RECENT POLICY CHANGES IN THE EPG
KCTV5 interviews KC District Engr. Dan Niec at an open house meeting in Lee's Summit. He answered questions about the draft 10-year project list.
The DRAFT list of transportation projects and improvements is now available, as required by the provisions of the proposed Constitutional Amendment 7. With this draft, MoDOT maintains its direction of taking care of roads and bridges the best we can with what we have, keeping our customers and ourselves safe and providing outstanding customer service.
Crews set girders on the I-70 Manchester Bridge’s westbound bridge. Travelers will experience little impact as this aging bridge is replaced due to innovations. The new bridge will rise next to existing lanes, traffic will switch to new pavement and the old bridge will be removed with zero total closures of I-70, zero lane closures during peak periods and zero reduction in lane widths or speeds through the work zones – very rare for a major bridge replacement.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

EPG 748.7.3 Preparation of Bridge Survey Report

6/17/14: The requirement for districts to calculate drainage area for bridge surveys was removed in EPG 748.7.3.1 Procedure. Also EPG 748.7.3.9.4 GEO File (Stream Crossings) was added.

EPG 110.3.1 Wage Interviews

6/17/14: The wage rate interview requirements were clarified to meet federal constraints. The primary change combines all the frequency rates into one rate (except for JOCs, which are being added). 

Bridge Survey Information

6/17/14: EPG 238.3.37.10 Centerline and Offset Profiles, EPG 238.3.37.11 Streambed Profiles, EPG 238.3.37.12 Valley Sections, EPG 238.3.37.13 Typical Channel Sections and EPG 238.3.37.14 Existing Bridges were updated to match survey needs for geo files.

EPG 751.50 Standard Detailing Notes

6/16/14: Additional guidance has been provided for both A1.2 and H1.3 standard detailing notes.

New article, EPG 150 Quality Management

6/13/14: EPG 105.23 Quality Management was updated and moved to EPG 150 Quality Management. This new article establishes file organization for Quality Management projects and increases efficiencies for users searching for files. New EPG 137.7 Close Out Procedure for Quality Management supports the new EPG 150 guidance.

EPG 748 Hydraulics and Drainage

6/11/14: Various changes to EPG 748 articles include:
EPG 748.2 Roadway Design Criteria was reorganized and re-titled for greater clarity. Terminology was clarified.
EPG 748.3 Freeboard was re-titled and reorganized article for clarity. Provided definitions and guidance to determine limits of freeboard for bridges on steep grades or vertical curve.
in EPG 748.4 Headwater and Backwater, the maximum headwater depth is now to be based on a ratio of the headwaters to the diameter of the culvert;
in EPG 748.5 Matching Existing Structures environmental requirements for culverts were added. Clarified that hydraulic performance is not actually matched in most cases, but is used as the design criteria for the new structure; and
EPG 748.6 High Water Surface Elevation was re-titled and definitions were added.

EPG Category:750 Hydraulic Analysis

6/11/14: Various changes to EPG 750 articles include:
in EPG 750.1 Open Channels, updated channel liner info to match new edition of HEC-15;
in EPG 750.2 Culverts, added hydraulic analysis criteria and updated culvert entrance loss table per FHWA HDS-5;
in EPG 750.3 Bridges, updated “Roadway Overtopping Design” to “Roadway Design Frequency” to match changes in EPG 748.2 and added definition for existing conditions;
EPG 750.4 Storm Sewers was updated to correspond to latest edition of HEC-22;
EPG 750.6 Erosion Control and Energy Dissipation was updated to correspond to latest edition of HEC-15; and
guidance in EPG 750.7 Non-Hydraulic Considerations was updated to reflect std plans changes, new table for standard box culvert sizes, new guardrail criteria based on bridge std library sheets and TRB Paper No. 03-4421, also guidance updated to correspond with HDS-5 and added environmental requirements info.

Full Wage Rate Order

6/9/14: In EPG 110.1 Wage Rates, additional guidance is now available for acceptable locations of the full wage order. Also, a description of a spreadsheet of wages in lieu of the full wage order has been provided.

EPG 751.1.3.6 Asphalt Wearing Surface

6/6/14: New guidance is available for the current bridge asphalt overlay seal coat policy.

Concrete Plant Inspection

6/5/14: In EPG 106.4 Plant Inspections and EPG 501.1.5 Measurement of Material, guidance was revised to clarify the QC/QA roles for concrete plant inspections.  This is part of the broader quality management (QM) initiative that MoDOT has been implementing over the past two years.  

Design Exception Information Form

6/4/14: This form has been updated to reflect the 13 criteria recently added to EPG 131.1 Design Exception Process.

EPG 236.16 Outdoor Advertising

5/30/14: This article has been generally re-written and updated to reflect legislative changes. Readers should be sure to thoroughly familiarize themselves with the article.

EPG 236.7.2.6 E. Acquisition of Outdoor Advertising Billboards

5/30/14: Guidance for Outdoor Advertising Structures Considered Real Estate was clarified. New guidance for Sign Agreement Reset Program - Partial Waiver and Reset Agreement has been produced. Also, a new form, Form 236.7.2.6 Written Notice of the Intended Acquisition for Outdoor Advertising, is now available.

EPG 236.6.3.1 19.D.2 Billboard Valuation Definitions

5/30/14: Definitions are now available for "Conforming Out of Standard" structure status and the "Reset Option". Also, the Appraisal Review and Approval of Just Compensation (Form 236.6.4.3) was updated.

EPG 130.1.5.2 Non-Traditional Studies, Value Focused Risk Assessment

5/29/14: New guidance is available for an additional use of the Risk Assessment as a value analysis effort.

EPG 606.1.3.3 Bullnose Guardrail System

5/29/14: Guidance for the use of bullnose guardrail has been clarified.

EPG 616.13.7 Traffic Pacing

5/27/14: This new subarticle was a district Innovations Challenge winner in 2012-13. Traffic pacing facilitates short duration overhead work operations by pacing traffic at a slow speed for a predetermined distance upstream of the work area, rather than being completely stopped.

EPG 106.3.2.85 TM-85 Determination of Polyphosphoric Acid (PPA) in Performance Graded (PG) Asphalt Binders

5/20/14: This new article presents a new method created to quantify the amount of PPA added to asphalt binders by the producer.

EPG 617.1 Temporary Traffic Barriers

5/14/14: Guidance has been clarified so that there will be consistency in payment for relocating barrier wall and impact attenuators.
