Delivery Method Determination and Risk Assessment

3/28/14: This new article reflects current practice.

EPG 643.2 Local Utility Adjustments - Public and Private

3/26/14: Guidance for "no utility impact" projects was clarified. In EPG 643.2.1.3 Proposed Utility Adjustment Plans and EPG 643.2.1.36 Performance of the Work, additional guidance was provided for projects with no utility impacts. In EPG 643.2.1.16 Estimates, DUEs are to perform a pre-audit review and approval prior to preparation of the agreement.

New QRG

3/25/14: QRG Emergency Contacts guides users on how to enter direct contact and after-hour emergency phone numbers for both the contractor and project office personnel for all active contracts.

EPG 751.50 H2c4. Additional Prestressed Concrete Box Beam Notes

3/21/14: Notes have been added to the new EPG 751.50 H2c4 since Bridge Div. is incorporating prestressed concrete spread box beam details into the Bridge Standard Drawings.

EPG 134.5.2 Supplemental Agreements
