RECENT POLICY CHANGES IN THE EPG
A KCI Construction Co. worker removes cobblestones from between several roadways near the Martin Luther King Bridge in downtown St. Louis. This work starts roadway improvements leading up to the construction for the Park Over the Highway project.
Motorist Assistance Operators Holly Snodgrass (center) and Steve Shelton (right) explain the Steer It and Clear It pamphlet to a guest attending the 20th anniversary of Motorist Assist. Motorist Assist has been rescuing stranded St. Louis area motorists since 1993 and in 2012 they handled nearly 37,000 incidents including over 8,000 abandoned vehicles, over 7700 mechanical repairs and nearly 5500 tire changes.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Three months after a train collapsed a Rte. M overpass in Scott County the new overpass was opened. The accelerated project for the 300 ft. bridge, paid for by the railroad, was planned in 30 days and the construction process completed in an additional 60 days.

9/6/13: Several forms (Offer Letter - Combined Fee and Tenant Owners - Use Prior to Condemnation (Form 7.2.5D), Offer Letter - Fee Owner (Form 7.2.5A), Offer Letter - Tenant Owner No Disclaimer (Form 7.2.5B2) and Offer Letter - Tenant Owner with Disclaimer (Form 7.2.5B1)) were updated due to a request from FHWA.

EPG 321.3 Procedures for Estimation of Geotechnical Parameter Values and Coefficients of Variation

9/5/13: This article has been generally expanded and updated to match current and established practices.

Required Notices and Posters

9/5/13: The latest version of several required posters and notices (including the jobsite poster checklist and the OSHA, the MCHR-07, the Workers Compensation and the Unemployment Benefits posters) are now available at EPG 110.2 Federal-Aid Projects.

EPG 234.1 Access to Interstate Highways

8/27/13: Guidance has been updated because, due to a FHWA agreement, Access Justification Report approvals are now allowed in two steps.

EPG 501.1.8 Air-Entrained Concrete

8/9/13: Guidance was added stating that the district shall provide aggregate correction factors to the Central Laboratory when coarse aggregate samples are submitted for AASHTO T161 testing.

EPG 109.14 Price Adjustment for Fuel

8/6/13: Concrete approach pavement has been added to the list of eligible fuel adjustment items in the table.

EPG 134.2.4 Consultant Solicitation and Selection Process – Standard Solicitation Method for On-Call/Hourly Rate Contracts

8/6/13: A reminder to PMs was added that they must wait on FHWA obligation before issuing a NTP to consultants when a contract uses federal funds.

EPG 134.4 Contract Approval, Execution and Distribution

8/1/13: Agreement from Audits and Investigations is no longer required for the man-hours, salary rates, overhead rates, direct costs and fixed fee included in the consultant contract.

EPG 127.29 Stormwater

7/26/13: This new article provides guidance for the MDNR's MS4 permit, which pertains to illicit discharges.

Ultrathin Bonded Asphalt Wearing Surface

7/24/13: In EPG 413.3 Ultrathin Bonded Asphalt Wearing Surface, the old Ashpalt Cement Price Index Example file was replaced with the new Asphalt Cement Price Adjustment spreadsheet for square yard items.

Constructability of Minor Routes Shouldering Projects

7/24/13: The Modified Shoulder JSP has been replaced with the Optional Shoulder JSP.

EPG 147.1.3.1 The Standard Alternative Technical Concepts (ATC)

7/23/13: Three new pdf files now provide additional guidance for the Standard ATC process.

Cost Estimate Guide for Rural Preliminary Design

7/16/13: EPG 104.7 Estimates presents the latest cost estimates. Most of the estimates remained stable, with the Maintenance Treatment figures showing the most revision.

EPG 751.1.2.18 Soundings (Borings)

7/12/13: A new word document now provides guidance for filling out Form M-40a, Request for Final Soundings of Structures, especially about bridge and roadway classifications.

Elastomeric Bearings

7/11/13: In EPG 751.11.1.1 and EPG 751.11.2.1, guidance was clarified on the use of plain and laminated bearing pads. Bearing pad length requirements for P/S NU girders and P/S Spread Box Beams were added. Also, figures in EPG 751.22.1.4 Span and Structure Lengths were updated to reflect the clarification.

Pre-negotiation and Hourly Rate Reviews

7/11/13: Revisions in EPG 134.3 Consultant Contract Negotiation result from Audits and Investigations ceasing the pre-negotiation reviews and shifting the reviews to project managers and/or contract administrators. Fig. 134.3.1, District Checklist for Reviewing Executed Consultant Contracts, was also added to provide additional help.

Bridge Slabs

7/10/13: Guidance was expanded in EPG 751.6.2.10 Bridge Slabs and the related Standard Detailing Note B3.22 was also updated.

2014-2018 STIP

7/10/13: The link to the latest STIP is available in several articles, including EPG 121.3 The Statewide Transportation Improvement Program (STIP).

Right of Way Negotiation Guidelines and Procedures

7/8/13: When acquiring realty rights, a minimum offer has been established in EPG 236.7.2.3 Prompt Offer of Just Compensation.

EPG 134.3.6 Subconsultants

7/8/13: If a subconsultant is not pre-qualified with MoDOT, the firm shall now include their Consultant Certification of Indirect Cost Form instead of the MRC Form.

Contract Leveling Course

7/8/13: The Contract Leveling Course (CLC) Guidelines and JSPs have been updated in EPG 402 Bituminous Surface Leveling. Also, the CLC Template examples have been expanded to four scenarios involving the use of pilot cars.

EPG 751.50 A1 Notes

7/5/13: The Design Specifications, Loadings & Unit Stresses general notes have been updated to reflect new AASHTO interim dates. Some other notes have also been reorganized.

EPG 616.19 Quality Standards for Temporary Traffic Control Devices

7/1/13: This article has been expanded to provide superior guidance.

Bridge Engineering Assistance Program (BEAP)

6/25/13: EPG 754 Bridge Engineering Assistance Program (BEAP) has been moved to EPG 136.3.8.9 Bridge Engineering Assistance Program (BEAP). The content of the article was only slightly modified.
