RECENT POLICY CHANGES IN THE EPG | |||||||||||||||||||||||||||||||
MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry. These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals. MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

MoDOT reserves yellow-green for school signs only to make school signs stand out. Cast In Place Standard Detailing Notes 1/3/14: In A1.2, a note was added for CIP steel pipe pile design stresses. In G5 and G6, CIP pile and as-built foundation notes were updated. EPG 751.1.3.3 Railing Type, Height and Guidelines for Curb Blockouts 12/31/13: EPG 751.1.3.3 was re-titled and re-written to reflect current practice. A handy new table, Common Bridge Rails is also now provided. 12/26/13: A new JOC that combines the use of guardrail and guard cable has been added. Bridge Numbering Guidelines with Examples 12/20/13: Guidance about the bridge numbering system has been revised to match current practice. 12/17/13: Numerous sign dimensions have been revised in this table. 12/16/13: Aesthetic enhancement guidance was clarified to encourage form liners and concrete stains. Milestones QRG 12/5/13: This QRG has been updated. EPG 133.4.6 Statewide Winter Road Condition Report 12/5/13: Guidance of the road condition terminology has been clarified. 12/3/13: The new Guardrail and Guard Cable JSP templates are now available in the template listing. EPG 643.2 Local Utility Adjustments - Public and Private 12/3/13: Guidance in several locations of this article was updated to reflect that pre-audits are no longer conducted for consultant or utility contracts. 12/2/13: References to limestone and other rock were clarified. Compressive strengths were identified in the guidance. 12/2/13: Six QRGs (Change Order Reports, Change Orders - Zero Dollar, Change Orders, Change Orders – Mobilization and Contract Bond, Change Orders – Time Adjustment, Change Orders – Value Engineering) were updated. An additional QRG was retitled Cognos Access for SM. Updated QRGs 11/26/13: Two QRGs (Contractor Payment Estimates and Stockpiled Materials) were updated to reflect the move from Lotus Notes and the upgrade to Cognos 10. EPG 236.5.28.3 Compensation for Changes in Access 11/26/13: Guidance now outlines when an appraisal is required for a break in access and a noncontiguous access shift. An appraisal is required only when there is a change in the highest and best use of the property receiving the access. Flexibility is now provided when negotiating the amount charged for a break in access and noncontiguous access shift. 11/26/13: Four JOC JSPs have been updated. The Guardrail and Guard Cable JSPs were temporarily removed and will be made available in the near future. EPG 941 Permits and Access Requests 11/25/13: EPG 941 Permitting Process for Access Management was re-titled, re-organized and almost completely re-written to reflect updated Commission Policies. Be sure to refer to the summarization of these revisions. 11/21/13: Guidance for retroreflectivity readings following seal coats (as opposed to readings following UBAWS or other treatments) has been clarified. EPG 748.7.6 Bridge Survey Aerial Photogrammetry Overlay Procedure 11/21/13: This new guidance provides an optional procedure for districts and Bridge to produce a Bridge Survey aerial overlay. The guidance describes existing practice. EPG 134 Engineering Professional Services 11/19/13: In EPG 134.2.4 Consultant Solicitation and Selection Process, the ceiling of the Memorandum of Understanding, whereby a consultant is approved to provide professional services, has been raised to $200,000. In EPG 134.5.2 Supplemental Agreements, the requirement has been removed for AI to review supplemental agreements. Definition of "Continuous Paving" 11/18/13: In EPG Other Aspects of Pavement Design, the definition of continuous paving for alternate pavement determination is now available. U-Turns 11/15/13: Guidance about the allowance of U-turns at signals has been clarified in EPG 902.15.1 Preparation of Plans and in several locations in EPG 902.5 Traffic Control Signal Features. Also, some references to U-turn signs were added. EPG 907.1.3 Distribution of Highway Safety Funds 11/12/13: Safety money “pots” have been combined; districts should now reserve money to help counties implement County Strategic Highway Safety Plans; each district is now recommended to have a 3-5 year safety plan; and signing and striping retroreflectivity maintenance activities are now eligible for safety funding with Central Office coordination.
