RECENT POLICY CHANGES IN THE EPG

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

EPG 146.2 DBE Subcontract

10/4/13: A new form, Guidance for Completing the CUF Form, was added.

EPG 136.3.8.10 Traffic Engineering Assistance Program (TEAP)

10/1/13: EPG 906 TEAP has been moved to EPG 136.3.8.10 TEAP. The modified EPG language reflects Design Division timelines and processes. One of the main process changes is that the TEAP studies will be provided through on-call consultants. (Local agencies will select a consultant from an approved list of on-call consultants to complete a TEAP study for them.) The TEAP application has also been completely revised to resemble other DE or LPA standard applications. In FY 2014, the Traffic & Highway Safety Division and the Local Programs group will partner to administer TEAP. The TEAP processes and timelines will remain the same. In FY 2015, the administration of TEAP will be through the Local Programs group.

EPG 751.22.3.8 Camber, Haunching and Girder Steps

10/1/13: A note was added to clarify the camber diagram.

EPG 907.6 Fatal Crash Reviews

9/27/13: Guidance was clarified about which conditions require fatal crash reviews.

Submitting a Bridge Survey Report

9/25/13: In EPG 748.7.3.12 Submission, the guidance was clarified about what files need to be submitted.

EPG 110.3 Rate of Pay

9/24/13: New guidance has been provided to clarify how contractors must submit documentation for the wages of apprentices. The new guidance is #7c.

Documentation of Traffic Control Devices Installations

9/20/13: Guidance in EPG 616.18 Construction Requirements was expanded to clarify how to produce documentation so as to avoid the possibility of paying for a device more than once.

Daily Work Reports

9/20/13: Guidance for diary notations about accounting on contractor equipment and personnel has been clarified and slightly expanded.

Annual Report for Automated Enforcement of Red-Light Violations

9/20/13: In EPG 950.1.1, the above form was added for reporting violations.

EPG 236.3 Administration

9/19/13: Numerous minor updates have been made to this Right of Way article. For instance, the archaic guidance of EPG 236.3.4.13's Central Office Review and Approval was removed. Two forms, Right of Way Cost Estimate Worksheet and Right of Way Cost Estimate, were also updated.

9/17/13: Guidance has been added to clarify current practice.

EPG Other Aspects of Pavement Design

9/11/13: "Pavement Design for Scoping" was removed from this article it presented a set of ME tables that are now outdated. The MEPDG design tables will eventually be replaced but conflict with industry at this time.

EPG 237.9.6.8 Consultant Designed Projects

9/9/13: Consultants need to include the Certificate of Authority number in the title block.

Contract Leveling Course Guidelines Job Special Provisions

9/9/13: The CLC JSPs in EPG 402 Bituminous Surface Leveling were updated. The quality control and RAP and RAS JSPs were modified and the tack coat JSP was removed.

Forms in EPG 236.7 Negotiation

9/6/13: Several forms (Offer Letter - Combined Fee and Tenant Owners - Use Prior to Condemnation (Form 7.2.5D), Offer Letter - Fee Owner (Form 7.2.5A), Offer Letter - Tenant Owner No Disclaimer (Form 7.2.5B2) and Offer Letter - Tenant Owner with Disclaimer (Form 7.2.5B1)) were updated due to a request from FHWA.

9/5/13: The latest version of several required posters and notices (including the jobsite poster checklist and the OSHA, the MCHR-07, the Workers Compensation and the Unemployment Benefits posters) are now available at EPG 110.2 Federal-Aid Projects.

EPG 234.1 Access to Interstate Highways

8/27/13: Guidance has been updated because, due to a FHWA agreement, Access Justification Report approvals are now allowed in two steps.
