RECENT POLICY CHANGES IN THE EPG

Rte. 5 over the new Hurricane Deck Bridge near Sunrise Beach was completely closed for about 15 minutes in both directions as MoDOT Commissioner Gregg Smith gets the honor to blast around one million pounds and 740 ft. of the old bridge into the Lake of the Ozarks. Duane Houkom, Inc. was the subcontractor for the blast. The bridge opened in 1936 and was closed on Sept. 9, 2013. Two more spans to go. MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry. These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals. MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Over 20 million hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest. Crews are very busy plowing and treating roads in much of the state. Milestones QRG 12/5/13: This QRG has been updated. EPG 133.4.6 Statewide Winter Road Condition Report 12/5/13: Guidance of the road condition terminology has been clarified. Job Order Contracting (JOC) 12/3/13: The new Guardrail and Guard Cable JSP templates are now available in the template listing. EPG 643.2 Local Utility Adjustments - Public and Private 12/3/13: Guidance in several locations of this article was updated to reflect that pre-audits are no longer conducted for consultant or utility contracts. EPG 701 Drilled Shafts 12/2/13: References to limestone and other rock were clarified. Compressive strengths were identified in the guidance. More Updated QRGs 12/2/13: Six QRGs (Change Order Reports, Change Orders - Zero Dollar, Change Orders, Change Orders – Mobilization and Contract Bond, Change Orders – Time Adjustment, Change Orders – Value Engineering) were updated. An additional QRG was retitled Cognos Access for SM. Updated QRGs 11/26/13: Two QRGs (Contractor Payment Estimates and Stockpiled Materials) were updated to reflect the move from Lotus Notes and the upgrade to Cognos 10. EPG 236.5.28.3 Compensation for Changes in Access 11/26/13: Guidance now outlines when an appraisal is required for a break in access and a noncontiguous access shift. An appraisal is required only when there is a change in the highest and best use of the property receiving the access. Flexibility is now provided when negotiating the amount charged for a break in access and noncontiguous access shift. Job Order Contracting (JOC) 11/26/13: Four JOC JSPs have been updated. The Guardrail and Guard Cable JSPs were temporarily removed and will be made available in the near future. EPG 941 Permits and Access Requests 11/25/13: EPG 941 Permitting Process for Access Management was re-titled, re-organized and almost completely re-written to reflect updated Commission Policies. Be sure to refer to the summarization of these revisions. EPG 620.12.2.4 Acceptance 11/21/13: Guidance for retroreflectivity readings following seal coats (as opposed to readings following UBAWS or other treatments) has been clarified. EPG 748.7.6 Bridge Survey Aerial Photogrammetry Overlay Procedure 11/21/13: This new guidance provides an optional procedure for districts and Bridge to produce a Bridge Survey aerial overlay. The guidance describes existing practice. EPG 134 Engineering Professional Services 11/19/13: In EPG 134.2.4 Consultant Solicitation and Selection Process, the ceiling of the Memorandum of Understanding, whereby a consultant is approved to provide professional services, has been raised to $200,000. In EPG 134.5.2 Supplemental Agreements, the requirement has been removed for AI to review supplemental agreements. Definition of "Continuous Paving" 11/18/13: In EPG Other Aspects of Pavement Design, the definition of continuous paving for alternate pavement determination is now available. U-Turns 11/15/13: Guidance about the allowance of U-turns at signals has been clarified in EPG 902.15.1 Preparation of Plans and in several locations in EPG 902.5 Traffic Control Signal Features. Also, some references to U-turn signs were added. EPG 907.1.3 Distribution of Highway Safety Funds 11/12/13: Safety money “pots” have been combined; districts should now reserve money to help counties implement County Strategic Highway Safety Plans; each district is now recommended to have a 3-5 year safety plan; and signing and striping retroreflectivity maintenance activities are now eligible for safety funding with Central Office coordination. EPG 238.1 Aerial Mapping and LiDAR Surveys 11/8/13: EPG 238.1 Photogrammetric Surveying has been re-titled and almost entirely rewritten to reflect changes from the new LiDAR technology. EPG 751.37.3.1 Axial Resistance for Individual Drilled Shafts in Rock (qu ≥ 100 ksf) 11/8/13: Equation 751.37.3.4 was clarified. This equation identifies who provides the reduction factor for Bridge Division's use. Noise Wall Ballot 11/6/13: In EPG 127.13.10, a ballot has been provided for statewide use in noise wall public meetings. EPG 642 Pedestrian Facilities 11/6/13: Guidance in EPG 642 now reflects MoDOT's position on ADA. Readers are encouraged to read this article closely as it could significantly impact scoping. Maintenance Land Disturbance Training, 2013 11/5/13: This new training resource for Maintenance has been added to EPG 806 Pollution, Erosion and Sediment Control. EPG 910.3.2.13 Weather Messages on Dynamic Message Signs 11/4/13: Guidance has been added for Dynamic Message signs. Most of the new guidance is for winter weather messages. TMAs and Updated TAs for Stationary and Mobile Operations 10/31/13: Updated and new TAs, available at EPG 616.23 TCFO and EPG 616.8 Typical Applications, provide guidance for operations on roadways with and without edgelines. Also, EPG 612 Impact Attenuators has been updated to provide additional guidance for stationary and mobile operations, hauling criteria and operator's training. Rock Base 10/31/13: A 12" rock base option has been provided in EPG 303 Rock Base and EPG 350 Design for Bases and Aggregate Surfaces to bring guidance into compliance with current practice on particle dimensions, material placement, placement for the final surface and the basis of payment. Federal Involvement Project List 10/29/13: In EPG 123.1.1 FHWA Oversight - National Highway System, the current guidelines for FHWA oversight were replaced with a list, per the new oversight agreement with the FHWA.
