RECENT POLICY CHANGES IN THE EPG
Construction is underway to replace the Jefferson Ave. Bridge over I-64 in St. Louis with a wider, higher structure having wider, ADA accessible sidewalks and shared bike lanes. Fred Weber Inc. crews work on the reinforcing steel for part of the new bridge's foundation.

Ironworkers tension individual cables on the Missouri tower of the new Mississippi River Bridge. Each conduit (visible outside the tower as a white plastic sleeve and fastened to the tower with the honeycombed steel plate, to the right) consists of 31 to 73 cables. Longer conduits connected to the top of the tower have the most cables.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Placing Slab Drains near MSE Walls

5/3/13: This revision changes who distributes consultant contract supplemental agreements.

EPG 237.8.2 Liquidation Damages

5/2/13: The tables of liquidated damages were corrected to bring them into compliance with the JSP.

Land Disturbance Training, 2013

4/29/13: "Land Disturbance Training 2013", a small refresher PowerPoint course, has been added. The link to the 2012 workshop, a more complete training, remains available.

Liquidated Damages for Contracts

4/22/13: Liquidated damages (LD) guidance has been revised so that LD will not be assessed for road user costs if the roadway is available for use, even if other work is being performed on the project. Two tables (for liquidated damages and administrative costs) have also been added.

Pavement Marking Guidelines Table

4/18/13: Two headings were clarified in this table.

Updated Required Notices and Posters to be Displayed on the Project

4/18/13: The newest versions of posters and notices are now available at EPG 110.2 Federal-Aid Projects. An updated checklist of the jobsite posters is also available.

EPG 121 Project Planning, Prioritization and STIP Commitments

4/16/13: The guidance in most of the EPG 121 articles has been clarified and updated.

Consultant's Workforce Diversity

4/15/13: MoDOT’s engineering consultant solicitations now require the consultants to describe their company’s approach to promoting and developing a diverse workforce.

EPG 903.19.5.1 School Assembly Installation Contracts

4/8/13: Traffic has clarified and updated EPG 903.19 Signing for School Areas, especially guidance for school assembly installation contracts.

Forms used in RW Negotiations

4/4/13: In EPG 236.7.2.9 Negotiation Procedures, Form 7-7.3 was replaced with Vendor Input Form MO 300-1489; in EPG 236.7.7.3 Taxpayer Identification Numbers, Form 7-7.3 was replaced with the IRS Form W-9.

Bridge Survey Report

3/22/13: Form Br 105 R, the Bridge Survey Report, has been shortened to require only district information needed to design bridge.

EPG 147.3.5 Term Extension of Job Order Contracts

3/22/13: Additional guidance has been provided for the RE to submit the new performance contract bond to CCO and CCO forwarding it to Construction and Materials.

EPG 148 Accelerated Bridge Construction (ABC)

3/21/13: This new article presents a brief summary of the accelerated bridge construction process, an innovative concept.

Typical Signing Applications For Pavement Transition

3/20/13: Figs. 903.17.21 and 903.17.22 were updated by replacing the upstream "Keep Right" sign with an optional "Do Not Pass" sign. This was done to comply with the MUTCD Section 2B.32 requirement that no "Keep Right" sign be placed where the driver passes to the left of the sign.

Maintenance Activities for Pollution, Erosion and Sediment Control

3/14/13: The guidance in EPG 806.4 Maintenance Activities has been updated and clarified.

Distribution of Highway Safety Funds

3/12/13: Traffic Division has expanded the guidance for distribution of Highway Safety Improvement Program and “Open Container” transfer funds.

EPG 907.6 Fatal Crash Reviews

3/12/13: This article was updated to reflect the new survey for 2013 Fatal Crashes.

Pipe Shipping Report Forms

3/7/13: The CMP, RCP, Precast Drainage Units and Precast Box Culvert Shipping Report Form (GS-17, Form 2) and PVC & HDPE Pipe Shipping Report Form (GS-17 Form 1) were updated in several articles.

Reference Guide SBC

3/7/13: This document, used to lay out and plan reporting details of concrete single box culverts using standard plans, was updated in EPG 751.8 LRFD Concrete Box Culverts.

High Risk Rural Road

3/7/13: EPG 132.2 Missouri's Blueprint to Save More Lives and EPG 907.1 Safety Program Guidelines, Criteria for Safety Project Funding were updated to define a High Risk Rural Road, thus meeting a MAP-21 requirement.
