RECENT POLICY CHANGES IN THE EPG

Back in October, minutes after arriving on the scene to assist a stranded motorist, McFadden took immediate action to ensure a wounded motorist did not receive further injuries. Sr. Historic Preservation Specialist Brianne Greenwood hand-excavates the remains of the Joseph Bouchard house in St. Louis, built in 1769. During this excavation beneath Poplar St. Bridge, Sr. Historic Preservation Specialist Michael Meyer and his team uncovered the oldest archeological artifacts ever found in the city including ceramics that Meyer believes to be French tin-enameled glazed earthenware from the 1700s. Sr. Maintc. Worker Norbert Dickneite tamps down the test pothole patching material, Aquaphalt, a puddy-like substance easily carried in a bucket in the back of a truck. Maintc. Crew Leader Terry Blankenship prepares to spray the substance with water. Crews pour Aquaphalt into the pothole, spray water on it and tamp it down. It quickly hardens, adhering to the existing surface so motorists can drive over the new surface. If this new material meets performance specs and is cost-effective, it will be added to the approved list of products. MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry. These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals. MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest. SE District helped kick off National Work Zone Awareness Week with a 5K and a one mile run/walk at the Willow Springs High School football field. Proceeds went to MoDOT's Benevolent Fund. Highway Sign Material 4/7/14: EPG 1042 Highway Sign Material was greatly simplified because there is no longer an approval process. Also, in EPG 1042.1 Laboratory Testing Guidelines for Sec 1042, inspection and sampling guidance for reflective sheeting was removed since samples are no longer submitted to the lab for testing. Maintenance Policy and Operations Administration Agreements 4/7/14: EPG 171.1.1 Agreements was revised by replacing three contracts with two. Required Notices and Posters 4/3/14: In EPG 110.2 Required Notices and Posters, the jobsite poster checklist and a few other posters were updated. EPG 106.3.2.59 TM-59, Determination of the International Roughness Index 4/1/14: The data processing guidance and screen shots were revised to reflect the latest version of ProVAL.  EPG Off-Systems Guide Schedule for Federal-Aid Acceptance Sampling and Testing (FAST) 4/1/14: The concrete testing frequency guidance for PCC pavement was slightly revised to permit more frequent testing for smaller projects. Also, the description of Concrete Masonry was slightly expanded for greater clarity. ADA Checklist 3/31/14: In the ADA Checklist, two items were clarified and two more items were removed to better align with Access Board’s PROWAG info. PROWAG references were also added to assist users in finding further information on the US Access Bd. website. EPG 106.3.2.74 TM-74, Pullout Tests on Epoxy Bonding Agents for Resin Anchor Systems 3/28/14: This revision allows the use of different embedment lengths for bars/rods other than a #5 bar.  The latter is included since larger bar sizes require longer embedment length.  EPG 139 Design-Build Re-Written 3/28/14: EPG 139 Design-Build has been generally re-written to provide additional guidance for existing practices. New Article, EPG 149 Project Delivery Method Determination and Risk Assessment 3/28/14: This new article reflects current practice. EPG 643.2 Local Utility Adjustments - Public and Private 3/26/14: Guidance for "no utility impact" projects was clarified. In EPG 643.2.1.3 Proposed Utility Adjustment Plans and EPG 643.2.1.36 Performance of the Work, additional guidance was provided for projects with no utility impacts. In EPG 643.2.1.16 Estimates, DUEs are to perform a pre-audit review and approval prior to preparation of the agreement. New QRG 3/25/14: QRG Emergency Contacts guides users on how to enter direct contact and after-hour emergency phone numbers for both the contractor and project office personnel for all active contracts. EPG 751.50 H2c4. Additional Prestressed Concrete Box Beam Notes 3/21/14: Notes have been added to the new EPG 751.50 H2c4 since Bridge Div. is incorporating prestressed concrete spread box beam details into the Bridge Standard Drawings. EPG 134.5.2 Supplemental Agreements 3/21/14: It is no longer required to send an electronic copy of a supplemental agreement to the Audits Division. EPG 110.2 Required Notices and Posters 3/20/14: Guidance about the display of notices and posters has been clarified. EPG 236.3.5.2 Expenditure Accounting 3/5/14: The Payroll Cover Letter is no longer needed in the right of way expenditure accounting process. Also, this subarticle has been updated to reflect newer electronic accounting methods. EPG 1080.1 High Strength Bolts 3/4/14: The requirements for nuts, bolts, and washers have been consolidated into EPG 1080.1. PAL sample sizes have been revised to 6 pieces (nuts, bolts or washers). AASHTO M298 has also been replaced with references to ASTM B695, the equivalent ASTM spec. Bridge Standard Detailing Notes 3/4/14: Revisions to A1 standard notes include adjusting the design unit stresses of piles since typically contractors have a choice in grade of steel. G5 standard notes were clarified to show that closure plates are required and are included in the price of the pile. In the G6 standard notes, pile grade was added to the list of items to be included in the remarks column. Updated QRGs 2/27/14: Change Orders was updated to clarify instruction for adding contingency items due to JSP or spec changes. Change Orders – Mobilization and Contract Bond was also updated to address how to handle mobilization and contract bond for contracts with multiple projects.  EPG 616.27 Fleet Lighting 2/27/14: Current fleet lighting and aerial equipment lighting guidelines are now available in this new article. EPG 751.6.1 Index of Quantities 2/26/14: New guidance is now available to clarify accuracy and rounding of estimated quantities. Engineering Professional Services Contract Distribution 2/25/14: It is no longer required to send executed contracts to the Audits and Investigation Division. Invoicing of Engineering Professional Services 2/24/14: EPG 134.5.1 Invoicing guidance was expanded. Two-tube Rail 2/21/14: New guidance has been provided for two-tube bridge rail. This type of bridge rail was used in the Safe and Sound bridge program and is now available for regular use. EPG 131.1 Design Exception Process 2/19/14: This article was generally rewritten to improve the review and approval process as well as clarify roles and responsibilities by obtaining concurrence during the early stage of the process. Edgeline Rumble Strips 2/19/14: EPG 626.1 was revised to offer new options for urban areas: to offset the rumble strips and to limit their use.
