RECENT POLICY CHANGES IN THE EPG

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Crews finish pouring concrete on Ladue Rd. over Woods Mill Rd., the southwestern part of the Rte. 141 relocation project. The newly relocated Rte. 141 is to be completed in mid-July.
“Barricade Billy” was created by Andrew Duckworth of KTU Constructors, the Safe & Sound Bridge Improvement Program contractor, as part of a Work Zone Awareness Week competition. Made of barricades and toggle cones, Barricade Billy is 9 1/2 ft. tall and weighs 135 pounds. He made his debut at the Rte. 32 Safe & Sound bridge near Salem.

Sequential Flashing Warning Light

7/26/12: Fig. 616.6.83 has been added for additional guidance.

New Guardrail Height Requirement

7/25/12: Guidance was revised with the new guardrail height requirements per FHWA and AASHTO. New height requirements were also provided for using guardrail with urban sections of curb and curb and gutter.

Innovative Contracting

7/25/12: This new article includes guidance for Add Alternate Bidding (additional items of work that the contractors all bid on and may be awarded if the bids come within the budget specified in the bidding documents), Job Order Contracting (JOC) (a procurement process that allows MoDOT to award fixed price construction contracts with indefinite delivery and indefinite quantities at individual work locations throughout the project limits) and Alternative Technical Concepts (a proposed change to agency-supplied base design configurations, project scope, design criteria or construction criteria that provides a solution that is equal or better to the requirement in the contract).

EPG 450.9 Safety Edge

7/25/12: New guidance for safety edge. This concept consists of beveling the edge of an HMA pavement during placement, to provide a smooth height transition for future errant vehicles to regain the roadway. The safety edge is easy to construct, uses very little additional material, and has the residual benefit of increasing the compaction of the edge.

Sequential Lighting

7/25/12: EPG 616.6.63 and EPG 616.6.83 were revised to accommodate sequential lighting which allows traffic, especially large trucks, to enter the work zone in a safer manner.

Lateral Placement of Guard Cable in the Median

7/25/12: The parameters were clarified for lateral placement of high-tension cable barriers in medians that are 30 ft. or wider.

TM-64 and TM-67

7/24/12: Both TM-64 and TM-67 are no longer valid and were deleted from Material Inspection Test Methods guidance.

EPG 236.5.18 Categorical Exclusion Review

7/23/12: Guidance was updated to allow the review time for a Categorical Exclusion to be extended from 1 to 3 years.

Bridge Standard Detailing Notes

7/19/12: The C2 Prestressed Girders, Beams & Panels and H2 Concrete notes were reorganized in EPG 751.50 Standard Detailing Notes. Also, guidance for Effective Slab Thickness was added in EPG 751.22.2.3 Flexure.

Contract Leveling Course

7/13/12: The Contract Leveling Course (CLC) Guidelines, JSPs for CLC and PDFs of the CLC Plan Templates have been updated in EPG 402 Bituminous Surface Leveling to encourage district flexibility. The primary changes impact requirements for temporary striping.

Bridge Survey Information

7/12/12: Guidance for setting valley sections has been improved, particularly in EPG 238.3.37.12. A tutorial and video for creating a file containing data points are also now available.

2013-2017 STIP

7/11/12: The link to the latest STIP is available in several articles, including EPG 121.3 The Statewide Transportation Improvement Program (STIP).

Consultant Contract Administration Invoicing

7/6/12: New figures and guidance for hourly rate contracts are now available.

New QRG

7/6/12: The new QRG, Job Order Contracts, guides the user in creating and authorizing a Daily Work Report, printing a job order and generating a contractor’s pay estimate for Job Order Contracts.

Required Notices and Posters for Federal-Aid Project Sites

7/2/12: Updated versions of four posters (Equal Employment Opportunity is the Law, the Spanish version of the OSHA 3165 poster, and the English and Spanish versions of the minimum wage poster) are now available.

Updated EPG 806.8 SWPPP

6/28/12: The updated SWPPP is based on the new DNR Permit. New guidance has been provided for disturbed areas and on post-runoff inspection. Also, the new Form 806.8.2, Project-Specific SWPPP Information, is now available.

Best Practices for Bridge Construction on the Safe and Sound Design-Build Project, 2012

6/25/12: New documentation for best practices has been provided.

"Soil Survey" Removal

6/25/12: References to "soil survey" in EPG 321.2.10 were removed because this terminology is no longer correct; it should be "preliminary geotechnical report". Current information is presented in EPG 3201.5.2 Routine Preliminary Geotechnical Report Tests. Also, some figures in EPG 321.2.10.6 Example Forms were updated.

New LPA Form

6/25/12: Fig. 136.5.4, Non-Infrastructure Obligation Request Form, was made available in EPG 136.5 Non-Infrastructure.

6/21/12: Guidance was clarified for better coordination with the districts and construction inspection responsibilities.

Corrugated Polyethylene Culvert Pipe Random Sampling

6/14/12: The number of sampling specimens has been reduced from 4 to 2. Guidance has been expanded to explain how to request samples and who is responsible to supply the material.

EPG 134 Engineering Professional Services

6/13/12: EPG 134 Engineering Professional Services has been re-written for greater clarity. There are new, minor consultant requirements for invoice documentation.
