RECENT POLICY CHANGES IN THE EPG
On Dec. 12th, about 180 miles of U.S. 71 will officially become I-49 between Kansas City and Pineville near the Arkansas border. Everyone is invited to the 12 noon unveiling of I-49 sign at the Joplin East Middle School gym, 7501 E. 26th Street.

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

11/26/12: New guidance has been added about the preferred way to specify form liners.

EPG 903.5.30 Traffic Signal Signs (R10-3, R10-5 through R10-30)

11/26/12: The NO TURN ON RED sign policy was updated to comply with the MUTCD.

EPG 106.21.1.1 Summary Packet of Materials Inspected

11/19/12: The Summaries for Mixing Facility Components, I.A.S and F.A.S.T were deleted since these processes no longer apply.

EPG 620.2.2.1 Establishing and Recording No Passing Zones

11/19/12: A statement was removed about an electronic system available to districts for documenting no-passing zones. The system no longer exists and an adequate replacement is not available at this time.

Conveyance Document

11/14/12: The Full Disclosure Clause in EPG 236.5.21.6 Full Disclosure Clause was updated.

Flat Plate Expansion Devices

11/13/12: In EPG 751.13.5.1, general guidance was added. Also, a Bridge standard drawing table in EPG 751.13.5.4 replaced numerous figures and further serves as detail references.

Line Item Adjustments

11/8/12: Guidance on spreadsheet security messages was added to this QRG.

New Article, EPG 141.8 Sponsorship Programs

11/7/12: Sponsorsed programs utilize resources from third party entities to fund and support transportation-related projects. This new article meets an FHWA directive.

Camber at 7 days and 90 days for P/S Girder Design

11/7/12: Guidance in EPG 751.10.1.11 Slab Elevations, EPG 751.22.2.5 Deformations, EPG 751.22.3.8 Camber, Haunching and Girder Steps and EPG 751.50 H2c6.1 was clarified on estimating the camber at 7 days and 90 days for P/S girder design. "Design camber" was defined in EPG 1029.2.13 Inspection of Completed Members. The estimated camber at 7 days has never been included on bridge plans and this estimate should be on every set of PSI girder bridge plans.

QC/QA for Project Estimates

11/7/12: The requirements for review of the project estimate files were changed in EPG 124.1 Quality Control / Quality Assurance for Project Estimates. The responsibility of conducting QAs is now on the district, not the Design Liaison. This revision reflects current practice.

New HEC-18 Guidance for Minimum Scour Design Frequencies

11/6/12: Numerous revisions to EPG 750.3 Bridges reflect the new scour information from the new edition of FHWA's HEC-18. Also EPG 751.50 Standard Detailing Notes E1 and E3 and EPG 206.4 Construction Inspection Guidelines for Sec 206 were clarified to be consistant with current practices and practical design

New Buckle Up Sign Assemblies

11/6/12: Missouri has not passed a primary seat belt law, but many local entities are doing so within their jurisdiction. MoDOT has now provided signs and a standard method.

Removal of Expansion Device Movement Gauge Notes and Details

11/1/12: Movement gauge details (all of EPG 751.12.2.11 and EPG 751.50 notes H11.24, H11.25 and H11.26) were removed. Because inspectors were finding their plates bent upwards, it was decided to no longer require these notes and details. Gap measurements will still be measured and recorded with corresponding temperature for tracking purpose.

Engineering Professional Services, Consultant Qualifications

11/1/12: Guidance was added to EPG 134.1.3, #6 Bridge Consultants Only that the Bridge Experience Profile and Personal Bridge Experience Record forms must be updated every 3 years.

Missouri Welcome Center Affiliates Sign

11/1/12: Guidance for where this sign is allowed was expanded in EPG 903.10.6 Missouri Welcome Center Affiliates.

Emergency Reference Markers

11/1/12: Guidance was added to EPG 903.9.4 Emergency Reference Markers for sign use on non-interstate freeways and expressways and sign use for overlapping routes.

Truck-Mounted Attenuator Training

10/31/12: EPG 612.4 Truck-Mounted Attenuator Training now presents the latest guidance. The main addition to the article was info about equipment/materials stored in the bed of the host vehicle.

EPG 236.17 Junkyards

10/29/12: This article has been generally revised for greater clarification.

10/29/12: In EPG 612.1 Truck- and Trailer-Mounted Attenuators, guidance was added about hauling material in the back of a vehicle with a TMA.

Consultant Contract Negotiation, Basis of Payment

10/25/12: In EPG 134.3.5 Basis of Payment, the mileage reimbursable rate was changed from the IRS rate to GSA's current POV Mileage Reimbursable Rate.

Replacing, Maintaining or Modifying the Placement of a Warning Sign

10/23/12: A statement was added reiterating useful Table 903.6.6 Guidelines for Advance Placement of Warning Sign information for the districts.

Request for Transfer of Inspected Materials

10/22/12: This form has been updated in EPG 101 Standard Forms, Materials Related.

TA-10a, Flagger Assistance Devices (AFAD) with Red and Amber Signal System

10/18/12: TA-10a was updated to correctly show that the maximum distance between AFADs is 1/2 mile.
